Posted below are exerpts and items from the bizarre blog, www.barnstable411.com of former "No Place for Hate Committee" member, Taryn Thoman of Marstons Mills. Thoman ran a four year campaign of hatred against her neighbors in Precinct 10 targeting small children. Thoman attempted to litigate against any neighbor who refused to accuse a local school child of sexual assault. Although an awkward eight year old indeed was seen horsing around in the backyard "pantsing" and playing with a number of neighborhood children, the events hardly constitute molestation.

Taryn Thoman dropped civil litigation against neighbors who campaigned against her for charter commission after Eric Schwaab offered to support her financial in a run for commissioner. Thoman knew little about municipal politics, parading around Marstons Mills with a "Head Cheerleader" mentality.

David Still of the Barnstable Patriot contacted me by e-mail last week regarding the four year troubles with my next door neighbors, Christine Howell, a 35 year old part time nurse at various hospitals and mother of four grade school aged children, and her husband, Ronald Howell. Ronald J. Howell is a nearly 40 year old clerk at Botello's Home Center in Mashpee, MA, and father of at least two of Christine Howell's 4 children.

Still claimed he couldn't find my phone number, even though it is posted dozens of times on local blogs. Either he didn't have the guts to speak to me, is not much of a reporter, or both. One thing is for sure, after what he and his tabloid did to my family, he is a shameless sycophantic strumpet.

With the dismal failure of the charter commission to produce anything voters can sink their teeth into, and elections still months away, there is not much political news to write about. It's obvious in Barnstable that that the buck never, ever has to stop. This was clearly demonstrated by Janet Joakim's recall, when she convinced her voters that while she did contribute to the mass resignation of the ZBA, she did not act alone and should therefore not be held accountable, even though she was the highest elected official in Barnstable at the time she lead the charge with three lawyer councilors to intimidate and retaliate against the members of the former zoning board of appeals.

While I don't agree with David Still that "there is a need" to publish any more about the neighbors from hell, it seems that Janet Joakim's major role in poisoning an already toxic environment for my family needs a twisted spin from the weekly rag before campaign season begins. Still is forcing me to publish the facts of this sordid mess before he tries to "make an example" of me on the front page of his Freaky Friday Fraudfest. Therefore, between now and Thursday, I will post the unassailable facts of the neighborhood horror, and Janet Joakim's role in promoting the hostilites in my neighborhood here for you to discern truth from fiction.

While I do not recall the District Attorney offering any documents into evidence, the defense had several.

Taryn Thoman has clearly lied in her narrative and perjured herself in court last week. A plethora of documents were entered into evidence in the Barnstable District Court on May 14, 2009. (Taryn, "The Compiler Show"). Most of these items are posted on www.welcometobarnstable.com and demonstrate Taryn Thoman's effort to ruin the lives of innocent families and children in her neighborhood. Thoman attempted to forward false information to employers of Ron and Christine Howell to injure and damage their ability to work and remain gainfully employed.

Taryn Thoman blamed an innocent Affidavit Recall Organizer for harassing her neighbors, developing obscene graphics of the sitting Town Council President, writing harassing letters to her neighbor's employers, etc. At this point, law enforcement, nurses, and other mandated reporters are arguing over who should be the first to report Taryn Thoman and Dennis Wilcox to the Department of Social Services on behalf of their minor son, Aidan Thoman Wilcox.

Thoman remains on the Board of Directors at Saint Peter's Nursery School, and plans to campaign against Sitting Town Councilor, Janice Barton in November. No word who is currently babysitting for Aidan Wilcox while she maniacally blogs.

Consider correspondence forwarded to Cape Cod Community College after Self-Proclaimed Political Wannabe Taryn Thoman stalked a Recall Organizer into the Lyndon Lorusso Building Dedicated to Applied Technology. The Security Office conceded that Thoman must clearly not be operating with a "full deck" to post video of a woman typing on her website.

Please consider the following documents in regard to an incident that you may have on file at the security office at Cape Cod Community College. I have been a patron of the Wilken's Memorial Library for eight years and have employed many young students of your educational institution, in particular, the Technology Center. Eight years ago, I made a decision to research the negligent and substandard services provided by Housing Assistance Corporation. I became politically active in an effort to improve the standard for services for this indigent population and hold parties responsible for the low standard of care affecting the surrounding community. There are several non-profit organizations under this company that provide negligent services and they are entrusted with tax-payer funds for financial support.

Most recently, I have been providing Mr. Tony Pelletier of the Hyannis Civic Association with photographs, correspondence and court records documenting and establishing negligence of these organizations affecting the downtown areal. Many of your students and former students assisted me develop computer skills to help me provide these materials. I am employed by The Kennedy Galleries, and my employer is enrolled at a class at your institution. In an effort to assist with improvement of the Business Improvement District, Joe Kennedy allowed me to use his student number to produce photographs of items pertaining to public safety in Hyannis and greater Barnstable. I have enclosed a receipt for coped of printed items paid at the office of accounts.

Unfortuanately, there is a problem with a political activist charged with stalking and harassing a number of parties. I have enclosed a CD for your review. Please note hat she did indeed stalk me into the CCCC Computer Laboratory.

I am cooperating with local law enforcement and The District Attorney's Office in this matter.

The Senate budget also includes a Mary Clements Law. The Senate budget provides for a law that gives jail time and fines for anyone who willfully “interrupts” or “disturbs” a school assembly, or any other assembly of people meeting for a lawful purpose including town council hearings.

Taryn Thoman insists that Recall Assistant Organizer Mary Clements, who masterminded last years Recall Effort to oust President Janet Joakim from political office mention "www.juicycampus.com" at the Meeting of the Barnstable Town Council of May 21, 2009. Previously that week, Thoman posted obscene and scurrilous remarks about the innocent daughters of Janet Joakim on several local websites and "juicy campus". Her comments were remarkable vulgar and completely uncalled for. Thoman felt that such graphic obscenity was in order after an Internet reference to her son, Aidan Wilcox as a "Kid of Convenience".

Aidan Wilcox has been parented by two intoxicated and abusive parents for the seven years of his young life. Aidan was often ignored as his mother blogged politically and was often sent to the neighbors home for free babysitting. Thoman still uses her eight year old child as a mealticket, recently stating Aidan wants his mother to run for Precinct Councilor Janice Barton's seat. When Thoman failed election to the Barnstable Charter Commission, Thoman launched a vindictive vendetta against any and all parties that campaigned against her. Taryn suggest that she will "hang the political casualties". Thoman began to develop many graphics, some obscene, but always indicative of a disturbed mind. Taryn Thoman has yet to assume responsibility for the controversial graphic of President Janet Joakim superimposed on the figure of Osama bin Laden. Thoman does not have the insight and introspection to look into "Taryn's Mirror" for a good look at her own tyrannical behavior.

Gary Lopez, big on bravado and self-proclaimed "Sultan of Statistics" considers Thoman's antics indicative of a solid political machine. He has lost a most initiatives to "improve" municipal government so far. Eric "Bugsy" Schwaab left running point for the ineffective recall saw nothing objectionable about giving computer viruses and threatening to blackmail his former opponent, James Munafo from Office.

COG would be a serious threat to Barnstable if they were anything other than the gang that cannot shoot straight. Go figure!

Dear Mr. Segadelli

Materials pertinent to the investigation of Taryn Thoman have been forwarded to local law enforcement and federal authorities. I have forwarded a number of documents to the families involved in the matter now before Barnstable District Court in regard to Ms. Thoman. Ms. Thoman was aware that I retained your counsel for the matter of criminal harassment and I suggested that she attempt to secure your counsel in this matter several months prior to the charge.

I worked with Ms. Taryn Thoman on matters pertaining to the recall of President Janet Swain Joakim. Ms. Thoman assisted me in the development of my website, www.barnstablesafetynetwork.com. Ms. Thoman also provided me with minimal assistance in the setting up of an email account. Taryn Thoman read my email, collapsed my website, and blamed me for developing obscene graphics of the sitting town council president. Ms. Thoman threatened me and my family physically, and suggested that she would accuse me of harming her child, Aidan Wilcox. Thoman stated that I would be placed permanently in a home for the mentally ill and she would be subsequently able to sue my family for their assets.

I have continued to forward matters pertaining to public safety to attorneys and others with interests in public safety in Hyannis and Barnstable. This includes Mr. Peter Manso and Mr. Christopher H. Worthington. I reminded Ms. Thoman during our six month working relationship intended to remove Joakim from office that matters pertaining to the ongoing compromise in public safety had precedence over the recall of Joakim. Ms. Thoman never understood the convolution of such matters with her actions and jeopardized not only my safety and well-being, but compromised an ongoing criminal investigation in regard to impropriety with multiple departments. I advised her that my telephone line may be tapped and that our conversations were not secure. Ms. Thoman threatened to hire convicted felons to break into the Joakim home on said non-secure telephone line and materials confirming this were forwarded to Joakim.

Although my case in Barnstable District Court has been long closed, materials pertinent to an ongoing investigation have been forwarded to federal authorities. I declined to speak with local law enforcement per an agreement with Judge Joseph Reardon. Because of the stipulation made my Judge Reardon, I have instead forwarded any and all materials including the offensive actions of Taryn Thoman to appropriate authorities. I was contacted in regard to this case by Detective Mark Delaney. Your client, Taryn Thoman harassed me over the Internet referring to me as “crazypants”. I have been identified as a material witness in an ongoing federal investigation. Ms. Thoman’s behavior and actions may have compromised me and henceforth obstructed justice in said ongoing investigation. As you know, you were a witness to the dismissal of an Assistant District Attorney before Judge Donald Carpenter. I continue to forward all materials to the Office of the Attorney General and associated federal agents.

Your decision to represent Ms. Taryn Thoman may constitute a conflict of interest.

It is official Mary Clements has been effectively evicted from 75 Pearl Street#2. Fortunately, Kim Gomez of the Barnstable Housing Authority was able to move Clements'neighbor, Pam Parisi to Cromwell Court after Taryn Thoman threatened to sell the story of Pam Parisi to Eric Schwaab for $50,000. Pam Parisi was involved with Councilor Jim Munafo's father and a child was removed by the DSS. Clearly schizophrenic, Thoman wanted to videotape the story and sell it to Eric Schwaab to effectively blackmail Schwaab out of office.

Clements reported these events to Arlene Crosby of the Duffy Clinic and shared the disturbing graphics created by Thoman of President Janet Swain Joakim with Crosby and MacDonald. Crosby and MacDonald quickly covered up the situation by removing tenants, having Clements evicted, and protecting their job security. Clements had already told Thoman that she did not want to remain in Barnstable after the Recall Effort of Janet Joakim. Thoman considered Clements more than politically expendable. Thoman wanted Clements to take ultimate responsibility and take complete responsibility for the illegal actions of Thoman and Schwaab. Talk about unsavory political wannabes!

Tom Lynch and Joe Chilli once again signed the Charter Commission Papers for Thoman. Once again, another pinwheel for another child removed by the DSS. Maybe eventually, Jeannette Chilli will quit covering for Thoman, do the right thing, and get help for young Aidan Thoman Wilcox.

As we all know, Hank prefers to keep the peace through the judicious use of water boarding.

We suspect the scantily clad lead peace activist may have been Taryn Anne Marie Patricia Thoman, and maybe someday Wilcox. Thoman-Wilcox is infamous for strutting her stuff. Thoman leads the battle cry, screaming "Peace Will Never Be Possible" until a DramaQueen Saves the Town of Barnstable! Ms. Taryn Thoman boasts of stellar accomplishments. Proud of her public resignation from the No Place for Hate Committee, Failure at the Recall Effort of Janet Joakim, and meager contribution to the Open Meeting of the Voters Initiative, Ms. Thoman continues to make great strides improving the School Committee despite her inablility to spell. Please consider those in attendance as "tolerant" of her crazy dance, claiming it is another demonstration of the wide parameter of The First Amendment.

Town Leadership hides their embarassment as Thoman takes it all off, dancing around in a bustier and garter! It appears Taryn has an interesting dance of anger. As far as torture tactics are concerned, most dignitaries concede waterboarding is preferable to the politics of COG!

Lastly, it was suggested that even David Still is apologizing and begging for forgiveness from God, Himself after witnessing Thoman's Dirty Dancing!

Yesterday afternoon I left notice with your secretary that I was forwarding documents to offended parties in regard to The NOAH Shelter. As you are aware, Mr. Rick Presbrey of Housing Assistance Corporation has stated publicly that I am irresponsible for suggesting that there is a concentration of sex offenders and the NOAH Shelter and that you are willing to state emphatically that this is not true.

Please review the materials provided. A uniformed police officer has stated that Paul Nolin has been traced to the shelter. A number of habitual clients remember Paul Nolin and others have identified him from a series of pictures that I presented. I have included a request made to my bank for a transaction photo of the check paid to Mr. Leon Quick by The Duffy Clinic for services.

It appears that public safety is becoming a priority for parents and children on downtown Main Street.

Dear Ms. Drew,

This letter is to confirm that I met with Arlene Crosby on Friday evening, July 13, 2007. She explained to me that she simply took a vacation day on the Friday previous and that she was not avoiding me. Her exact words were “if there is a reason as to why you shouldn’t talk with me, it didn’t get back to me.” There have been so many psychiatric providers that severed therapy with me during the course of the criminal harassment charge that I am uncertain as to which clinicians are concerned about litigation. Arlene reassured me that this is not the case in regard to my stopping by O’Neill for informal counseling. She did say she could FAX you a letter but said there wouldn’t be much to say. Arlene is a case management specialist and not a therapist. In addition, The Duffy Clinic that employs her refused me services. The note that the clinic forwarded to Jennifer Pease written by Mary Hettich Kelly, RN, FNP should be in your record. I am searching for a copy as I retained the original for my own files.

I asked Arlene if she could see me at the Duffy Clinic but she said that her services are concentrated on narcotics and alcohol addicted clients. Because I have never had a substance abuse problem she says I am not eligible for services at the Duffy Clinic through the Outreach Program. Arlene continued to counsel me about provision of psychiatric services. She told me that she “thinks it is unfair” that so many psychiatric providers have refused me services because of difficulty that I have had with the court system. I suggested that this was my “own doing” for complaining about the number of criminal offenders that interfaced with me and threatened me while I lived in downtown Hyannis. The “Access Center”, which is the appointment and answering service for Cape Cod Health and Human Services and the Walk-In Clinic at Cape Cod Psychiatric Services, confirmed that they are concerned about litigation. I was subsequently refused all services including emergency care in regard to prescribed medication.

Although I was considered not credible in the emergency room and delusional on the psychiatric unit where I was subsequently placed, I continued to describe my accounts of terror living in a known crack house. I was never believed. It has since been confirmed that Christopher McCowan, the convicted felon in the rape and homicide of Christa Worthington was well known to my building. He was photographed on the premises and was also a patient of Cape Cod Health and Human Services. When I informed the clerical office of Cape Cod Human Services/Access Center that McCowan was known to my building. Dr. David Dranetz and Dr. Ashhal Justiniah subsequently began to refuse me all services. Shortly after, I discovered a court record confirming that McCowan was also their patient. I have forwarded these records and photographs to Mr. Christopher Worthington, Esq.

I did suggest to Arlene Crosby that I would return to The Mid-Upper Cape Community Health Center and request a referral for an out-of- the-area provider. I spoke with Ingrid, the Social Worker at Mid-Upper Cape Community Health Center today and she suggested that I would have to see Dr. Lindley Gifford for a referral. I have an appointment with Dr. Gifford her in September for medication refills. The clinic is attempting to hire a staff psychiatrist but he is yet to take on clients at Mid-Upper Cape. Ingrid anticipates it would be a while before I could see him as they haven’t secured the funding for services for him to work there full time yet. I spoke about seeing a Boston from one of the major medical centers in Boston and she once again suggested that I speak to Dr. Lindley Gifford for a referral. My health insurance requires a medical physician to make a referral for care and services.

She suggested that there is a well known psychiatrist in the area who treats trauma victims and she would research him and provide me with a name and contact number for him. I described what living in a crack house was like and she recommended care and treatment for trauma. She told me to return to her office for the referral on Wednesday. I have included her business card for your reference. I am looking forward to seeing a competent psychiatrist to provide me with services. It has been difficult for me to receive treatment because my accounts of violence and victimization were not believed. Mr. Segadelli said that he would speak to a psychiatrist for me and help him understand what has happened to me in regard to the Barnstable Police Department. I remember some things being confided in him by attorneys and a police officer that have knowledge of events that have occurred and it would be best if these things were explained to a therapist by someone who is credible.

I am working on finding a permanent therapist to assist me specifically with the injuries that occurred to me in a documented crack house and with the lack of trust I now have with local human service providers and their convolution with law enforcement. I am currently reviewing my psychiatric record and I am amazed that my recollections and accounts were not believed by emergency room physicians and discredited by clinicians and psychiatrists. I am in possession of photographs and records that confirm my accounts of drug trafficking. The records clearly indicate that I was consistently asking to speak with local law enforcement.

All of the attorneys that I have consulted agree that it is in my interest to pursue intense care and therapy in light of what has happened to me.

We're Pushing Up Daisies!















Posted is a smattering of the death certificates that I have collected of members of the homeless community in downtown Hyannis. Many of the population were victims of homicide. The morbidity and mortality of the population was compromised long before authorities and clinicians entrusted with their care began to notice dead bodies piling up. The homeless population was decimated between 2001 and 2009. Pleas for improvement in the standard for services by member of the homeless community were ignored, as public officials accepted campaign contributions from a number of executives responsible.

Dear President Bush,

You engaged in a “War on Homelessness” and declared that you would solve this domestic problem in ten years. Please consider a number of documents enclosed pertaining to difficulties with the human service industry in Hyannis, Massachusetts.
As you know, your opponent, Senator John Kerry is using the theme, “Stronger at Home, Respected Abroad”. Please note domestic policies supported by Senator Kerry in regard to Housing and Urban Development and Housing Assistance Corporation of Cape Cod have created chaos literally in Senator Kerry’s and Senator Kennedy’s backyard.

Senator Kerry has been a strong supporter of an organization formerly known of as Cape Housing Assistance Services (CHAOS) in Hyannis and has been instrumental in procuring funds for a negligent organization that has grossly mismanaged public funds. Downtown Hyannis has been overrun with narcotics offenders and homeless pedophiles while the organization pursued an $11.5 million farm project with one-half million-dollar homes for executives. The majority of the current homeless population used to generate funds for the organization would be precluded for application to the controversial project featured on CNN. Mrs. Livia Davis stated publicly that she did not wish to live with her family at the Dana’s Field’s Project with the worst of criminal offenders.

The organization has a long history of supporting “predator’s rights” over “victim’s rights” and billing the government accordingly. The organization lobbied for a larger “holding shelter “or” wet shelter “for” inappropriate “and” unrehabilitated client and deceived the taxpaying community by publicly stating that there were no significant criminals housed at the NOAH Shelter. As you review in the materials provided, there are significant felons and sex offenders preying on the community within a mile from the Kennedy Compound. The Chief of Police in Barnstable was provided with a $120,000 raise over six years as negotiated by Royden Richardson (D-Precinct 4, Centerville) to push the project through without consideration for public safety.

Please review all documents pertaining to this substandard organization and related safety concerns. The clinic associated with the shelter prescribes narcotics liberally to convicted felons and narcotics addicts at government expense. There have been several significant tragedies related to malfeasance. Documents have been included for your consideration.

If you have been preoccupied with foreign affairs and international relations in the Mid-East to solve the homeless crisis as promised, maybe you could alleviate some of the CHAOS created in the good Senator’s backyard.

Good luck with the upcoming convention in New York.

Dear Mr. Presbrey,

I have forwarded the names of pedophiles that I encountered while I was a client at the tax funded NOAH Shelter. As you know there have been demonstrated substantial difficulties with the sex offender registry that have resulted in devastating tragedies for victims in recent weeks. Not all sex offenders have registered with the board. In fact Kathleen Hinckley of the Record Division of the Barnstable Police Department states that fewer that one fourth of sex offenders that must register are currently registered and that they are entitled to “due process” per the states Supreme Judicial Court ruling permitting all sex offenders to challenge their risk category. She states that the insidious problem and of dangerous criminals on the loose is much more serious than the current registry makes known to the general public.

Bob Lynch provided your Employment Specialist the statistics that I quoted at the meeting of the Airport Commission regarding NOAH. Bob since has told me that he does not remember quoting this and he must have done so casually when discussing demographics at the shelter. I don’t often mention staff’s names in public for fear of retaliation. Judy Best indeed called her employee Gisele Lynch to tell her the “kinds of things Mary is saying about Bob!” As you know Bob has access to all the CORI checks on people who are participants in the BID program.

I do not have knowledge or a full accounting of all the sex offenders at NOAH. My knowledge is limited to the offenders that frightened and intimidated me. I have provided a list of the offenders that accosted me in my tenure at NOAH and this percentage is calculated to 11%. Once again this list is far from exhaustive and is based on 80% of the demographics at that time having criminal records. I have forwarded to my attorney an accounting of the harassment I suffered at the hands of criminal offenders and pedophiles.

I am trying to understand how I am suddenly responsible for the clientele you allowed to assault others and me. I would like to know specifically how I could have been instrumental in preventing the crime that has been recently committed by Mr. Leon Quick a recidivist pedophile. I have also enclosed a reasonable explanation as to why you claim to be unaware of the gravity and magnitude of the criminal population at NOAH. Please refer to the newspaper articles regarding difficulties with the sex offender registry appearing after a devastating incident in Falmouth. Is this one of the occasions where your Executive Director Livia Davis states that I should be looking out for and concerned only with my own needs?

Mr. Quick had a sex offense history and had a staff job at NOAH without staff being aware of his recent requirement to register and be placed on the Sex Offender Registry Notifications Board. At the time will all knew Leon, he was yet to officially register. He continued to leer at women including myself on Main Street and on High School Road. I can’t help but think this 13-year-old child could have been spared the ordeal and that my knowledge of this man’s history that came to me serendipitously would have helped. He is one of many and she is only one child. One casualty is all I need to remember the helplessness that I felt when I was at the mercy of NOAH Staff and your entitled clients.

Dear Senator O’Leary,

I apologize for the late forwarding of a portion of materials that I have collected substantiating negligent practice at the HAC/NOAH/Duffy Clinic. I was unable to forward the documentation earlier because the Hyannis Post Office denied providing me with mail service on December 15, 2003 at 4:55 PM. I secured entry to the building and took a place in line, but a postal employee named Heather Spencer informed me the Post Office was indeed closed. I asked to speak to the supervisor and Ms. Spencer stated that she was “in charge”. I was unsure as to why I was provided with access to the main entrance and I explained that my watch showed time well before 5:00 PM. The existing line extended through the second postal door and into the main foyer and the window workers did indeed appear to be overwhelmed with customers. The lobby remains open for patrons who receive mail in post office boxes but remaining patrons must “consider the office closed.” Ms. Spencer stated she uses the post office clock to determine who has to get out of line. The time at that point was 5:02 on the post office clock and 4:55 by my watch.

I was in haste to mail these materials to you as your political adversaries already have access to the information provided. I was concerned as to how this might affect your political future as the material includes information about criminal histories of clients at NOAH. As you will recall, you have supported an expansion project for the human service agency Housing Assistance Corporation that manages NOAH. The criminal histories of these people include offenses as serious as pyromania, pedophilia, and active narcotics addiction and trafficking. Please refer to Mr. Presbrey’s statement that I am irresponsible for suggesting that NOAH presents a substantial risk to the community. He states that child molesters and other serious criminals are “no less likely to be homeless than any other sect of community.” He did not respond to my suggestion that parolees are often homeless when released from incarceration.

The hostile and chaotic climate at NOAH appears to exacerbate pre-existing conditions of clients and this may include worsening sociopathy. There is indeed an associated clinic that prescribes drugs to offenders quite liberally. The materials provided support this and documentation to support the statistics that I have suggested is enclosed. It can be difficult to remain politically viable when an elected candidate chooses to support and fund controversial programs that aid and abet illicit and illegal behavior. I appreciate the commitment and concern you maintain for these constituents.

In my concern for your political future, I neglected to mention one of your constituents; Mr. Larry Marston who I dubbed “Wacky Larry”. Mr. Marston is a client at HAC/NOAH who has been arrested for lewd and lascivious behavior at the very post office where I was denied mail service. Mr. Marston had a history of public masturbation and has been known to do so at this particular postal branch. His modus operandi includes smearing semen over the very post office boxes in said foyer. Ms. Spencer of the Hyannis Post Office should be able to verify this for you. My neighbor, Cecile Pierce, once again states that Larry is indeed a highly intelligent man but the “poor soul has a few emotional and psychological problems”. If necessary the Barnstable Police Department can corroborate that they have indeed have taken Mr. Marston into custody in a number of downtown locations including the Post Office and the Rest Room at the Hyannis Town Green.

Some of the Barnstable Police Officers have implied that indeed Mr. Marston (Wacky Larry) is not their favorite collar. I’m sure that this is just another example of the Barnstable Police refusing to “do their part” to help the homeless. The shelter did place Mr. Marston on a 20-minute schedule to accommodate his problem. Staff told me that they were trying not to “push a value system” on him despite his excessive maturbatory needs. You might say he has been “the butt” of many jokes. Unfortunately I last saw Mr. Marston three weeks ago walking on North Street late on a cold dark night despite the valiant efforts of the newly funded Pilot House serving the severely mentally ill.

I can’t say you engineer your political career and choose your political affiliations any more efficiently than the Postmaster manages the post office. When in comes to mismanagement and government “waste”, Mr. Presbrey must be your hero.

As you are aware, I attended the meeting on homelessness at the Federated Church on October 24th. My photograph and comments were on the front page of the Cape Cod Times the following morning. I am a Vietnam Veteran wounded in combat in 1969. I was not provided with sufficient medical and support services subsequent to my tour in the United States Marine Corp.

A number of homeless individuals have observed substandard, negligent and unfair treatment of vulnerable people at the local homeless shelter. We have also witness substantial impropriety that give cause for concern and contribute to such negligent services. The lack of coordination of services has once again failed and I continue to be a victim of substandard services.

Hey, Can you believe that years ago, law enforcement would have investigated corruption? Not if a Presbrey knows a Kennedy, sort of, and a Kennedy knows a Bush, and a Bush knows a Kerry, and a Joakim knows a Converse and a Converse knows a Lynch and a Lynch knows a Cole and a Cole knows an O'Leary, and an O'Leary knows an O'Keefe, and an O'Keefe wants to be a somebody, so he uses informants to make his case against a McCowan, and a McCowan doens't want to go to jail, but neither does a Presbrey, O'Keefe or an O'Leary. Certainly not a Lynch, or a Neidzwiecki or a Best-Lavigniac, and certainly not a Klimm or a Chilli or a Finnegan or a Thoman!

Dear Mr. Brown,

Research from the Office of Campaign and Political Finance demonstrates sizable campaign contributions that may present a conflict of interest in regard to public safety in downtown Hyannis. As you can see donations contributed by the human service organization Housing Assistance Corporation and Community Action Committee of Cape Cod and Islands may have influenced policy in regard to recent developments with services provided to the indigent and homeless.

Mr. Michael Princi, Esq. Representing Housing Assistance Corporation at the Sandwich Zoning Board of Appeals in regard to Dana’s Fields increased the size of his campaign contributions to The Committee to Elect Michael O’Keefe during HAC’s effort to acquire a comprehensive permit to build the experimental farm project off Victory Drive in Sandwich. The effort to pass the Mildred’s Chowder House coincided with this effort. As you are aware, Mr. O’Keefe supported the effort to move the NOAH Shelter to the property at Barnstable Airport/Mildred’s Chowder House. Mr. Princi indeed bragged and boasted in a fit of rage at the Zoning Board of Appeals meeting that he had made a sizable contribution to an influential elected official and suggested that the Dana’s Field Project would definitely be pushed through whether I “liked it or not!”

Mr. Princi was angry because I suggested that HAC/NOAH/Duffy did not rehabilitate the criminal offenders in downtown Hyannis. He was not aware that I recognized him from election night where he was a late arrival to Michael O’Keefe’s Victory Party at the Cape Codder. I attended the function with my sister and her friend Keith McManus, Esq. Keith once worked in the internship program at the District Attorney’s Office. This particular attorney who donated heavily to Mr. O’Keefe’s Campaign had provided me with legal advice in regard to NOAH. He is indeed the local attorney who suggested that the conditions at NOAH and the threat it presents to the community warranted a court injunction. He offered to file the motion in Barnstable Court roughly three weeks before I met Mr. O’Keefe and the decision to dismantle the camps was virtually made.

As you know, I have suggested and maintained that the Mildred’s Chowder House is a necessary component of the expansion project proposed by Housing Assistance Corporation. Mildred’s was intended to be used to warehouse clients that cannot meet the stringent applications process supervised by Chief John Miller in Sandwich. Mr. Princi promised the residents of Sandwich that clients that failed at rehabilitation at the experimental farm would be driven promptly back to the NOAH Shelter/Mildred’s in Hyannis. He also stated that Housing Assistance Corporation maintains a good working relationship with the Barnstable Police Department. Several of the uniformed officers that responded to frequent calls at 72 North Street were upset by this suggestion.

Mr. Presbrey has also stated that the Barnstable Police Department would verify that there were no more dangerous sex offenders living at NOAH than in any other sect of the community. He stated that I was “irresponsible” for suggesting otherwise. I have enclosed the SORI of pedophiles and rapists that have been traced to NOAH. Five of the sex offenders are known to the NOAH campus. Two pedophiles have been reincarcerated and are not available for publication, and Jose Correira who has assaulted me offended prior to 1989. Once again, these clients are only a sampling of recidivist offenders that live at or about NOAH and do not include offenders that were incarcerated before Megan’s Law was enacted.

Senator O’Leary maintains an unwavering commitment to NOAH and is aware of the public safety issues presented by this negligent and substandard organization. I have forwarded a copy of this to Nancy Paccia whose daughter was accosted in Ways News and Philip Tracy, Esq. who represents Julie Donahue, the mother of Jonathan Wessner.

The shelter staff has informed me that they have no record of Leon Quick living or working at the shelter. I have requested a copy of a check paid to him by The Duffy Clinic and cashed by me on a local bank account. They also say they don’t remember Paul Nolin. There is a credible source that remembers him well and identified him from a picture. She remembers him mainly from the Salvation Army Outreach Ministry Program. A woman named Rita who served on The Duffy Clinic Client Advisory Board stated Jean Bauer was recently seen shredding and burning documents. Arlene Crosby stated that this was “normal” as the clinic often shreds and burns “old records”.

I realize that the Barnstable Police Department works in collaboration with the District Attorney and that Chief Finnegan may have been instructed to sign off on the shelter initiative accordingly. I am unsure whether the Chief’s intent was to reassure an unsuspecting public that the clientele at the shelter was indeed “safe”. The uniformed police officers that attended to narcotics problems at 72 North Street appeared fully cognizant of the recidivist sexual predators living at NOAH.

Please note the correspondence to several public officials and attorneys with interests in regard to Dana’s Fields and NOAH. In addition I have enclosed documentation of campaign contributions made to you from Community Action Committee and Housing Assistance Corporation. During your tenure on the Barnstable Human Service Needs Committee a decision was made to dismantle the makeshift camps. The police action executed per the directive of Town Manager John Klimm was a clean maneuver that obviously required sound legal skill and judgment. The evidence that law enforcement collected demonstrated a compelling case requiring the necessary action to protect public health and safety. Moreover the legal expertise met all legal precedents preempting challenge by opposing parties. This was an exciting time for those following the controversial politics of the local human service establishment and its ardent supporters. For a short time it seemed that common sense might prevail in Hyannis.

Unfortunately there must have been sufficient pressure on you to accommodate the “homeless industry” in the downtown area. As the organizations involved lobbied for your support local law enforcement provided increased support to problem crack houses and wooded areas around the shelter. There was a concentrated effort to provide assistance to the homeless in downtown Hyannis. Police, fire and rescue personnel were used as human service workers while Rick Presbrey of Housing Assistance Corporation pursued his $11.5 million dollar farm project in Sandwich. The majority of applicants would be precluded from applying to the project because of significant criminal backgrounds.

The intent of the organization was to warehouse serious offenders at Mildred’s and return failed clients to Hyannis according to a guarantee provided to the residents of Sandwich. As I have explained, the majority of these clients that may potentially fail at rehabilitation and be transported to Barnstable will not originate from NOAH. This means an expansion of the industry and attraction of more homeless clients to an already saturated market. Because of the negligent operation of HAC/Duffy the community and local law enforcement have perpetual offenders running circles around them. After the killing of Jonathan Wessner, there was an increased effort to notify the public of sex offenders living and working in the area despite the organizations efforts to protect the privacy of recidivist offenders. This occurred shortly after Chief John Finnegan directed his public relations agent to sign off on the Mildred’s Chowder House Project. Police and rescue personnel continued to respond to “human service calls” while Alan Burt pressured the Council of Churches to resist the “slick and deceptive action” of law enforcement.

Please review all documents that pertain to criminal activity in Barnstable County and in particular offenses against children. I am particularly concerned in regard to a known child molester accosting an innocent child in Way’s News and the rape and murder of Jonathan Wessner. Past clients who remember him from several years ago have traced Paul Nolin to the shelter. This was confirmed by a uniformed police officer. Both men performed handy work for local organizations. I indeed cashed a payroll check drawn on The Duffy Clinic for Mr. Leon Quick. You will note him continuing to leer at women in front of The Hooters Restaurant in the photographs provided. He frequently imbibes at Hooters and The Duck Inn Pub adjacent to the Sturgis Charter School despite state mandated alcohol rehabilitation counseling. Bob Lindsay of the Duffy Clinic provided transportation to Lowell for his treatment.

You may recall Rick Presbrey publicly referred to me as irresponsible for stating that there are a significant number of criminal offenders residing at NOAH and surrounding properties. He did not respond to my suggestion that most parolees are homeless when released from incarceration.

We could have told you there was just sort of a little problem with corruption! Homeless, as pictured above, after the All-America City Parade. Clearly, not too impressed with the services. Finally the homeless and the Main Street merchants are seeing eye to eye!



Why are we always taking grief? At least we tried! It's the All-America City Crowd.


The All-America City Award is presented to communities who overcome challenges with creative solutions that involve civic engagement. Yes, we celebrate achievements, but the problem solving process is just as important.

In order to apply we were required to select just three of the challenges we have overcome and focus on those. Of course there are more than three challenges that have been or are part of the daily lives of those who are operating this town government and its infrastructure, but the three challenges the team who applied chose to focus on were our:

economic stimulus plan, namely the zoning changes and the creation of the growth incentive zone in the Main Street and waterfront areas of Hyannis, and the addition of museums and public arts programs.

affordable housing plan that includes the accessory affordable housing program and several other initiates.

Barnstable Youth Commission the creation of a youth commission that gives input on issues and projects that involve this town’s young people.



"The problem is that not everyone agrees with our methods in going about our self-appointed globalized neighborhood watch and beautification project. Just as one man's terrorist is another man's freedom fighter, so to one government's foreign policy is another people's attack on their way of life."

The homeless community has "confirmed" that Level III Sex Offender Perry Bell is indeed one of the "Freedom Fighters". Teddy "Bear" Kennedy, you might want to think about resolving this issue. A travesty of justice. The confusion about the right to one's identity. and the right to one's life, liberty, and the pursuit of happiness is at the point where constituents no longer care how the Kennedy family feels.



Working for safe and appealing communities

Demetrius has fulfilled his campaign promise to revitalize Main Street in Hyannis, securing a $3 million public works economic development grant to renovate and upgrade the road and sidewalks, and $200,000 to renovate and upgrade the JFK Museum. He was also on the forefront to get the Town of Barnstable to duplicate Boston's outdoor dining policy to help give more open, relaxing and attractive atmosphere to Main Street. Demetrius also works hard to make sure our streets are safe, securing funding for a community policing program and bike patrols for the past five years.



Once again, My sincerest apologies to The Barnstable Town Council, Office of the District Attorney, and Chief Finnegan's Office for the proponderance of evidence that human services are operating at an unsafe standard! The photographs taken just last summer show sincere improvement in the quality of services!



COMMUNITY POLICING/REVITALIZING MAIN STREET
More police in the community equals a higher quality of life. It is a tried and true formula and one that Rep. Atsalis has fought for and once again made a reality.

The town of Barnstable and Yarmouth, the first and third most populous on the Cape, have been growing into a "cities" for a number of years. With that growth comes many of the attendant problems of any heavily-settled area. One of the problems is a rise in crime. Rep. Atsalis has secured $900,000 for Barnstable over the past four years, and $200,000 for Yarmouth.

The Community Policing program is designed to combat rising rates by breaking down the barriers that can exist between the police and citizens. It creates situations where police officers and citizens can get to know one another and work together to bring about safer and healthier communities. Some of the programs include:

Six-month-old advocacy group sees progress despite financial frustrations

Despite a decidedly difficult time getting on its feet, the six-month-old Main Street Initiative for Homelessness is now confidently striding forward, representatives reported to town and county officials, business groups and the general public on April 28.

“We… had a divisive meeting,” said Initiative co-chair and Community Action Committee of the Cape and Islands director Estelle Fritzinger of the group’s first meeting in October 2008 that dissolved into accusations and arguments. “But this is a good program, and it’s going to work.”

Since then, social services and business groups from around Barnstable have come together with a cohesive goal of “working for and with” the homeless population of Main Street, Hyannis, said Mary LeClaire, Fritzinger’s co-chair on the initiative.
Fritzinger explained that the group has identified approximately 95 homeless individuals residing on or near Main Street. Of those, she said, more than 67 percent have lived in Hyannis for six years or longer, a surprise to the group that believed many of the area’s homeless were overwhelmingly from outlying towns.
Twelve individuals have already been placed with a case manager who will oversee their treatment and placement in housing, with three already housed. Each month, the initiative will assign 12 more people to one-on-one help.

Organizations including the Main Street Business Improvement District, Hyannis Area Chamber of Commerce, Barnstable Police Department and several social services groups are involved in the efforts, a move that’s been praised by several regional organizations.

“The most important thing I’ve seen in the last six months is partnership,” said John O’Brien, Northeast regional coordinator of the U.S. Interagency Council on Homelessness. “I’ve really seen that…on the Cape.”
So far, said Barnstable Police Chief Paul MacDonald, the approach seems to be working. “From our point of view, this is really community policing at its best,” he said. A walk down Main Street the day of the meeting, he said, revealed only a handful of visible individuals. But, he added, “The true telling is as it gets warmer.”

According to O’Brien, the number of homeless individuals has decreased 61 percent since 2005. “We want to make sure that continues,” he said.
The Initiative still faces several challenges to its goal of addressing and housing every homeless individual in the area, including one that nonprofit groups across the Cape are dealing with.

“The budget situation is deteriorating so rapidly,” said state Sen. Rob O’Leary, original organizer of the Initiative, fresh from budget discussions on Beacon Hill. “The House budget is maybe half a billion dollars out of balance.”
“All groups are looking at significant budget cuts,” Fritzinger confirmed.
However, said O’Brien, there’s hope that the next few months will see additional financial support at the state level. Though Cape Cod received none of the federal stimulus funds allocated for the Homeless Prevention and Rapid Re-housing program, the state has $18 million it can allocate based on guidelines it, not the federal government, sets. “You can bet the Cape will apply,” he said.

In addition, said Fritzinger, the Main Street group expects to receive funds from a state Interagency Council on Housing and Homelessness grant in the next few weeks.
The Initiative also expects that plans for a Barnstable County-wide homelessness outreach program will come together within the next 12 to 18 months. The program will include a 24/7 telephone number for individuals needing aid to call, plus “will allow a history established… on what has been done and what needs to be done,” said County Commissioners chair Mary Lyons.

Fritzinger said that some of the ICHH grant monies “could provide some of the regional network needed.”
Between Main Street and regional efforts, the last six months have seemed productive, said Hyannis Main Street Business Improvement District Executive Director Scott Lajoie.

“I was really, really impressed,” he said about the efforts already underway when he joined the BID in February. “They have their boots on the ground, [they’re] getting out and engaging these individuals… There’s progress, and there’s a vision to make more progress.
