Hiding in Plain Sight!

Dear Ms. Hinckley,

Please note a change of address for sex offender Perry Bell. Perry Bell was last listed as a resident of the recently razed Pilot House. Previous to that he frequented 72 North Street and was often seen freebasing in the backyard. Please refer to the photographs of him using narcotics on the premises of my former apartment complex. Mr. Bell has been observed on three occasions at or about the following address.

Mr. Bell appears to live at the corner of Bearse’s Way and Fresh Holes Road and has been seen crossing into neighboring houses and backyards. I noted a large group of young adolescents hanging out in the front yard and several young children playing and riding on their bicycles in the area. Please be aware that there are a number of known narcotics offenders associated with NOAH frequenting his home. There are also a number of bicyclists with cellular telephones seen making stops at his new address and I last saw Mr. Bell in his front yard explaining to one of his known narcotics contacts where he was to make a delivery.

I understand that Marjorie Watson states that Chief Finnegan knows nothing of criminal offenders being associated with NOAH and referred me to Mr. Presbrey if I had questions in regard to convicted felons being associated with NOAH. You will recall that Mr. Presbrey referred to me as “irresponsible” during the Mildred’s Chowder House effort sponsored by Royden Richardson. It was shortly after this effort that chief Finnegan negotiated a lucrative new six-year contract with the Barnstable Town Council.

District Attorney Michael O’Keefe requested “deference” to the advocates and clients of the NOAH Shelter. A State Trooper working with the District Attorney also confirmed that law enforcement cannot keep track of felons when they are released. This was when I was inquiring in regard to the 1998 murder of Melissa Gosule by former NOAH client Michael Gentile.

Please let me know if you need any further assistance tracking sex offenders and felons in the Hyannis area. I have also forwarded recent photographs of Mr. Larry Marston lurking in front of Sturgis Charter School and Mr. Leon Quick loitering and stalking women out in front of The Hooter’s Restaurant. I have also forwarded a photograph of known narcotics offenders monopolizing the park benches on the Barnstable Town Green. There is a letter to Paul Niedzwicki enclosed.

Please refrain from sharing any of the materials with Sergeant Sean Sweeney per and agreement with my attorney and physician. Sergeant Sweeney is unaware that his wife confronted me and verbally assaulted me at Cape Cod Hospital last Christmas.
