One of the many arrests for public intoxication and violence associated with negligent services. Arsenio Lopes is routinely released onto the town green after incarceration.
This weekend is the celebrated "Pops by the Sea" event on the Barnstable Town Green. Most of the homeless will be "run off" the green by Thursday evening and contruction for the Pops Tent and in preparation for VIP Seating for agencies and organizations that provide funding for substandard services. I was arrested and threatened with incarceration for forwarding information about negligent services to law enforcement agents.
A preponderance of evidence indicating that the human services were operating at a negligent standard, was also forwarded to authorities and public officials. Not only was the correspondence accompanied with corroborating materials, photographs, and court records, the prepared documents included pubic records from the OCPF of donations to campaigns of a number of elected candidates. Many of these politicos will sponsor the event, advertise in the "Pops Program", and have reserved tables in special VIP seating for the event.

Dear Mr. Gonsalves,
As you are aware, I attended the meeting on homelessness at the Federated Church on October 24th. My photograph and comments were on the front page of the Cape Cod Times the following morning. I am a Vietnam Veteran wounded in combat in 1969. I was not provided with sufficient medical and support services subsequent to my tour in the United States Marine Corp.
A number of homeless individuals have observed substandard, negligent and unfair treatment of vulnerable people at the local homeless shelter. We have also witness substantial impropriety that give cause for concern and contribute to such negligent services. The lack of coordination of services has once again failed and I continue to be a victim of substandard services.

Arcenio Lopes was photographed on the Town Green in 2003. He was arrested two weeks later and charged with cocaine trafficking in the Falmouth District Courts. After a routine stint at Barnstable County House of Correction, he was back on the street, actually the green within a month.
