Dear Mr. Gauvin,

I have followed your comments in the Barnstable Patriot and I admire the bold and courageous stance that you often take in regard to public safety policy and town hall corruption.

I have enclosed correspondence, materials, photographs, criminal records, campaign records and tax returns related to the local human service industry and its convolution with law enforcement. I have researched Housing Assistance Corporation and its amorphic expansion projects for six years. The organization often relied on law enforcement, The District Attorney’s Office and public officials for favors. As you can review in the materials provided, Michael O’Keefe accepted campaign contributions from attorney’s representing Housing Assistance Corporation and public officials negotiated a lucrative contract for former Barnstable Police Chief John Finnegan to expand services in August of 2003.

Rick Presbrey, Chief Executive Officer of Housing Assistance Corporation stated publicly that Chief John Finnegan would verify that there were no Level III Sex Offenders or other violent convicted criminals associated with the NOAH Shelter. He referred to me as irresponsible for suggesting that there were violent felons associated with the shelter complex.

Please note the number of serious convicted sex offenders and violent felons associated with the shelter. Please also review the photograph indicating the number of professional firings that occurred after Michael O’Keefe spoke publicly in support for expansion of negligent services to the homeless in 2003.
