Is There Any End to the Lunacy in Sight?

Dear Mr. Burt,

After reviewing your recent letter to the editor of the Barnstable Patriot, I am objecting to your insistence that “a child’s innocence” should be used in your pawn in your negotiation for funding and attention to the homeless cause. It has been my experience that “homeless” has become a euphemism for narcotics addicts, violent offenders, and convicted felons with sex offense histories. Often vulnerable women and men within the shelter system have been the victims of violent predators and are rarely recognized and heard. It has been clearly established that a substantial number of violent offenders including Level III Sex Offenders have been tied to the NOAH Shelter and have left a population of innocent children at risk.

In 2001, a Level III Sex Offender, Archibald Guillian and Anthony Matienzo, the notorious “Highway Shooter” lured a client into the woods with alcohol. They beat Steve Couture beyond recognition and left him for dead behind the Hyannis East Elementary School. Guillian, known by the alias “Tony” had been recently released from incarceration from Cedar Junction for a seven year prison term for Sexual Assault on a Child under the age of fourteen. Matienzo went on to deal narcotics to the Sea Street Area now known and referred to by the Barnstable Police as “Brockton by the Sea”.

Leon Quick, former client and paid handyman at the shelter, lured unsuspecting women into his car and began to collect women’s underclothing and stashed their undergarments under the front seat of his car. He attempted his routine on three different women before assaulting a thirteen year old child from the Sturgis Charter School in Ways News and Convenience Store on Main Street in 2003. Leon had served prison time for Sexual Assault of Child under the age of fourteen. The child’s mother, Nancy Paccia of Sandwich complained to me that Leon was often seen leering at the Sturgis Charter schoolgirls with binoculars from his rented room at 39 Pearl Street/Asa Bearse Lodging House. Leon was the former paid handyman at the Duffy Clinic. Judy Best, RN., BSN, FNP, CNS, your friend and colleague, denied that Mr. Quick was a client or employee at The Duffy Clinic. She maintained this position up until it was found that Leon was paid with a Duffy payroll check and I cashed it and deposited it in my account rather than drive a sex offender to the bank.

Bank of America was kind enough to provide me with a copy of the cancelled endorsed check. Leon had moved out of the shelter and often imbibed at the Duck Inn Pub on Main Street adjacent to the Sturgis Charter School. This was two years before he took a room at the Asa Bearse House located behind Sturgis Charter and within thirty feet of the school. This is the same boarding house that rented a room to Kenneth Trenholm, a Level III Sex Offender who was also released from incarceration for a child sex offense from The Barnstable County House of Correction. Trenholm claimed he would be staying at the shelter and was denied access. He was later found arrested for sleeping on the porch of a resident living on School Street.

As you know, Judy Best denied that Kendrick’s was indeed a crack house at the Mildred’s Chowder House Initiative and suggested that I was rather just simply a “disgruntled” client of the Duffy Clinic who refused to “live by rules”. As you are aware I was indeed banned from her establishment for donating and drinking soda on the premises. I spent five days in a crack house on Main Street terrified and slept face down as residents of the house used narcotics in the upstairs and known narcotics dealers frequented the house. To this day I am grateful to a known addict and convicted felon for letting me stay at her house. One of the residents was a paid staff member of NOAH who was later terminated for suspicion that he was stealing narcotics from client’s baggage. He is now a resident of the Bridgeport Project and attended your Overnights of Hospitality.

As I began to suggest that the shelter was dangerous, Judy disputed my recollections, publicly humiliated me and challenged my credibility. Not only did Judy Best violate rules on confidentiality and privacy in treatment during a public meeting, but a number of clients observed her making derisive and derogatory comments at me at the televised meeting. She continued to dispute my accounts of public safety problems associated with the shelter. Later that week I photographed former clients, Eddie Reed and Perry Bell freebasing in the backyard of my apartment complex at the Kendrick’s Building. Perry Bell is also a Level III Sex Offender.

The incident at the Airport Commission Meeting was so disturbing to me personally that I was forced to seek intensive therapy and emotional care. I was during that time that I met Shawn Schirmer, and accessory after the fact and a material witness in the homicide of Jonathan Wessner. Paul Nolin, the perpetrator convicted in the case was known to the Salvation Army Complex. Shawn Schirmer confided in me that he had indeed driven Nolin back to Falmouth from Brockton and that Nolin had confessed to the murder of “Jon”. Shirmer also confided to me that Paul Nolin had long been their drug contact. At the time, Judy Best was completing her clinical rotation in nurse psychiatry at Cape Cod Hospital. Judy Best told Shawn Shirmer that evidence material to the investigation of a homicide was a “confidential issue”. She suggested that he should seek shelter at the soon-to-be constructed Pilot House.

Judy Best told Schirmer that she would protect him from scrutiny while he recovered and instructed him to keep what he knew about the murder to himself. As you know, Judy claimed to have “connections” at the court house. Evidently, despite Mrs. Best-Lavigniac’s powerful connections, she knew little about obstruction of justice and was removed from her position of Executive Director of The Duffy Clinic after the conviction of Paul Nolin. The incidents on record are too numerous to describe in one letter.

I have saved documentation of pertinent incidents and have forwarded these accounts to a number of attorneys and individuals with interests pertaining to NOAH and Housing Assistance Corporation. One of these individuals is indeed Christopher Worthington, Esq., the father of the victim in the recently tried rape-homicide at Barnstable Superior Court. Christopher McCowan, the perpetrator convicted in the case was known to the Kendrick’s Building, The Salvation Army, and the properties adjacent to the shelter. As you are aware, the Salvation Army runs the Daystar Program, local soup kitchen and sponsors the “Overnights of Hospitality” of which you are in charge. As you know, Robert Smith of your Department of Probation supervised Christopher McCowan and diverted him into rehabilitation and treatment via Chris Jedson’s Drug Clinic three years after the homicide while the case was still under investigation. The District Attorney made disparaging remarks about the rape victim and was removed from the case.

Michael O'Keefe continued to focus on friends and acquaintances of the victim and made salacious and slanderous remarks about the victim and family. He proceeded with a controversial police dragnet to obtain DNA from as many men as possible living in the Truro Area. Meanwhile, the perpetrator lived at three addresses within two miles of the Barnstable Police Department. He was arrested three times by the Barnstable Police Department. O’Keefe also accepted a $50 campaign contribution from Maria Flook, author of Invisible Eden during the investigation and subsequently libelous remarks were printed about the Worthingtons. As you know, Miss Ava Gloria Worthington was left motherless after the incident.

Lastly, I have included an article where Rick Presbrey of Housing Assistance Corporation referred to Hyannis as performing “miracles”. Livia Davis was recorded in her office criticizing me for being “intolerant”. Her words verbatim included “Who are you to say that ‘predators’ don’t have just as many rights as their victims”. Livia was attempting to develop an 11.5 million dollar farm project at taxpayer expense, complete with a Sport’s Arena, Horse Stables and a four bedroom home for herself complete with a farmer’s style porch, fireplace, cathedral ceilings, and skylights. The price tag for her private home on the premises was $589,000. As you will recall, you called for support for Dana’s Field’s and resisted the dismantling of the makeshift camps. The majority of clients with substantial violent criminal records were to be screened out of the project by an applicant screening committee including Chief Michael Miller of the Sandwich Police Department. This means that most of the clients in those camps, the majority of your probationers, violent felons and illegal soda drinkers were precluded from admission to her expensive program.

Housing Assistance Corporation continued to bill per head for the surplus and abundance of homeless people while money and resources were routed to her “dream farm project”. Although the clients were required to sign a waiver under duress that they would not sue the shelter for claims such as negligence and depraved indifference, Livia herself is now suing Rick Presbrey of Housing Assistance Corporation for wrongful termination.

Please note the recent firing of Chief John Finnegan. As I claimed, Finnegan clearly had questionable financial dealings and negotiated a lucrative pay increase under Roy Richardson. As you know, then Town Council President served on the Board of Trustees of the Salvation Army with Chief John Finnegan. You may review the articles enclosed form the Barnstable Patriot. You claimed “Roy” was instrumental in your life as a probation officer after you had faced 25 to life in a Texas Prison. Your former Probation Officer and Former Town Council President Roy Richardson has a sealed criminal record for Child Molestation and was dismissed as a probation officer subsequent to the charge. Lou Cataldo was the Clerk Magistrate at the time and remembers the incident well. Sheriff Jack DeMello sealed the record to protect his own position and legacy.

I am forwarding a copy of this correspondence to Mr. Paul Niedzwicki, The Barnstable Assistant Town Manager. As an attorney, he should understand the implications of obstruction of justice in regard to Ms. Best, and the negligent homicide and depraved indifference of Livia Davis and Rick Presbrey. Mr. Niedzwicki is certainly skilled in the consequences and repercussions of “influence peddling”. His former boss, Henri Rauschenbach stood trial for influence peddling in 1994 and was acquitted. Obviously a result of competent lawyering.

My insistence that you refrain from referring to the obligations of innocent children is no longer a polite request. It is now a demand.

Dear Councilor Brown,

I have noted the writings of Mr. Alan Burt in reference to your Precinct Report dated June 9, 2006 in The Barnstable Patriot. Mr. Burt insists that we reference scripture and biblical readings to guide our daily actions. He has preached and proselytized continually and has condemned local community leaders and elected officials for “unchristian” behavior.

Psalm 23 promises not only resolve in times of trouble but also compels us to pursue the path of “righteousness” for “His Namesake.” The final lines of the Psalm indicate the importance of fearing “no evil” and protection from “mine enemies”. Psalm 18 has similar tenets “The Lord is my rock and my salvation…I will pray to Him in times of trouble for protection from “mine enemies”. There is no part of the King James Bible that condones uncivil or bad behavior, nor are we expected to accept those who intentionally inflict harm as doing “God’s Will”.

I have forwarded photographs of individuals who have been problematic to me and others in Precinct 9. You have suggested publicly that NOAH/Salvation Army, the human service organizations on Winter Street have lowered property values, impeded commerce on Main Street and presented a public safety hazard for residents and tourist of your precinct. Even when attempting to be sensitive to the efforts of human service workers and their tenacious clientele you have faced undue criticism. The effort to compliment Councilor Barton and Mr. Burt was overlooked and Mr. Burt realized an opportunity to criticize your policies and advance his agenda.

Photographs of Holly Dupre, the new homeless advocate receiving extensive media attention were forwarded to you in the past. As you can see, she is sitting on the town green with known narcotics offenders. The account of the arrest of Arcenio Lopes is once again forwarded to you for your amusement. Wayne Viera, my former neighbor from 72 North Street, a known crack house has been frequenting the premises of my new home at 75 Pearl Street. The police have been summoned three times to the building. I have forwarded a record of his arrest. He physically attacked my neighbor, Joanne Langway in front of me and two other witnesses. Photographs include Mr. Viera and other BUMS sleeping on my front porch.

As you know, the shelter denied that any violent offenders and criminals were associated with their establishment. They referred to me as delusional for suggesting that several Level III sex offenders and others utilized the shelter. It helps to note that even when violent criminal offenders and narcotics offenders are not clients of the shelter, they are certainly attracted to the area. Note the photographs of Kenneth Trenholm riding his bicycle shirtless in the town green and Main Street. Mr. Trenholm attempted to seek shelter at NOAH but was later found sleeping on the porch of a private home on School Street. His latest known address was 39 Pearl Street, a boarding house adjacent to The Sturgis Charter School. As you are aware, Mr. Trenholm served prison time for indecent assault and attempt to rape a child under the age of 14.

Mr. Trenholm rented from the same local boarding house that Leon Quick rented two years ago. Leon was often seen stalking children of The Sturgis Charter School with binoculars from his bedroom and is photographed stalking women in front of the Hooters Restaurant. Leon worked for a while as a handyman at The Duffy Clinic and indeed I cashed a payroll check for him. He spent his earnings imbibing at The Duck Inn Pub adjacent to the Sturgis Charter School. You will note that another homeless sex offender is now working at The Duck Inn Pub and this is noted on his sex offender registry notifications form. Once again, the Duck Inn Pub is adjacent to the Sturgis Charter School. The Employment Service of The NOAH Shelter placed Mr. Quick at the Days Inn after he worked at The Duffy Clinic. As you can see, the Inn clearly advertises that “Kids Stay for Free”. The remainder of articles and photographs are for review as I have forwarded them in the past.

Mr. Burt wants to “remind you” of the insensitivity of the words you choose. I would like to remind you of the persistent public safety problem generated by NOAH clientele and their affiliations. I would like to remind both you and Mr. Burt of the liberal parameters granted by the First Amendment.

Lastly, three years ago, Mr. Burt asked me to play ten to twelve religious songs on my guitar so he could get publicity on cable television. He gave me an hours notice and I had been up the night before supervising the women clients of The Overnights of Hospitality hosted at the Salvation Army. After the taping of “The Jericho Show”, Mr. Burt took me out to dinner as a reward for my “hard work”. I had nothing to eat all day and offered to pay my own way at The Friendly’s Restaurant. He told me he slipped out and bought himself a sandwich earlier in the day, but didn’t want to bother me because I was “being so productive.” We decided on “The Pub 99” and I insisted that I pay my own way. Alan refused to accept my money insisting that the treat was on him. He chose a candlelit booth far at the back of the restaurant. I was so hungry I could have eaten a cow.

I indeed ordered the “steak tips” while he poured over the menu for twenty minutes unable to make up his mind. I finally convinced his to also order the steak tips. I was ready to pass out. He proceeded to tell me over this candlelit dinner that his “wife was dying of a terminal illness” and he was under tremendous strain and stress. I reminded him that I was a nurse and that I would be willing to drive his wife to her appointments and errands. His mouth hung open and he told me it was “a private matter” and that they were “not telling anyone of her illness”. He told me that working with the homeless was very stressful and that we as advocates needed time to “bond together”. He told me he had gone sailing with Bob Huff and Martha McKeon and he told me he “kept thinking” of me and that he “wished I were there.” He told me his wife was to sick to attend. Although Mr. Burt had a number of credit cards on him, he hunted through his wallet to find where he had placed his cash. I continued to offer money for the dinner but he refused to accept it.

He called on me on many occasions to accompany him to churches to speak with church members to promote the “Overnights of Hospitality”. Sometimes I played my guitar. He kept telling me he was “going to make a star” out of me. I asked him not to do me any favors. He bought me several lunches and continued to tell me he had a “depressed family”. He stressed the importance of “bonding experiences”. He told me his daughter Shauna had been committed to Taunton State Hospital and that his son Jordan was in DYS Custody soon to be paroled. He didn’t remember telling me that his wife was dying. He instead stated that she collected disability for a physical reason and that she also suffered from manic-depression. He said she worked under the table as a Home Health Aid.

Shortly after, I recognized his son Jordan from camping at Shawme-Crowell shopping with his mother and a friend in The Stop and Shop Supermarket. She was in better shape than I was and driving a nicer car. Clearly Mr. Burt had “The Pub 99” mixed up with “The Pub 69” and they do not have “Thou Shall Not Commit Adultery” in Alan’s bible.

911, Recorded Line, Dispacher Sonnabend, What's the Nature of your Emergency?


During the crescendo of violence plaguing Captain's Quarters in 2005, Precinct Councilor Rick Barry (R-Cotuit), urged residents and contituents of problem locales to become actively involved in "community neighborhood watch" intiatives. Barry suggested that residents in neighborhoods under seige become proactive with public safety efforts and to develop solid relationships with law enforcement. Councilor Barry insisted that communication of neighborhood needs to police was paramount to quell ongoing, drug related violence in downtown Hyannis.

Barry, a prominent and reputable defense attorney, formerly associated with the Office of the District Attorney, as an Assistant Prosecutor, has a reputation that exudes fine character and integrity. Although Barry's comments were reasonable and well intentioned, the Town of Barnstable had a longstanding practice of covering up corruption by "Shooting the Messenger". If the District Attorney, Michael O'Keefe, or Chief John Finnegan, had been anything other than the gang that simply can't shoot straight, this would have been a serious problem.

A number of complaints were forwarded to both the Office of the District Attorney, and Chief of Police in Barnstable describing dangerous conditions and violent behavior of convicted felons associated with the local homeless shelter and adjacent properties. Clinicians, practioners, and social workers were replaced after blatant illegality was established, but no resolution was ever achieved on public safety issues. To date, there had been no sincere justice for victims. Public officials, law enforcement officers, elected officials and the district attorney accepted campaign contributions, inordinate pay raises, and extended work contracts to cover-up impropriety. When the complainant mentioned "influence peddling", the person reporting was charged with criminal harassment for excessive letter writing, and threatened with jail time.

Please review the conditions of apartments receiving Section8 Reimbursement Funds. Compromised clients with criminal histories, narcotics addictions, and records of violence were clustered among vulnerable populations. After gunfire erupted and a fire nearly destroyed one of the properties in proximity to the shelter, the establishment was closed for renovation. Crime still plagues the downtown Hyannis area, but the landlord now owns and operates a lovely steakhouse.



Here is a slideshow of conditions at 72 North Street taken when I first moved onto the scene in 2001. The residence was known for clustering clients of Housing Assistance Corporation' NOAH Shelter and The O'Neill/Duffy Clinic. 72 North Street had been rumored to be a crack house, but the building was situated behind Main Street Shops including Puritan's Clothing.

The photograph presented below portrays Anthony Matienzo and Morgan Parent in the very alcove where homeless congregate and started fires. (See previous post, August 10, 2009, describing accounts of fire at 72 North Street.) Matienzo, known to the NOAH Shelter, was the infamous "Route 3 Highway Shooter" charged with firing a projectile weapon at passing school busses on Route 3. Morgan Parent is the niece of Cybill Shephard. Taken away from her mother in childhood, Morgan committed arson at the age of fifteen. The shelter banned many youth onto the street after accepting them as clients and billing third party reimbursement.(Photo courtesy of the Cape Cod Times.)

Dear Mr. Talerman,

For the past several months I have observed the proceedings involving Sandwich Family Association represented by Mr. William Henchy, Esq. at the Zoning Board of Appeals at the Oak Ridge School in Sandwich in regard to Dana’s Fields. I am greatly concerned about the construction of this project abutting a residential and business community comprised of unsuspecting and vulnerable residents of Sandwich. As a former client of NOAH/HAC, I have witnessed the inability of the staff, management, and administration to gain control over the criminal element in downtown Hyannis. Much of this difficulty appears to revolve around the philosophy and political structure of the organization.

As Mr. Henchy has stated, NOAH indeed serves mainly the criminal element and caters to this population. Mrs. Davis words verbatim have included “Who are you to push your value system on our clients? Predators have just as much right to be cared for as you do!” This particular declaration occurred after an altercation with an individual suffering narcotics and substance abuse and behaviors related to such use. Society maintains a compelling interest in the rehabilitation of criminal offenders. Unfortunately the statistics of success with offender clients at NOAH demonstrate that that the organization cannot meet the needs of the population most in need. The demographics at NOAH reflect a percentage of criminal offenders much greater than vulnerable clients suffering situational homelessness, emotional/mental illness, Alzheimer’s disease and issues related to aging and elder care.

The population of criminal offenders includes convictions as serious as pedophilia, pyromania, narcotics possession including manufacture and distribution grand theft larceny, rape, and assault and battery on a police officer. I attempted to befriend many of these individuals and to establish a positive bond at the encouragement of staff. I have assisted with the relief effort established by the Salvation Army Overnight’s of Hospitality Program. I met a young man named Anthony Matienzo. Anthony began drinking and smoking marijuana with his mother at the age of nine. He was apprehended, charged and convicted as the “highway shooter” for discharging his .22 caliber rifle at buses full of school children. He was later an accomplice to assault and battery on another client with Mr. Archibald Gillian, alias Tony. They lured an older man suffering from alcoholism into the woods behind the East Hyannis Elementary School, beat him and left him for dead. They were trying to impress their friend Naomi who was present during the assault and testified to this event. Mr. Gillian, originally from Dorchester was sent back to prison for violating parole. He was a 42-year-old convicted pedophile.

Anthony is only a nineteen-year-old young man. Most of the criminal offenders are much older, seasoned and well progressed into sociopathy. I am extremely concerned that the inability of the organization to provide direct and necessary services to the target population of offenders leaves all vulnerable residents of Sandwich their children at risk. In the absence of demonstrated effectiveness, a loosely supervised criminal population with unresolved behavioral issues would not only be detrimental to the small town colonial atmosphere of Sandwich; more importantly it would leave an unsuspecting, quiet community in peril. I have enclosed documentation from NOAH including a form that “requires” the NOAH client to contract out of negligence. In addition you may review an intake form that presents a line for the listing an alias and a checklist regarding criminal past. You might surmise that the organization is accustomed to providing temporary housing for the criminal population for quite some time. Not only are they currently serving offenders being recently paroled, they are crowded with recidivist offenders that have yet to be rehabilitated of years past.

Lastly, I have enclosed the complaint letters I wrote in a successful attempt to have a staff member removed. There may be information that provides you with insight into the internal workings of the organization and the substandard services it provides that could affect peace and prosperity in your community. You might review the letters I have had to write to HUD to request overrides in an effort to move out of a drug infested area. My current residence is a crack house on North Street. The building is around the corner from NOAH and adjacent to a crack house directly across the street from NOAH. Housing Assistance Corporation has provided a number of Section 8 Certificates circumventing the CORI Check at 72 North Street. Two of my neighbors have done prison time for Class A felonies at Cedar Junction and Framingham respectively. It appears that Sandwich Family Association’s concern that HAC could place offenders within a radius dangerous to unsuspecting children and others is not only valid, but also justified.

Dear Chief Finnegan,

I had an opportunity to attend the Barnstable Human Service Needs Committee Meetings and in particular the meetings at Barnstable Airport when the Assistant Town Manager Joellen Daly accompanied by Cheryl Bartlett of Community Action of Cape Cod and Islands, Judy Best, RN, FNP and Rick Presbrey of Housing Assistance Corporation proceeded to secure the Mildred’s Chowder House for renovation of a new and improved shelter with expanded facilites based on success with the PILOT House Project. Ms. Best challenged my insistance that the original six clients had not yet been rehabilitated and that there were extreme difficulties with the clientele and unreasonable burdens placed on local law enforcement and residents. Expansion of the current industry appears to be an unwise and foolhardy endeavor considering the challenges already faced by the afflicted clients, quality of providers, and the economic base related to the tourist climate of Cape Cod. Ms. Best tried to have me excluded from speaking at the meeting and when I was allowed to voice my concern, she disputed that 72 North Street was indeed a crack house.

Please note the photographs I have included of Mr. Edward Reed of Hyannis a known drug dealer and outspoken vocal advocate of the “wet shelter” freebasing cocaine in my back yard. I apologize that the pictures are dark however I was using a long rang focal length lens that would not allow me the benefit of a larger aperture permitting more exposure nor considering the circumstances would I have been able to use a flash. The blonde woman is named Barbie and is a resident of the shelter. There is a spoon in her hand and the other gentleman Perry that deals drugs in my building with Mr. Reed lit something on fire. They used the narcotics for approximately 3-5 minutes, drank the alcohol in the brown paper bag, smoked cigarettes and then ducked out very quickly as you will see in the photographs. I overheard “Perry” ask “Barbie” if she “felt better now?” Barbie was in the clinic the following day to see Mary Hettich, RN, FNP. I would suggest once again that the clients of the Duffy Clinic are not rehabilitated and present a general menace to the community. The local NOAH shelter and its associated Duffy Clinic have imposed on so many vulnerable and unsuspecting residents and members of the community. The adamant refusal of the local human service provider to accept responsibility for its clients will transfer to the opposite site of town and remain a threat to the soon to be renovated downtown area. The narcotics industry thrives in settings of active commerce and access to transportation and will compound Hyannis tourist industry by now involving an airport and a major hotel.

I initially made a police call in regard to Mr. Reed et al. that went unattended. I made the call on the non-emergency line and there was no response to my request to have an officer respond to trespassers in the back yard of 72 North Street. When your department declined to respond to the call I photographed the individuals in question using narcotics. This was in the window between the time the airport commission delayed the decision to give the Mildred’s Chowder House to HAC/DUFFY/CACCI for an expansion project. Please refer to the minutes of the Barnstable Human Service Needs Task Force where Ms. Best voices concern over peace and justice issues. Please note she disputed my perceptions at the meeting that the drug problem in Hyannis is really this bad. Ms. Best states publicly that she had no idea that 72 North Street where she maintains several clients really is a crack house. The photographs were taken in this interval between the delay of the approval and the final airport meeting on the issue on September 17. Please note Alan Burt’s Letter to the Editor in the Barnstable Patriot that I have enclosed for your perusal. Several reformed narcotics offenders that have never been patients of Judy Best analyzed the enlarged photograph and explained freebasing to me. They pointed out the drugs and associated paraphernalia as indicated in the photograph. I was willing to believe the folks in question were just “sitting at the round table of Camelot doing justice for justice sake”. It must have been an “amazing experience”.

I finished up the roll by photographing some lovely sunset scenes around the crack house where I make my home. The two recreational vehicles in the back of my building have housed summer residents on the property. As you can see, there is a DO NOT DISTURB sign in the window of the maroon van and drug dealers frequent this particular area. Sometimes it frightening to go out to the parking lot or to the garbage dumpsters to throw away trash, but other than fearing for my life, I’m accustomed to living in danger. It’s not that I don’t appreciate the many times the police department had responded to constant calls, I just live with the constant uncertainty of not knowing whether any particular crack offender is going to be annoyed because I dare to breath his air space. It makes it difficult to make future plans. Last week my neighbor Glenda McMullen, a convicted felon, friend and client of Mr. Edward Reed and a current crack cocaine offender thought I was “talking to myself”. She was hostile and knocked on my door. She refused to believe that I was talking on the telephone, but “ if I was, that was no excuse for my ‘talking about her.” I was talking about how negligent the organization was on a cellular phone with a friend. I hadn’t even mentioned Glenda’s name. Shortly after I went shopping for groceries and she stole my groceries as I carried them from my car to the door.

My immediate plans if I make it are to move to a town where I’m less likely to get killed. In closing, I have included some extra photographs I took around the back of the building. You will see the spot where clients sleep with blankets in an alcove. I used to ask the police department to remove the folks. Sometimes they were drunk and high, and smoking cigarettes and had candles. I used to be afraid of fire. Now I don’t care anymore. My drop from my bedroom window is quite high. I would not survive the fall in a fire. But it’s not worth a nightly call to the police department to come help the imaginary people the really aren’t rehabilitated. There are times when I can’t even remember the quality of life I had before I came here to Hyannis. The residents and business owners have voiced their concerns about offenders being relocated to their neck of the woods. Wisely, some public officials and potential candidates are questioning the prudence of an expansion of the industry to this area. I’m supposed to look the other way and hope nobody gets burnt, raped, molested and killed over near the airport. After all, Livia Davis and Judy Best have both told me this is “None of your business!” “Just stay out of it! You’ve got your own issues!” After living for two years in Hyannis, she can sure say that again.

Looking out into the backyard at 72 North Street, visions of narcotics addicts freebasing comes to mind. This was a typical imaginary scenario that played out in my delusional mind, if I declined to let the addicts into the building. Clinicians and practioners were angry at this photograph, claiming that the clients had a "right to privacy". They are freebasing in broad daylight.



BARNSTBALE, MA Joshua Debonise was ready today to admit his role in the firebombing of a Hyannis home. But the 21-year-old was not ready to be labeled a snitch, his lawyer, Richard Barry, said during a plea hearing in Barnstable Superior Court. So the plea deal fell apart.

Shortly before 3 a.m. on April 3, 2008, a Molotov cocktail crashed through the window of a home on Hiramar Road starting a fire in a bedroom where children were sleeping. A total of seven people were inside the house at the time. They all managed to escape the blaze unharmed. In addition to Debonise, a Mashpee resident, four other people Jose Reyes, Andrew Nickerson, Victor Mason and Tiffany Mason are charged in the incident, according to court records. Before signing away his rights, Debonise waited for the courts assurance that a statement he gave to police about the events of that morning would be thrown out.

He wanted to make sure that when and if he did go to jail, he would not be construed as a snitch, Barry told Judge Gary Nickerson, who agreed to suppress the statement if Debonise pleaded guilty. But the deal was never carried out.

Yelling Fire! The First Amendment Revisited.


Discrepancies over earnings at the Barnstable Fire Department are currently being scrutinized by Jake Berry of the Cape Cod Times and Gary Lopez of www.capecog.com. Consider items in reference to the Hyannis Fire Department and its relationship with the homeless community. Correspondence was forwarded to Alan Burt, advocate for the homeless in 2003 regardng The Hyannis Fire Department and firesafety laws pertaining to overcrowded conditions at the NOAH Shelter. The shelter continues to operate at a negligent standard and crack houses and clustering of active alcoholics jeopardizes inhabitatants and residents living in adjacent properties.

There have been a number of fires, incuding apartment dwellings in the area requiring the intervention of the fire department and American Red Cross. This correspondence was intitially forwarded to protest the comments made by Alan Burt after a homeless man was rescued from a blazing abandoned building. The firemen used a new thermal imaging unit, begrudged by Alan Burt as a frivolous expense. Propane tanks were in proximity to the site of the rescue. The firemen were commended for their skill and bravery at the Massachusetts State House by then governor, Mitt Romney.

Firestarting and firesetting continue behind the Armory, set by homeless individuals in the woods behind the building. There is a slide show presented in a former post outlining such activity, with singed materials extinguished by the fire department. There is still no resolution on the proliferation of unrehabilitated homeless to the Cape Cod area, and emergency rescue services continue to respond. Executives have yet to take responsibility for mismanagment and malfeasance of funds. There have been several efforts to relocate the shelter to a larger facility. Litigation and liability issues have consistently been brought to the attention of potential contributors and developers, including Stuart Bornstein and Chris Wise of Assisted Living, Inc.

Both Joe Chilli, of the Barnstable Fire Department and Arthur Kimber sit on the Executive Branch of the Barnstable Housing Authority. Most public officials are aware of the difficulties created by negligent services. Tom Lynch, former Director of the Barnstable Housing Authority, and currently the Assistant Town Manager is well aware of the problems created by Housing Assistance Corporation. So far, he has only compounded municipal corruption by signing the campaign paperwork for Taryn Thoman for Charter Commission.

Dear Alan,

I have enclosed some documents that have been previously forwarded to a number of parties regarding the homeless crisis here in Hyannis. Some may be persuaded that the current human service establishment may indeed be so substandard and negligent in operation that it is doing so at risk to the entire community. I realize that we have great differences in philosophy as to what course of action would best meet the needs of this difficult to serve population. Some legislators and elected officials may be unsure as to how to proceed in regard to this issue and in particular the human service monopoly Housing Assistance Corporation they have so far zealously supported.

I recall you laughed during an advocacy meeting for homeless clientele when a young man named Aaron recounted his plight. He was unreasonably banned at the mercy of Paulette Heath. Ms. Heath had a predisposition to target vulnerable clients and an established history of abusing clients as she saw fit. I remember distinctly that her insistence on continuing this pattern provoked my ire and your amusement. Please refer to letters written previously regarding the quality of staff at NOAH.

I appreciate that you attempted to understand that my “unreasonable anger” toward this grossly negligent and substandard organization. I know we had many discussions where at times I agreed that there is some level of unfairness directed toward the homeless. You insist that this includes not only the community in general, but also town officials, law enforcement and fire and rescue personnel. I know that you pressured Mr. Royden Richardson of District 4 to have the “foyer” opened after NOAH refused to accommodate the clients removed from the woods after the dismantling of the makeshift camps. You told me these were desperate times. You also pushed for the premature opening of the Pilot House and you stated that the Fire Department was being unreasonable in regard to fire safety laws. You confided in me that this resulted in a “rather angry call this morning from Mr. Richardson.”

I know that the Fire Department can be real sticklers about fire safety. They have chided me on two occasions for dismantling my smoke/heat detectors on a spot check after Mr.Wayne Viera set the alarms off smoking narcotics in a neighboring apartment. You will recall that Glenda McMullen, a parolee from Framingham, also an active crack addict and narcotics dealer maintains an apartment adjacent to the evicted Mr. Viera. She is also not rehabilitated by HAC/DUFFY or the probation department of which you were her supervising officer. Mr. Viera is now residing at The Pilot House.

It is true that fire personnel respond with tremendous alacrity when lives including their own are at risk. I remember when you were criticizing the fire personnel for enforcing stringent fire safety policies you suggested that department personnel were deliberately targeting the homeless. You went so far to suggest that the Fire Department’s requisition requesting and expensive thermal imaging unit at a price tag over $10,000 was “outrageous and ludicrous”. You stated the money could better be spent “helping the homeless”. You also challenged churches to dismiss the admonitions of fire personnel in regard to the “Overnights of Hospitality”. I reminded you of the Worcester Cold Storage Warehouse Fire where eleven men lost their lives trying to rescue two homeless squatters. The two intoxicated individuals in question had started the fire and fled. They observed the disaster over drinks from a nearby bar. The two survivors were nearly charged with negligent homicide. Approximately two weeks before Hyannis’ very own candle factory inferno your words verbatim included:

“The loss of life is always tragic. The Homeless are incapable of understanding the consequences of their actions. The fire fighters are paid well for what they do. Do you have any idea how much those guys make?”

You continue to condemn the actions of law enforcement and the public works department at the discretion of the Barnstable Town Manager, John Klimm. Mr. Klimm is on record approving the police action to dismantle the makeshift camps in an effort to recognize the magnitude of the crisis and initiate a relief effort. As the town began to make concessions and accommodations you continued to criticize the action of town officials while demanding more resources to expand and negligent albeit over-saturated human service monopoly.

You did indeed suggest that the Fire Department stigmatized Tim Furlan and his girlfriend Roxanne by referring to them as “homeless” in the accounts in the newspaper after a fire started in the abandoned candle factory. You stated that they should have been referred to simply as “two people who happened to be in the candle factory when the blaze began”. You also said the event was not very good PR for The Overnights of Hospitality Program. I suggested that these types of disasters may be the impetus for the thermal imaging units requested by the fire department. You then stated “ I forgot about that!” All of the town’s services will use this to get more municipal funds.”

You lost my support completely when you recruited members of The Council of Churches to resist the scheduled clean up of neighborhoods. You labeled the follow up event to survey the camps as “an effort to target the homeless.” You placed in writing a phone number where church member could complain to the police department about their “slick and deceptive” action of the part of law enforcement. Livia Davis spoke about the importance of the “Dana’s Field’s Project at this particular Saturday meeting at the Federated Church. The handout with your comments resisting this effort was last in the possession of Sergeant Sean Sweeney.

Lastly, I have enclosed Friday’s article commending the Hyannis Firefighters for their honor and valor rescuing Tim Furlan with a Thermal Imaging Unit. Publicity on six brave firemen who used not only cutting-edge technology but also sound judgment must really insult your sensibilities.

I know you consider yourself to be an outspoken advocate for the homeless and a quiet supporter of Housing Assistance Corporation(HAC) formerly known of as Cape Housing Office Assistance (CHAOS). There are times when I have come to rely on you for not only what to think but also how I am supposed to feel. I recognize on behalf of CHAOS that the Almighty Alan Burt has spoken.

A distraught homeless man barricaded himself in an abandoned candle factory in Hyannis and set fire to the place in an apparent suicide attempt, officials said. "He didn't want to go. We rescued him against his will," Hyannis fire Capt. Joseph Cabral said of 41-year-old Tim Furlan.

Firefighters responded to the vacant building, located on Route 132 across from the Cape Codder resort, after Furlan's girlfriend called 911 to report the fire. "She said that he had locked himself inside the building and started a fire and wasn't coming out," Cabral said.




HYANNIS - An apartment building fire in Hyannis has left 16 people homeless. (watch youtube video posted below) Everyone made it out safely from 161 Winter Street after the fire broke out around 6 a.m. Hyannis firefighters quickly knocked down the flames but not before the fire caused extensive damage to the building. Fire investigators believe the fire may have been caused by careless disposal of smoking materials.



Note Barnstable Police maintaining order after the evacuation of homeless individuals from a building in proximity to the NOAH Shelter. Intoxicated and compromised clients cluster in placements in these buildings. Police, Fire, and Rescue continue to pick up slack, as executive responsible for creating the mess acquire job promotions, and better jobs. Livia Davis and Tom Brigham, Executives reponsible for the lavish Dana's Field's Project both work in policy development postions for Governor Deval Patrick.

HYANNIS - Firefighters have gotten a reported fire at Kendricks Nightclub on North Street in Hyannis under control. An automatic alarm alerted firefighters to a problem just before 9 AM Saturday morning. Eight occupants in apartments upstairs were safely evacuated and are being temporarily assisted by the Red Cross.

The fire apparently started outside the building and extended into a wall of the old converted inn building. Firefighters from Hyannis and Centerville battled to save the building opening up that wall to make sure the fire did not extend to the second floor.

Investigators from the Hyannis Fire Department and Barnstable Police are on scene and preliminary say it appears the fire may have been started by homeless people living in an alley possibly from a dropped cigarette.

Smoke filled the inside of the building and firefighters had to break several skylights on the roof to clear it. The club has been the focus of several incidents including shots fired and a stabbing in the parking lot and has been the subject of reviews by town officials.


At 8:22 p.m. Tuesday, Yarmouth firefighters responded to a request for mutual aid for Tower 41 to the corner of Route 28 and Spring Street in Hyannis. Upon arriving at the scene, Captain Phil Simonian and crew searched for potential victims, but none were found. The crew then assisted with ventilation and was released back to Yarmouth at 8:53 p.m.

It Was a Long, Cold, Hard Winter for the Homeless!

In November of 2008, a Symposium for the Homeless convened at the Federated Church of Hyannis to discuss ongoing issues with problematic clientele, now homeless in Hyannis. The moderator was the late Patrick Butler, Esq., a civil attorney, well known to the "power elite" and political figures of Barnstable. The Main Street downtown community of Hyannis realized an opportunity to voice "frustration" with obstreperous and intoxicated clientele affecting business in the area. Homeless clientele also voiced their anger and "frustration" with substandard and negligent human services. The "mood" of the meeting was, at times, contentious.

The Barnstable Human Service Needs Committee continues with "Operation in from the Streets" and "Operation in from the Cold". Clinicians meet regularly to discuss problem clients and resolution of services to unrecovered felons unrehabilitated and homeless in Hyannis and Greater Barnstable. The task force on the homeless and subcommittees have yet to address accountablity and responsibility of executives, authorities and political leaders.

Political figures and law enforcement ignore complaints from the homeless and the surrounding community that political corruption is a factor in victimization. Executives are responsible for planning extravagant expansion projects for themselves at taxpayer expense. Rick Presbrey, Livia Davis and Tom Brigham embarked on an effort to build an $11.5 milion dollar social experiment for criminal offenders in the Town of Sandwich. The organization made a number of substantial contributions to political figures and sought the assistance of Ted Kennedy to advertise the project.

Convicted felons, sex offenders, and narcotics addicts received substandard and housing and medical treatment. The complaints include excessive narcotics prescription and negligent medical services. A number of rapes and homicides occurred within the homeless community over fifteen years in drug infested properties and hotels. Clients were clustered in narcotics infested housing despite the efforts of Housing and Urban Development to resolve criminality in public housing.

The Cape Cod Times and The Barnstable Patriot have published a number of articles supporting homeless causes, including support for lavish expansion projects that fundamentally caused the problem. Felons and offenders that were not "appropriate" for the experimental project were to be warehoused in an expanded facility across adjacent to the Barnstable Municipal Airport. To add insult to injury, homeless clients were assaulted on the town green bandshell after publicity was given to the homeless plight. The homeless parties offended identified two youth that appear in this slideshow. These boys claimed they were building a snowman. As you can see, they focused strictly on the formation of his genitalia.

Dear Mr. Provonost,

Please consider correspondence from a number of homeless people that have recently asked me for assistance in the formulation and preparation of their letters to you. As you are aware, I have complained about the quality of human services for seven years. I maintain that the substandard and negligent quality of services has created a substantial problem for not only clients, but also the surrounding community that supports these efforts. I have previously forwarded materials that indicate that the percentage of public funds for such organizations is higher than you reported two weeks back. As you know, Mr. Rick Presbrey of Housing Assistance Corporation stated that a mere 50% of HAC’s funds are from public sources.

Materials confirming complaints that were made regarding continued impropriety with services have also been forwarded to you via homeless clients banned to the woods. Although the majority of these obstreperous, unrehabilitated clients remain unrecovered and living in the woods, I have yet to forward you the materials indicating that executives developing the $11.5 Dana’s Field Project had two architectural schematic plans of lavish homes being built on site. Photographs and criminal records indicate that the portion of clients excluded from this project is more than projected by the human service providers and Barnstable Chief Paul MacDonald. These clients were provided with negligent services as the organization remained organized to expand to neighboring towns. Livia Davis and Rick Presbrey insisted that clients that failed at rehabilitation would be driven back to Barnstable during the ZBA proceedings in Sandwich. With my propensity for sarcasm, I must really have no credibility. Town officials are now conceding homelessness has become a “Cape-Wide” problem.

Maybe you could print another editorial on the importance of “Fast Tracking the Dana’s Field Project?

District Attorney Michael O'Keefe : Not Exactly a Friend to Women, Infants and Children!


Consider comments excerpted from a local news website, www.capecodtoday.com. This narrative includes complaints made about the physical treatment reported by the parent of a special needs child in The Barnstable Public School System. The mother of the offended child provided a 20 minute portion of a videotape of her autistic child to authorities. The tape documented the alarming extent of improper and abusive physical restraint techniques used on her disabled child for "non-compliance". The incident was reported to the Office of the Barnstable District Attorney directed by Michael O'Keefe.

The parent in this case consulted a Boston attorney who referred the matter for investigation. Barnstable School Resource Room Officer Detective Reid Hall, a physician and a social worker from the May Institute were consulted in regard to the behavioral techniques used on this autistic child. Reports indicate District Attorney Michael O'Keefe stalled the investigation, confounding details and evidence in this matter. The principles involved forwarded three entirely different accounts of the incident in question, and "conflict of interest" was identified after false replies to the allegation were forwarded to the Massachusetts Board of Licensure in this matter. It was duly noted that there were three different versions of the incident on file, describing completely different accounts of the incident.

District Attorney Michael O'Keefe refused to file charges against the women who delivered three different versions of the incident recorded on videotape to the Board of Licensure. Some of the narrative was provided by a nurse attorney representing the Board of Registration in Nursing. The mother of this special needs child insists that the barbaric, abusive and aversive treatment of her autistic child reflects the low standard of the nurse, police and district attorney.

All the documents I feel back up my concerns that I believe points to obstruction of justice and other possible infractions are current as they were written in 2004, 2005 and 2006. The way the police investigation was handled by District Attorney Michael O’Keefe concerns me due to the possibility of some sort of cover up and conflict of interest due to the hidden agendas on the part of all the parties involved with it. I also feel that the whole police investigation was sloppy, unfair, biased, flawed, and unprofessional and violated my child’s rights under Massachusetts law and possibly Federal Law. Further I feel that the police investigation was biased and prejudiced against my child right from the beginning as the alleged perpetrator was a town employee and my child was retarded and autistic.

Who's Running the Barnstable Sherriff's Office? Why, a Bunch of Playboys! Of Course!


Please consider a number of items posted previously on this website in regard to public safety. Sheriff James Cummings and District Attorney Michael O'Keefe sat on the Barnstable Human Service Needs Committee chaired by Royden Richardson, (D-Centerville). The Barnstable Human Service Needs Committee was established in 1991 to address concerns with the homeless of Hyannis and the effect of human services on business in the downtown area. Richarson had significant ties to law enforcement and municipal politics. At the time the committee was established, Richardson was serving as the President of the Barnstable Town Council.

Royden Richardson was a probation officer at Barnstable Superior Court, dismissed in 1987 for allegations involving underage boys. Sheriff Jack DeMello covered up the incident after Richardson was charged and convicted of a lesser crime. Richarson's record is sealed in the Brockton Superior Court. Chief John Finnegan, dismissed in 2005 after evidence of corruption was discovered, also sat on the Barnstable Human Service Needs Committee. A number of rapes and homicides occurred as Housing Assistance Corporation planned lavish and extravagant expansion projects at taxpayer expense.

The organizations responsible for placing unrecovered and unrehabilitated clients onto the streets have yet to take responsibility for uncontrollable clients. Housing Assistance Corporation and The Duffy Clinic continue to bill third party insurance and the Office of Transitional Assistance for the overflow of convicted felons, narcotics addicts, and sex offenders. Materials confirming corruption were forwarded to Paul Niedzwiecki, Esq. Paul Neidzwiecki was formerly the Chief Financial Officer for the District Attorney's Office and served as the Town of Barnstable Assistant Town Manager. He is also a former legislative aide to John Klimm and Henri Rauschenbach. Rauschenbach was charged and acquitted of influence peddling in 1994. Niedzwiecki is married to the daughter of Jim Cummings.

Evidence provided to Paul Niedzwiecki included items demonstrating that the perpetrators of a number of high profile rape-homicides were known to the NOAH Shelter. Melissa Gosule, Christa Worthington, and Jonathan Wessner of Falmouth, were all murdered by known perpetrators with ties to the NOAH Shelter and surrounding properties. Rick Presbrey denied that there were any serious offenders known to human services in the Hyannis area. Presbrey referred to clients that complained about dangerous conditions and negligent operating standards at the shelter as "irresponsible". Senator Rob O'Leary(D) and District Attorney Michael O'Keefe(R), accepted sizable campaign contributions from agency executives and attorneys representing the organization to promote lavish, expensive, and amorphous projects.

Law enforcement continues to read, view and forward pornography at government expense. Parents of the murder victims continue to wonder why the organization, executives and authorities have not been investigated for corruption. The informants and material witness providing evidence was intimidated, arrested, and charged with criminal harassment of the police department. Roy Richardson is the father-in-law of Fred Chirigotis, President of the Barnstable Town Council, and the father of Rebecca Richardson of Wynn and Wynn, PC. Michael Princi, of Wynn and Wynn is the attorney representing Housing Assistance Corporation on a number of initiatives, including the $11.5 million dollar Dana's Field's Project.

BOURNE, Mass. -- The Barnstable County sheriff has said he intends to punish the high-ranking officials in his department who have used office computers to exchange off-color and pornographic e-mails.

Sheriff James Cummings told the Cape Cod Times that at the very least he would add a letter of reprimand to each employee's personnel file that would cost them their annual $1,000 good behavior bonus.

He said punishments could be more severe, but did not specify what those might be.

An investigation by the newspaper found that the questionable e-mails came from a half dozen accounts covering a handful of specific dates in September and November 2008 and late June through July 2009.

Some of those who sent the e-mails have expressed embarrassment and remorse.

Barack Obama and Taryn Thoman. A Couple of Political Idiots with Teleprompter Issues!



Back by popular demand! The number of readers of this blog requesting more posts on Taryn Thoman is overwhelming. How this tacky piece of trailer trash can pass herself off as credible is the eighth wonder of the world! Congratulations, again, to her adversaries, that blocked the efforts of her drunken husband from candidacy to the Barnstable Town Council.

"Um, um, 'ya know, um, um, um and very confusing and um, people contradicting themselves and to answer Andy's question, um, and um, uh, ah, um, blah, blah, blah, I can read it but, you can look it up on the website, um so, I hope that anwers your question, um, um, thank you!"



Posted is the criminal complaint against Taryn Thoman. To date, Taryn still wants us to believe that the charge against her was simply political. No doubt, there were political designs beneath the timing of the charge against her. Unfortunately, Taryn was warned that she would be charged with harassment. Thoman attempted to blame and innocent party for her outrageous actions, claiming that she was a mother trying to protect her child.

Taryn Thoman stated she was pursuing a political career, and that I was "expendable". Her precise words were that she was going to remove Joakim and ignore the collateral damage. As it stands right now, Thoman completely compromised the efforts of Citizen's for Open Government. To date, Gary Lopez and Eric Schwaab don't understand why I wasn't willing to take responsiblity for the actions of Thoman. Thoman blew the recall effort for a lousy $500 of Eric Schwaab's money. What a sucker!


Here's Taryn, she's a doosie! Consider the efforts in the Barnstable District Court against Taryn Thoman of Marstons Mills. Thoman is accustomed to intimidating and bullying behavior. Known for this personality style, Taryn considers herself a contender, until someone dares to say "boo" to her. Treating Taryn the way she treats others, has provoked her into calling COMM Fire and Rescue, showing up at the Emergency Room before her court hearing with narcotics seeking behavior, and cancelling court appointment out of the fear she will be held responsible for her own actions. Clearly, you can observe Candidate Taryn Thoman antagonizing and harassing Ms. Howell as she campaigned against her neighbor. Howell is in front of her own home, Thoman obviously states for the record that she needs a "safety net" as she intentionally walks toward her neighbor. She accuses Christine Howell of "following her" as she deliberately accosts her. Thoman states Howell is on a private road. Thoman and Howell are in front of Howell's home at 10 Mountain Ash Road, a main road. Thoman used parts of these videos in court as her defense. Thoman clearly lies and perjures herself by suggesting Howell is stalking her and threatening her. Howell was campaigning against her. The road is a public way.



Barack, I'm sure you with your Harvard Law Degree, you don't like to be compared to Taryn Thoman, an Ohio State drop-out. Unfortunately, between you and Caroline Kennedy, you utter um, um, 'ya know, more times in one sentence than this useless piece of trailer trash, outta Columbus. With your performance at the White House and your inablility to manage money, it won't be long before the Obamas and the Wilcoxes are homeless! Get with the program, you fool!

The Celebrated Duffy Clinic. What a Success Story!


Here is a slideshow of clients under the care of the tax-funded Duffy Clinic. The Duffy Clinic claims to provide competent services to indigent and impoverished clients. The organization provided services to a number of narcotics offenders and convicted felons, denying that patients were a risk to surrounding communities. As you can see from the slideshows presented previously, obstreperous, intoxicated clients are situated in proximity to a number of schools, daycare centers, and playground areas for children. The clinic was funded by Housing Assistance Corporation and original licensure for the clinic was granted from the Deparment of Public Health to HAC.

The organization fired a number of clinicians after convicted felons involved in publicized rapes and homicides were discovered as clients of the shelter and clinic. The organization denied any serious convicted felons or sex offenders were associated with the NOAH Shelter Complex. After the rape and murder of Jonathan Wessner of Falmouth, the sex offender registry was publicized and offenders were screened out of the local homeless shelter. The organization planned a number of lavish extravagant expansion projects. This included the $11.5 million dollar Dana's Field Project in Sandwich. The proposed project included two half-million dollar tax funded homes for executives on site. Felons and unrecovered homeless addicts would be screened out of the project.

Rick Presbrey of Housing Assistance Corporation and Livia Davis of the Dana's Field's Advisory Board promised the residents and members of the Sandwich Family Association that they would return problematic clients to an expanded shelter in Hyannis. A number of public officials and law enforcement agents accepted campaign contributions from these organizations, including Senator Robert O'Leary, and District Attorney Michael O'Keefe. After correspondence and materials were delivered to public officials and Mr. Christopher H. Worthington, Esq., father of the victim in the Worthington Homicide of Truro, an arrest warrant was issued and I was confined to a hospital until I agreed to stop forwarding evidence of corruption to interested parties.

Local law enforcement has yet to extend their gratitude for my efforts.

Welcome back from your short but needed vacation! I’m glad I had a chance to speak with you on Friday, and I’m very grateful for all of the advice and support you have provided gratis over the past few years. I have been doing some research into the “Housing First” Model and Ten Year Plan to End Homelessness. I can see that your philosophy of providing case management and outreach services has been effective in keeping people housed. For a while it seemed like almost every effort was futile and we saw a tremendous number of tragedies and fatalities. There are so many people who are now doing much better because of your efforts.

I’m glad you remained loyal to Tom and Rick Brigham through the most difficult of times. I can see that their efforts have been instrumental in redirecting funding and services to the population most in need. I really like the work Suzanne Norman is doing with expressive arts and music. If you don’t mind, I mentioned these efforts in correspondence that I have forwarded to Councilor Janice Barton and Commissioner Bill Doherty.

Rehabilitation through the Duffy Clinic. Your Tax Payer Dollar Hard at Work!


Review the correspondence forwarded to public officials in an effort to improve the standard for services for homeless individuals. Most of my ideas and suggestions were absorbed by clinicians and practioners working with indigent clientele. The human services continue to work in a network with Chief Paul MacDonald of the Barnstable Police Department. MacDonald has been known to play "both sides of the fence" assuming that the "grass is greener on the other side".

"Grass", colloquialism for "cannabis" is now the least problem of those entrusted with care and services to this population. Unfortunately, narcotics on the streets are much more potent and plentiful; the ultimate root of the problem resulting in proliferation of negligent services has never been appreciated. Public officials have never assumed responsibility for accepting campaign contributions, professional advancement, and bribes from the executives of the industry that compounded malfeasance.

The problem of violent crime plaguing the area has yet to be fully addressed. Violent crime including homicide among the population emerged with marked morbidity over fifteen years of mismangements. A number of high profile homicides are also related to unrehabilitated clientele at the NOAH Shelter. There has been no resolution on the matter, and no justice for victims.

Dear Councilor Barton,

I understand that the Assembly of Delegates is prepared to award $155,000 in county funds to human services on Wednesday, May 2nd. Although there has been an increased lobbying effort by local advocates, the monies and funds available should be dispersed not only where there is “greatest need”, but also to the organizations demonstrating the greatest efficacy in provision of crucial services. Your direction and assistance provided to The Barnstable Human Service Committee has clearly been successful despite funding setbacks and controversy associated with homeless services. Undoubtedly, many, including those most in need are looking to you for leadership. All are grateful for your continued commitment and support. There is a collective appreciation from both clients and the human service workers who care for them. May you continue to be instrumental in the improvement of the quality of services.

The case has clearly been made that there was indeed misdirection in the funding for programs and services through support of amorphic and unnecessary expansion projects. There were a number of tragedies and fatalities that occurred while organizations entrusted with care of compromised and vulnerable clients pursued their own interests rather than the interests of clients and community at large. During your tenure as liaison to the Barnstable Human Service Needs Committee, much of the problem has been resolved and there is now a redirection and organized effort to the individuals most in need.

I view the disbursement of these funds by the Assembly of Delegates as an opportunity to recognize the outstanding work being provided to populations that have often been ignored, discredited and invalidated by those who were at times entrusted with their care. I have found some of the finest work being provided by Arlene Crosby and Claire Goyer through the case management and outreach effort to individuals most in need. I often speak with Arlene in regard to my thoughts on homeless services and I was impressed that Ms. Crosby studied and completed certification in provision of services to the client compromised by chronic substance abuse. Her track record in demonstrating sensitive and effective care and treatment to chronic and highly compromised clients has helped many acquire and remain in housing for longer stretches of time. The effort has improved the quality of life for people once thought to be hopeless.

In addition, Ms. Crosby reports that there has been a marked improvement in the collaboration and cooperation with law enforcement. There has long been controversy over the practice of makeshift camping. Rick Brigham of Housing Assistance Corporation assisted with the cleanup of the makeshift camps in 2002. He was criticized and condemned by advocates at the Salvation Army for his support and maligned for his editorial “My View” in the Cape Cod Times. In this article, Rick Brigham clearly describes the squalor associated with the camps and identifies the need for services. The shelter has been supporting a “Housing First” Model and providing intense assessment, outreach and case management services through “Operation In From the Streets”.

As you know, there was debate and a vote on where to award a donation made to “Operation in from the Cold” from the Cape Cod Board of Realtors. Your colleague Councilor James Crocker of Osterville was instrumental in granting these funds. The monies were entrusted to Housing Assistance Corporation/Duffy Clinic to defray the expense of the effort. The efforts now being made by the current clinicians are more practical, successful, and effective in providing services to those once thought to be hopeless.

Lastly, Suzanne Norman, Shelter Director, has been able to generate art and music programs emphasizing the importance of self-expression. The effort appears to be not only therapeutic but also acknowledgement of the many hidden talents of a vulnerable but special population. I hope there will be recognition and financial support for these positive and necessary efforts.

Once again, thank you for your time and effort. I do speak for many when I express gratitude and appreciation for your outstanding leadership.

Cape Cod Population fell in "'04"? Go figure! This article was printed in the Cape Cod Times in the same edition reporting the arrest of Christopher McCowen, convicted in the rape and homicide of Christa Worthington of Truro. McCowen was well known to the shelter premises, adjacent crack houses, and their patrons.

The Cape Cod Commission reports 60% of Cape Codders site safety from violent crime their #1 reason to live on the Cape. Rate of foreclosure continues on the Cape, and in 09, the Cape lost another resident. This one absconded with a preponderance of evidence establishing corruption of municipal officials.

Hi Chief MacDonald!

Officer Michael Puntonio (and I apologize because I keep getting confused with pronunciation and referring to him as Officer Punktonio) was on bike patrol on Main Street today with a partner at noon. I was mentioning that David Brown (Davio) of 75 Pearl Street was on a bender again. It will probably be days before the BPD is called to remove another body from this house. As you know, it's next to Cape Cod Child Development. I'm pretty sure it was officer Puntatonio who suggested that I get a camera and take photographs of the coroner removing the body of Frank Atwood from the premises last Friday. For a couple of seconds, I thought he was being sarcastic, but I think I was just feeling a little paranoid because of the stress of witnessing gruesom events in Barnstable. I guess some of these memories are simply a facet of imagination or delusion, but photographing the items for website use seems to generate the peer support to separate fact from fiction.

The photographs will be available soon on www.welcometobarnstable.com. I am also working on an alternate website www.welcometocapecod.com. Right now, I just have a few emails on the site, but I'm planning on posting some of the difficulty I have had in relation to Taryn Thoman and the blogosphere. Hopefully, this will resolve any issues with the First Amendment and other websites and bloggers. I think Officer Officer Owen Needham did the right thing by limiting my access to the KMART. I'm sure the blosphere just has a few issues with "appropriate" free speech. I just ordered a new battery for my digital video movie recorder. Maybe that will help me produce footage for the Internet and encourage me to keep pace with techonology.

Lastly, two of the officers, Patrolman Edward Cronin and one other (Officer Smith?) pulled my car over on Barnstable Road claiming I crossed the yellow line at approximately 11:15 PM on Wednesday.They had viewed some of the pictures I took as Frankie Atwood was being removed by the coroner and thought it was meant as a "threat to them". As it turns out, there is no Officer Smith. I think Officer Cronin may have become confused after all that stress. I would like to speak to some other members of law enforcement in other divisions about this, but I don't have the name of the officer that pulled me over.

I have forwarded emails and return emails to and from the XXXXXX family. Somehow I get the feeling Taryn Thoman is using items or information she has heard through the grapevine from Councilor Greg Milne or J. Drew Segadelli, Esq. and is placing items of which she knows very little on her website www.barnstable411.com . I was forwarding some materials to Detective Delaney when Officer Needham ordered me "trespassed" from the KMART.

I am leaving the area, as my landlord has notified me that he doesn't wish to renew my lease at 75 Pearl Street.

It's Not that Barnstable Town Hall Officials are Virgins to Corruption...


In February of 2009, a Town of Barnstable Building Inspector pleaded guilty in Barnstable Superior Court after collector coins and stolen jewelry were discovered in his home. Assistant Inspector John LeBoeuf and his wife maintained a contentious relationship, taking out mutual restraining orders in the Barnstable District Court. Mrs. LeBoeuf filed a complaint with the Barnstable Police Department alleging that her husband had stolen items from a number of homes and businesses inspected by her husband. A search warrant was issued, and the missing items were recovered. LeBoeuf was involved a number of notorious robberies with a local cat burgler, George Upton.


BARNSTABLE — Former Barnstable town building inspector John LeBoeuf pleaded guilty in Barnstable Superior Court yesterday to possessing a large collection of foreign coins stolen from an Eastham man nearly five years ago. The coins, worth an estimated $12,000, have been linked to a series of 2004 burglaries orchestrated by notorious crime ringleader George Upton, 56, of Hyannis, police have said.

LeBoeuf, 48, of Hyannis, also admitted to possessing jewelry stolen from Eden Hand Arts in Dennis, known for originating the "Cape Cod" bangle bracelet with screwball clasp. He was sentenced to 2½ years in the Barnstable County Correctional Facility, but ordered to serve only 30 days of that sentence, followed by two years of probation. Judge Gary Nickerson entered the sentence on the recommendation of both Assistant District Attorney Bryan Shea and LeBoeuf's attorney, Peter Lloyd. In May, police received information that LeBoeuf had possession of the stolen goods in his Hyannis home, Shea told the court.



Barnstable Police recovered stolen coins worth $12,000 after executing a search warrant on the premises of the Hyannis home of John "Sticky Fingers" LeBoeuf.

Taryn Thoman is suspected of insurance fraud after delaring items stolen from her novelty shop, Taryn's Mirror, on Main Street. Local law enforcement responded to three calls to her store. Every burglary appeared to be an "inside job". No fingerprints were found on the outside of the window, no footprints were discovered, and no other signs of a break-in. Thoman claimed this was impossible. On the third report of a robbery, the police engaged in a full investigation. The missing items were discovered in her purse and in her car.

Your Taxpayer Dollar Hard at Work!

The following letter was forwarded to the office of Senator Edward Kennedy after concern over public safety for his grandniece and grandchildren playing in the Hyannis area became public. Many have expressed concern for a number of innocent and vulnerable children have been jeopardized by malfeasance and mismanagement of funds provided by the taxpaying public to the human services. A slide show is presented below of clients living in the wooded areas in tents, attended to by human service providers. Senator Ted Kennedy did offer to meet with me. Apparently, the meeting was intended to be a little more casual than I expected, and I declined the invitation.

Dear Senator Kennedy,

You may be aware of substantial problems created by a breach in public safety in the Town of Barnstable. Although democratic town officials claim to maintain child-friendly policies in government, demonstrated practices indicate a serious compromise to the health welfare and safety of children.

We are sympathetic to the current condition of your health. Many have refrained from asking for your help with these issues out of deference. Obviously, I am relying on your staff to resolve these problems expeditiously. Your summer home in Hyannis Port is considered part of a locality referred to as “Brockton by the Sea” by the Barnstable Police Department. Narcotics use is rampant on Sea Street and there is a propensity for violence in the area. I am aware of the near abduction of your niece, Soirse Kennedy Hill last summer. Unfortunately, the problems related to public safety are compounded by a human service organization operating at a negligent standard within walking distance of two schools and a daycare center. The local shelter, sober house and adjacent crack houses that are proliferating in downtown Hyannis have been the subject of great concern for residents of Cape Cod.

A number of local elected officials are aware of the abysmal standard for public safety in the area. Unfortunately, instead of resolving these problems, they exacerbated conditions by ignoring the concerns of good citizens and in some cases, began to harass and intimidate the concerned parents. Barnstable recently received recognition winning an award as an “All-America City”. Patrick Princi, a former constituency writer hired by your office was also employed by the NOAH Shelter and is well aware of problems created by the substandard operation of Housing Assistance Corporation. His father, Michael Princi, Esq. of Wynn and Wynn, PC represented Housing Assistance Corporation of the Dana’s Field Project in Sandwich. The organization lobbied for funding for expansion that would have greatly jeopardized the residents of Barnstable. Materials were delivered to Senator Robert O’Leary’s Office in 2003. Rick Presbrey referred to me as irresponsible for suggesting that convicted felons including Level III Sex Offenders were associated with the local shelter. It was later determined that a number of high-profile homicides were committed by convicted felons harbored by Housing Assistance Corporation.

Please review the previous postings on this website. The safety of children has unfortunately been endangered by the actions of the sitting Barnstable Town Council President Janet Swain Joakim. Although President Janet Joakim claimed to serve as a committed advocate for children, her actions toward specific children have endangered the lives of small children in a neighborhood of an adjacent village. President Joakim has begun to slander adversaries over the Internet. Representative Demetrius Atsalis, Senator Robert O’Leary and Ruth Weil, Esq. of the Office of the Town Attorney have been apprised. Materials indicating of the involvement of the Joakim and Atsalis families in impropriety have been forwarded to your office via certified mail. I have been referred to as “The Town Extortionist” by Barnstable Town Council Vice President Frederick Chirigotis for insisting on a higher standard for public safety. My expectations were modest and quite simple. Any threat to any child or group of children in any community is threat to all children. I am asking you to use the appropriate degree of influence to remove Barnstable Town Council President Janet Swain Joakim from office.
