Dear Mr. Burt,

After careful consideration of your proposal to sponsor a sanctioned public campsite for compromised individuals, it has become obvious that you are clearly “out of touch” with the needs of the homeless population. I am responding to your statements to the town council presented in The Barnstable Patriot.

Many, if not most, of the homeless community suffer from substantial narcotics and alcohol addiction that requires intervention, outreach and case management services. The unfortunate and untimely death of Andrew Rusnak should indicate the importance of intensive case management. The original model of the “Pilot House” was to reassure clients, service providers and political leaders in Barnstable that no homeless person was beyond rehabilitation.

Four years ago, when then Town Council President Gary Brown and Business Improvement District Representative Cynthia Cole procured funding for The Pilot House, you made a promise and agreement to all parties that the most tenacious of clients would be able to recover. The original design was to provide a permanent home where clients with narcotics and alcohol addiction would receive services in a “homelike” environment supporting drug and alcohol rehabilitation. You will recall that Outreach Worker, Martha McKeon instituted intensive AA and NA Twelve Step Programs on site with individual treatment and group activities such as “cooking” and “arts and crafts” to support wellness.

Unfortunately, you declined to heed the admonitions of clients who had difficulty with Judy Best and you insisted that she and Cheryl Bartlett were best capable of providing services at Pilot. Clients loyal to Martha McKeon were convinced that her compassion and concern for them would create conflict with Judy’s pattern and style. You had rallied a successful effort to secure funding for the new “Outreach Worker” position and recommended Martha McKeon for the job. Cynthia Cole was instrumental in generating funds for this innovative endeavor. Many of the homeless community were disappointed in your decision to insist Judy Best, RN; FNP was the best person for the new position at Pilot House and continued to remain camped out in outer lying communities.

As the homeless population suspected, the Pilot House then became a “mill” for “rehabilitation” cranking out statistics instead of improving the quality of life for a limited number of “hopeless” clients displaced from the “makeshift camps”. Please refer to the statistics presented by Cheryl Bartlett and Judy Best at subcommittee meetings. The majority of Judy and Cheryl’s success stories landed at 72 North Street/Kendrick’s intoxicated and claiming that they are “banned” from Pilot House.

Records of events that transpired at 75 North Street are now in the possession of a number of attorneys. I am forwarding a copy of the initial correspondence between myself and Gerald Barros, the Probation Officer supervising my neighbors at 72 North Street. You will recall that you supervised Glenda locally in conjunction with Mr. Barros. You cut off all contact with me after you noticed increased attention to Kendrick’s by local law enforcement. You told me that you had to protect your “self-interest”. You reminded me that you were indeed a “probation officer” associated with the courts and you hoped I would understand.

I have enclosed a photograph of narcotics offenders freebasing in my backyard. As you know one of the individuals is indeed a Level III Sex Offender. I have enclosed the obituary of the woman freebasing. Her name is Barbie Zibutis and she was a patient at the Duffy Clinic and attended the “Overnights of Hospitality” that you asked me to supervise. I have also enclosed the records of The Barnstable Licensing Authority that indicate that gunshots were indeed fired at Kendrick’s Bar. As you know, both you and Judy Best disputed that The Kendrick’s Building was indeed a crack house and human services providers and local law enforcement have referred to me as delusional. Your colleague, Gerry Barros encouraged me to “get out of that house as soon as possible.” He was concerned when I told him I had tremendous faith in the Barnstable Police Department. He continued to argue with me that local law enforcement could not keep me safe and insinuated that the status of events in Barnstable indicated that law enforcement could indeed be part of the problem.

Evidently, Andrew Rusnak also known of as “Country” hailing from Colorado was not as “capable” of protecting his “self interest” as you are. Certainly, Andrew had a right to be a person and not a statistic while receiving treatment at Pilot. Town Councilor Gary Brown lobbied in good faith with a hope and a prayer and gambled that you would indeed follow through on your promises of rehabilitation. Unfortunately, despite your empty promises, clients such as “Country” continue to fail at rehabilitation and are lost in the system.

According to those who knew him well, Andrew Rusnak was recently granted $1800 in back disability funds and used the funds to support not only an exacerbation of his own alcoholism and possibly narcotics addiction, but supported a number of older seasoned alcoholics also unable to protect their “self-interest” as well as you do. My understanding is that he drowned at Fawcett’s Pond. He was found with no money on him. His “friends” were so intoxicated that they forgot him when they were confronted and told to vacate by police. There have been so many tragic deaths that it is easy to become confused with each man’s individual story. In fact Andrew Rusnak is starting to look a lot like Mike Desmond and Georgie Anderson.

It seems like every time there is a tragedy resulting from mismanagement of clients, resources and funds to the homeless, you jump on a bandwagon screaming and crying for more funding. You continue to point a critical finger at funding sources such as Cynthia Cole/BID and Town Councilor Gary Brown. Mrs. Cole and Councilor Brown have often continued to attempt to procure resources despite your criticism and continued inability to demonstrate efficacy in services.

Lastly, you were correct about the needless expense provided to the Barnstable Fire Department for a Thermal Imaging Unit. My understanding is that the expensive thermal imaging unit was indeed unnecessary when Gary Nickerson’s life went up in flames.

Dear Chief Finnegan,

Yesterday afternoon I left notice with your secretary that I was forwarding documents to offended parties in regard to The NOAH Shelter. As you are aware, Mr. Rick Presbrey of Housing Assistance Corporation has stated publicly that I am irresponsible for suggesting that there is a concentration of sex offenders and the NOAH Shelter and that you are willing to state emphatically that this is not true.

Please review the materials provided. A uniformed police officer has stated that Paul Nolin has been traced to the shelter. A number of habitual clients remember Paul Nolin and others have identified him from a series of pictures that I presented. I have included a request made to my bank for a transaction photo of the check paid to Mr. Leon Quick by The Duffy Clinic for services.

It appears that public safety is becoming a priority for parents and children on downtown Main Street.

Images of a camp site behind the armory. Housing Assistance Corporation, 501C non-profit managed by Rick Presbrey was placed in charge of seven homeless people in 1984. The organization went on to develop a homeless empire, expanding negligent and substandard services at taxpayer expense. Convicted felons, sex offenders and narcotics addicts sent to the Cape Cod area were placed in proximity to a daycare center, an elementary school and a daycare center. All within walking distance! Of course! The organization denied harboring such offenders, continuing to develop an 11.5 million dollar farm project in Sandwich.





So Taryn, Did you put your health, welfare, safety and reputation on the line for the children of Barnstable? Nope! And you wouldn't. You had a reputation for being a coward, and that's it!

I am preparing to retain counsel and initiate a RICO Claim against the Town of Barnstable for the actions of the Barnstable Police Department. An attorney has claimed I collected sufficient evidence that significant corruption has compromised public safety and injured me as a result of your negligence.

Would you consider firing The Chief of Police now?

Dear Councilor Barton,

I understand that the Assembly of Delegates is prepared to award $155,000 in county funds to human services on Wednesday, May 2nd. Although there has been an increased lobbying effort by local advocates, the monies and funds available should be dispersed not only where there is “greatest need”, but also to the organizations demonstrating the greatest efficacy in provision of crucial services. Your direction and assistance provided to The Barnstable Human Service Committee has clearly been successful despite funding setbacks and controversy associated with homeless services. Undoubtedly, many, including those most in need are looking to you for leadership. All are grateful for your continued commitment and support. There is a collective appreciation from both clients and the human service workers who care for them. May you continue to be instrumental in the improvement of the quality of services.

The case has clearly been made that there was indeed misdirection in the funding for programs and services through support of amorphic and unnecessary expansion projects. There were a number of tragedies and fatalities that occurred while organizations entrusted with care of compromised and vulnerable clients pursued their own interests rather than the interests of clients and community at large. During your tenure as liaison to the Barnstable Human Service Needs Committee, much of the problem has been resolved and there is now a redirection and organized effort to the individuals most in need.

I view the disbursement of these funds by the Assembly of Delegates as an opportunity to recognize the outstanding work being provided to populations that have often been ignored, discredited and invalidated by those who were at times entrusted with their care. I have found some of the finest work being provided by Arlene Crosby and Claire Goyer through the case management and outreach effort to individuals most in need. I often speak with Arlene in regard to my thoughts on homeless services and I was impressed that Ms. Crosby studied and completed certification in provision of services to the client compromised by chronic substance abuse. Her track record in demonstrating sensitive and effective care and treatment to chronic and highly compromised clients has helped many acquire and remain in housing for longer stretches of time. The effort has improved the quality of life for people once thought to be hopeless.

In addition, Ms. Crosby reports that there has been a marked improvement in the collaboration and cooperation with law enforcement. There has long been controversy over the practice of makeshift camping. Rick Brigham of Housing Assistance Corporation assisted with the cleanup of the makeshift camps in 2002. He was criticized and condemned by advocates at the Salvation Army for his support and maligned for his editorial “My View” in the Cape Cod Times. In this article, Rick Brigham clearly describes the squalor associated with the camps and identifies the need for services. The shelter has been supporting a “Housing First” Model and providing intense assessment, outreach and case management services through “Operation In From the Streets”.

As you know, there was debate and a vote on where to award a donation made to “Operation in from the Cold” from the Cape Cod Board of Realtors. Your colleague Councilor James Crocker of Osterville was instrumental in granting these funds. The monies were entrusted to Housing Assistance Corporation/Duffy Clinic to defray the expense of the effort. The efforts now being made by the current clinicians are more practical, successful, and effective in providing services to those once thought to be hopeless.

Lastly, Suzanne Norman, Shelter Director, has been able to generate art and music programs emphasizing the importance of self-expression. The effort appears to be not only therapeutic but also acknowledgement of the many hidden talents of a vulnerable but special population. I hope there will be recognition and financial support for these positive and necessary efforts.

Once again, thank you for your time and effort. I do speak for many when I express gratitude and appreciation for your outstanding leadership.

Dear Mr. Brown,

Correspondence regarding research on Housing Assistance Corporation has been forwarded to Ms. Nancy Paccia and Julie Donahue. Although much of the information I provided for you was dismissed, attorneys representing the families of “rehabilitated clients” have expressed an interest in reviewing the documents I have provided. Philip Tracy is representing the interests of Julie Donahue, the mother of Jonathan Wessner. As you are aware, Paul Nolin was traced to the Salvation Army/NOAH grounds. He was recently arrested for the well-publicized murder of her son.

Mr. Leon Quick, a recidivist pedophile was a client employee of The Duffy Clinic and set up to work at The Days Inn by the employment specialist after he left NOAH. I have enclosed a photograph on the sign in front of The Days Inn that states, “Kids stay for free”. Leon Quick in “Ways News” accosted Ms. Paccia’s daughter. Mr. Quick frightened the child by stroking her hair and face, complimenting her on her complexion and putting his face next to hers in a peculiar fashion. He has been seen leering at women and children on Main Street and High School Road.

Mr. Lou Gonzaga recently informed me that members of the town council consider the quality of my document compromised by the quality of my emotional “illness”. I appreciate Ms. Canedy’s assertion that I am “distressed”. This is certainly true. I am forwarding my amended document and research to Mr. Atsalis. I understand he prepared an investigation into the NOAH Shelter with his assistant Michael Karath in 2001. Mr. Roger Sherman, the catalyst behind the initiative was also declared insane by The Duffy Clinic. It appears Mr. Sherman’s intuition about problems at NOAH and its political ties may have been well founded. My research substantiates his claims. I am aware that Alan Burt has referred to me as “schizophrenic” to The Town Council. This was also confided to me per Mr. Gonzaga. I have been diagnosed with everything from “PMS” to “SAD” by a renowned team of psychiatrists at New England Medical Center. Schizophrenia is indeed the only major mental illness that has been ruled out.

Because of the stigma associated with Manic-Depression, I recorded most of my experiences at NOAH with photographs, audio recordings, filmed recordings of public meetings, and careful documentation. I saved as many official documents from NOAH and associated agencies as possible. One of these documents is the check drawn on the Duffy Clinic that reimbursed Mr. Quick for his services at Duffy. As you are aware, he has used his remuneration to imbibe in alcohol abuse and then leer at, and accost children on Main Street. This includes stalking children at The Sturgis Charter School with a set of binoculars from his apartment window.

I am once again unsure of the quality of rehabilitation at Housing Assistance Corporation’s NOAH Shelter and associated Duffy Clinic.

Dear Mr. Smith,

I had an opportunity to review your statement posted on the Internet in regard to your commitment to protecting the interests of the general public. Last week I met a woman named Nancy Paccia in Ways News whose daughter was accosted in a convenience store by Leon Quick. As you are aware, Mr. Quick has a history of committing lewd and lascivious acts with minors. Ms. Paccia was telling the clerk at the newsstand and two other patrons that Leon was released again and that she had seen him with binoculars staring at young girls that attended the Sturgis Charter School. She also stated that the judge told her that Mr. Quick was mainly an alcoholic and that this was not a crime.

While she agreed with this premise she did not understand why her daughter and others should have to live at risk. She was not aware that Leon Quick was formerly a resident of The NOAH Shelter. Suzanne Norman, Shelter Director, told me when I confronted her about Leon’s arrest that she had no recollection of Leon living at the shelter and would not discuss the incident. Her words verbatim included “I don’t know anything.” As you are aware, Mr. Presbrey states that I am “irresponsible” for suggesting that there is a preponderance of sexual predators at NOAH and suggested that Chief Finnegan of The Barnstable Police Department will verify this.

I agreed to forward a large portion of materials to Mrs. Paccia in regard to ongoing problems at NOAH. I have also forwarded these materials to Jonathan Wessners family in Falmouth. I am currently making copies of the tape where Mr. Presbrey refers to me as “irresponsible”. He did not respond to my suggestion that child molesters, pyromaniacs and other dangerous criminals are homeless when released from incarceration.

Lastly, I have forwarded a section of these materials to Judge Reardon for consideration by the Mental Health Task Force. My personal thoughts indicate that while alcoholism may not be a crime, it lowers the threshold for maladaptive behavior. Child molestation falls within the realm of sociopathy and not mental illness. Nevertheless, I thought this worthy of consideration by the Mental Health Task Force, as I know even when dealing with the worst of offenders, Judge Reardon favors “freedom of expression”.

Dear Mr. Hooper,

I have forwarded the questionnaire for Section 8 Re-certification. I spoke to your office previously in regard to the form. It was sent to the Kendrick’s Bar and not forwarded to the apartments in the rear until well after the due date had passed. My income has been temporarily suspended since March and I have an attorney working on reinstating my benefits until an agreed payment plan can be reached in regard to an accumulated overpayment. I am also seeking to secure employment in a limited capacity.

I was recently hospitalized related to the difficulties at my building in reference to continued narcotics trafficking and use. My illness is worsening because of the surrounding neighbors and their consistent crack cocaine use. I want to thank you again for attempting to assist me secure a modification in the payment schedule. I realize I could continue to fight for a safer apartment, but I haven’t the emotional energy or psychological strength to negotiate with HUD after what I have been through. I was completely incapacitated the weeks following the denial of the override resulting in marked suicidality and hospital admission.

I am seeking assistance with FEMA funds to pay back rent that I could not afford during my temporary SSDI suspension. Could you calculate for me what I owe based on the Social Security letters I have enclosed. I will be securing counsel presently to hold HUD accountable for maintaining seriously disabled individuals in a known crack house. It is truly a shame that HUD did not respond more favorably to a necessary and reasonable request. I hope you realize how grateful I am in your assisting me and that I know that you are clearly not at fault in regard to what has happened to me.

I have enclosed all correspondence for my file in regard to impending litigation against HUD.

Below is blog notation from two alternate blog sites that supported the Charter Commission, Recall of Joakim, and any and all attempts to improve municipal government through the promotion of complete anarchy.

Notation on www.barnstable411.com and www.capecodliving.blogspot.com indicate that Citizen's for Open Government has, in the vernacular, "gone off the reservation".

Review once again, a number of liens and documents that indicate the pure reasons for Thoman's constant litigation and attempts to secure a municipal political job. She has no credibility, no money, only three years of an education from a second rate school, and no licensure to practice as a "high falutin nurse". Envy has never been an issue for Taryn. Sure. She would, as usual, in her own infamous words, "never admit it". Having attractive neighbors must now be cause to commit a felony break-in. Thoman was caught suggesting a robbery into the home of the former Barnstable Town Council President, Janet Joakim. Apparently supporting Thoman's right to disobey laws has become a political imperative. Paranoia will help define her new political platform. She is currently driving in circles around her precinct trying to determine which political paranoiac is too sarcastic for her liking. Tyranny has been elevated to a new level by a lunatic like Thoman. Now, is the is the time for leadership and we need accountability now more than ever. Consider Thoman credible. Really. Thoman has embarked on a new campaign to elect leaders that will prevent "punk-ass TJ" from making the ladies of Barnstable "smirk".

Lastly, the lovely graphic of Cape Cod Living is rightfully posted along with Taryn Thoman's "Stalker Graphic". The quality of Internet Communication among these Clown Candidates appears to be the reason why Beautiful Cape Cod is truly being treated like a cheap carnival.

Taryn Thoman found NOT Guilty
It wasn't that long ago that David Stiletto splashed these headlines across cover of his supermarket tabloid:

To set the record straight, Taryn Thoman was found NOT GUILT of trumpeted up criminal harassment charges on Friday.

According to Thoman's blog (www.barnstable411.com), accusers Ronald and Christine Howell encountered credibility problems in Barnstable District Court. Their frequent posts to the blog of former Town Council President Janet Joakim (www.sevenvillagesblog.com) undermined their claims. Psycho-blogger Mary Clements (www.welcometobarnstable.blogspot.com) haunted the proceedings at the Barnstable Court House. She hoped to be called as a witness and was apparently tossed from the building for "tampering."

From what I've been able to glean from the comments from various blogs, this trial was the biggest freak show that Barnstable has ever witnessed.

I'm told that the Barnstable police department sought to avoid this embarrassment of justice. But, State Representative Demetrius Atsalis allegedly intervened on behalf of his cousin by marriage, Janet Joakim. A hurried grand jury was convened at his request. Fellow blogger, Gary Lopez (www.capecog.com) attended the grand jury proceedings and characterized them as a "kangaroo court." Charges were filed on the eve of Janet Joakim's recall.

Tabloid editor David Stiletto, a classmate of Atsalis at Barnstable High School, publicized the charges at the most inopportune time - days before the recall vote. He characterized Thoman as "the driving force behind the recall effort of Town Council President Joakim" and published a damaging list of accusations and innuendo to undermine Thoman's credibility.

It was an ugly moment in Barnstable politics.

Now that Thoman has been vindicated, I think it is time for Stiletto to set the record straight.

A public apology to Ms. Thoman is appropriate and long over due.

I have three. They are threatening to employ "vigilante justice" on me because they do not feel they have gotten their pound of flesh yet.

My husband was punched in the face by one of these stalkers. A judge acknowledged seeing it on video.

My child has been in counseling for three years after being assaulted by the same guy who threw the punch. My child's anxiety was diagnosed as "due to ongoing harassment by neighbors". He was verbally assaulted by a 36 year old male when he was just four years old. We sued this filthy animal and his equally repulsive wife in Superior Court. After some wrangling in the criminal courts, they begged us to drop the civil suit and promised to back off. We showed mercy on these black souls and offered to dismiss the suit. Stipulation of Dismissal papers were returned to our lawyer the very same day.

Documents from the records division of the Barnstable Police show that the neighborhood was peaceful after the suit was dropped from July to October of 2007.

Once I began aggressively running for a seat on the charter commission, Janet Joakim encouraged the neighbors to revisit the issues that were resolved months earlier, and eagerly poured gasoline on a fire that was barely still smoldering. Joakim, who was the President of the town council at the time, found it appropriate to post such statements as "Thoman's kid is a kid of convenience", and other derogatory and libelous statements about my six year old son.

The attacks on and obsession with my child by Joakim and the stalkers is alarming. Even the manner in which he was conceived is a big topic of interest. There is no shame in fertility treatments, but the fact is that mother nature kicked in on her own on the old sod of my ancestors. The story of his conception is not anyone's business, but it so happens that at least a hundred people know that he was born nine months to the day my husband and I attended a wedding at a Castle in Ireland where we consumed lots of fine whiskey and Guinness Stout, compliments of the father of the bride.

The story is infamous with the hundred friends and relatives who flew on a chartered plane to the wedding, but I will not share it here for the stalkers to feed on. Suffice it to say it was a joyful time in my life. I send a thank you note to the couple every year on their anniversary. I think this year I will also send a card to the father of the bride, who paid for the inspirational potion.

The neighbors have now appointed a certifiably mentally ill woman to lead their endless campaign of intimidation and harassment of me and my family. This blog will remain idle while I attempt to educate authorities about the reality of the escalating hostilities from the stalkers.

To anyone considering running for or applying to be appointed to a board, committee or the town council in the Town of Barnstable, I have some advice for you: CYA. (Cover Your Ass!)

Memorialize any threat, no matter how harmless it may seem, you receive. Call the police or respond in writing if you know who made the threat. If it was a town leader, address the matter in front of the town council so you will have a record both on video and in the minutes of the meeting. My thorough documentation of alarming and harassing events of the past four years effectively discredited liars sworn to tell the truth.

If you stand for change of any significance in matters of town government, chances are extremely high that you will be threatened. If you don't back off, your life will be turned into a living nightmare by despicable creatures who suck the life out of everything they touch.

Look at the archives of Janet Joakim's disgraceful blog from October and November of 2007 and see what our "town leaders" do to people who do not march in lock step with their agendas. Joakim's blogging was just one part of a big picture of hatred and harassment that goes on every day in local politics. I have been advised by relatives who have several years of experience with national politics that this small town stuff is the worst kind.

It was never my intention to be politically active. Like many activists, I only became involved when my own life was affected by harmful events that were not handled appropriately by authorities. Janice Barton went into hiding rather than address a hate crime that had accepted protocol in place for response because publicity of a hate crime might tarnish the image of the All America City image the town leaders were attempting to create at the time. Barton is a coward and an airhead. Just about anyone with a pulse should be able to beat her if she chooses to run for re-election this year, if they can stomach the realities of being a councilor here in tiny town.

After my very public resignation from the bogus NPFH committee, several members also abandoned the committee, and the accepted protocol and sub-committee for response to hate crimes evaporated.

For twenty years I was blissfully unaware of how things are done in Barnstable. I've had to deal with the loss of a belief system. With few exceptions, people do not just pick up the phone and address matters head on. They simply re-write history as quickly as possible, sweep the dirt under the rug, and shoot the messenger in the face. Cowardice and apathy are rewarded, while creative thinking and any challenge to the status quo squad is punished.

For the record, I am grateful that I came close, but did not get elected to the charter commission. I would have attended every meeting with the word MAYOR written on my forehead, and would never have caved into pressure from the majority. I ran strictly for the purpose of getting a mayoral charter on the ballot, and nothing I saw of the charter meetings would have changed my mind. The whole experience would have been an 18 month long migrane for me. Why Greg Milne ran away from the word MAYOR is beyond my understanding. Since when does that guy care about being outnumbered?

All of that is behind me now. My family has been through hell, and we are grateful to know that we are loved and supported by so many good people in our lives. There are more good people than bad who live in our town, and I am proud to call so many good people my friends.

It's Taryn, The Compiler Show!

Consider the number of letters and materials Taryn Thoman has forwarded to the Barnstable Police Department in reference to her neighbors, Ron and Christine Howell. Clearly, Thoman was less than successful as a business woman for 21 years in the Hyannis Main Street Community. In 2007, Thoman went out of business trying to sell cheap and fake jewelry at high prices at a novelty shop appropriately named, Taryn's Mirror. Thoman attempted to bully and harass her neighbors and their children for financial gain subsequent to the loss of said business. Posts previously on this website indicate that Thoman dropped non-meritorious litigation after being offered a chance to campaign for charter commission in 2007. Eric "Bugsy" Schwaab promoted her candidacy without having any research into her qualifications. Thoman had very little understanding of municipal government and attempted to make a splash on the local scene by offering to push a mayoral system of government on the Town of Barnstable.

No doubt, Barnstable may be looking for accountability in leadership and a system that serves the people. Thoman, however, was overpowered by her self-serving tendencies. Thoman had made a number of allegations that her store was robbed and made fraudulent insurance claims. Unfortunately, Thoman was caught with the items she claimed were "stolen" in her car and in her handbag. Unlucky in love and marriage because of her "not so altruistic" corpuscles, Thoman began to bully neighborhood children, and parents claiming that her child was sexually assaulted. It was recently discovered that Thoman neglected to pay $25,000 in sales tax. Several liens and an attachment was taken out on her "dream home" at 22 Mountain Ash Road.



Thoman set up video surveillance at her home to intimidate these families, attempting to catch them abusing their children. Thoman made a number false claims, proceeding to antagonize and instigate these neighbors. Thoman claimed that she had extensive documentation of Mrs. Howell's continued abuse and Ron Howell's deliberate brutalization of his children. Much of the time, Ms. Thoman missed the action on Mountain Ash as she sits in front her computer expecting her intoxicated husband to provide care and nurturance to Aidan while she pursues a political career.

Thoman claimed that the Barnstable Police brought her distressed child, Aidan Wilcox a dog for Christmas. She claimed that she donated $50 to The Policemen's Athletic League for them to drop by on Christmas with Rosie in a squad car. She asked (told) Officer Mark Delaney to explain to her son, Aidan, that Rosie couldn't fit on Santa's Sleigh. Taryn was making specious claims about child abuse, neglect, and sexual assault for attention and litigation. Officer Mark Delaney was often summoned to this neighborhood for an ongoing neighborhood dispute. Thoman's husband, Dennis Wilcox, claimed that he and his wife Taryn argued about the purchase of the dog. Thoman already had one large animal, in addition to her often intoxicated husband. Thoman paid several thousand dollars for the second hound against his wishes.

Rosie and Bandit, two large, untrained, and poorly disciplined dogs often get loose and scare the neighborhood children of Mountain Ash Road. Thoman also insisted that a recall organizer bandage her hand after the Bandit tore a two and one-half inch gouge in her palm. Thoman stated she had to take some heavy painkillers and was glassy eyed with track marks on her arm. Thoman instructed her seven year old son Aidan to assist with First Aid. Wilcox also claims that he and his wife argue constantly about the necessity and the expense of purchasing more videocameras. Wilcox once suggested that he believes his wife may be paranoid.

Crazy pants is also gunning for your blog. So what? She is gunning for my child, my husband, his job, my dogs, and my quality of life every single day. All you have to do is press a delete button. Looks like it is you who might want to get a life, wimpy.

My life was seriously messed with when my husband and I were stupid enough to care about little kids being neglected and sexually molested. I was equally foolish to think that this town gives a rat's ass about hate crimes. In spite of it all, I have a great marriage, a child who is a constant source of joy, and friends and family who support me because they have known me for decades.
Lawyers and cops get sued all the time. It goes with the territory.

It is not my intention to hurt you or Gary over this mess, but I am not taking any more crap from anyone. Clearly you can see that Taryn Anne Thoman of Marstons Mills accuses and alleges nearly everyone she meets with being obsessed with her and her babymaking capacities.



Thoman clearly sets up yet another harassing blog, www.barnstable411.com claiming that all bloggers are jealous of her and out to stop her career advancement. In reality, Thoman is a no-talent, and the community is trying to stop her from ruining the lives of a number of neighborhood children. She's right about one thing, stupid is forever!

This blog is only a few days old, but has already averaged two hundred hits a day. I am not sure how this happened since Eric Schwaab is the only person who has promoted it.

TypePad has a lot of cool features, but it will take me awhile to take advantage of them as I am largely self taught. One feature I noticed right away is a spam filter. I just reviewed several comments that were not posted due to suspected spam content. Please consider the documents enclosed including notation on Internet blog sites indicating that your current client has breached privilege in the matter of Criminal Harassment charged against me involving the Barnstable Police Department. You may recall that you represented me at my last court appearance for the disposition of the case. I was found not guilty of these charges.

I suggested to Ms. Thoman that she retain your counsel in regard to the matter of criminal harassment when she was charged last November. I did not intend for Ms. Thoman to harass me in return for the courtesy of suggesting that that she hire you as an attorney, nor do I intend to take responsibility for the actions of Thoman. Not only is Ms. Thoman indicating that I am responsible for her actions, she indicates that you have breached privilege and spoken to her about me and the case that was resolved against me in February of 2007.

Detective Mark Delaney has spoken to me in regard to information and materials that I may have in my possession in regard to Ms. Thoman and the case brought against her in the District Court. I believe you have a substantial conflict of interest in this matter.

President Janet Joakim's political career was breathed new life after Taryn Thoman botched the effort by threatening an assistant recall organizer. Thoman complained often and publicly that Joakim lied with impunity, maintained an intimidating personality and had a vindictive streak. This narrative is not to dispute the image of Joakim, but formulated to demonstrate that Thoman was clearly the worse political item emerging on the municipal scene in decades.

Mary, I just saw your new post with the photo from the day of the recall election. I was their while you were taking pictures that day. Do you remember while you were taking photos that Chief MacDonald arrived and spoke to Janet? Well here is the 411 on what that was about and yes it involves Taryn. In the weeks before the day of the recall a large number of Janet's campaign signs disappeared and she was upset about it. Taryn had a large number of white signs with read letters that red "Vote Yes on The Recall", all around precinct 6. Not long after she put those signs up she went around and added little extenders to the top and bottom of her "Vote Yes" signs. These extenders were red "Recall Joakim" bumpers stickers that were stuck on what appeared to be foam core board and then attached to the larger signs. Shortly before you arrived at the recall election polling place that afternoon an interesting discovery was made. Myself and a couple of other people took a couple of minutes to stand up a number of signs, both for and against the recall, that had been blown over by the wind. One of the signs that I picked up was one of the "Vote Yes" signs. One of the red bumper stickers had peeled away from it's piece of foam core board revealing that it was a piece of one of Janet's missing signs. After showing my discovery to Janet all of the remainder of the "Vote Yes" sign extenders were examined and all had been made using pieces of Janet's signs. Janet called town hall to report the discovery about the signs. Whoever she spoke with notified the Chief and that is why he was at the polling place that afternoon. Not only had Taryn stolen Janet's signs but she cut them up to use has part of her own signs. This was not only discovered at the polling place that day but several people had "Vote Yes" signs placed on their property by Taryn without permission. These signs had the extenders on them as well also made from cut up pieces of Janet signs and a few Demetrius Atsalis signs. Just thought you would enjoy thisTJ

Dear Mr. Still,

There are significant developments and complications in regard to the current recall effort designed to remove President Janet Swain Joakim from office. You may be aware that a number of attorneys with interests in public safety are examining the convolutions of human services with law enforcement. I have been advised that the information forwarded to multiple parties has proved to be credible. In addition, I have been asked to remain in Barnstable in regard to an ongoing matter.

Parties with interests in public safety are utilizing conventional means to record impropriety in Barnstable. This includes monitoring all communication including Internet and telephone. Unfortunately, recall initiator assistant Taryn Thoman has engaged in gross illegality that included suggestions of “breaking into Joakim’s home and removing her computer system. Thoman was attempting to confirm the identity of the author of www.barnstablebeatblog.com. Ms. Thoman stated that this would be east to do as Joakim does not have the “surveillance cameras” that she does. She suggested that it would be easy to break hire a couple of thugs to break in through a window of Joakim’s home at 206 Donegal Circle. This exchange was recorded. Ms. Thoman abruptly terminated this telephone conversation when I became extremely upset. I emailed her later that day and printed a copy of the correspondence. Thoman emailed me in return and I saved her written response. Taryn Thoman replied that she hoped the conversation was recorded so that “they will stop attacking” her family”. I am sure that you now understand the urgency by which I was trying to establish the identity of TJ. Taryn Thoman suggested that you confirmed that you graduated from Barnstable High School with “TJ” and that he was about your age. Thoman has contacted the school library and has asked to see the photographs of your graduating class. She states that you are forty-one years of age and graduated in 1985. She also suggested that I go in to the school and research this matter. She stated that she would make arrangements.

I noted that Thoman was leaving my name to postings one day from a public computer terminal that she suggested we should use to protect anonymity. I discovered that she registered several sites to my name. She was harassing Janet Joakim and Christine Howell. She insisted on setting my domain name for www.barnstablesafetynetwork.com and retained all of my passwords and security information, and credit card numbers handy. She insisted on obtaining my social security number and stated that she needed it to confirm it to set up my website. Much of the start of my website was done from the Centerville Library. Taryn accompanied me to this library after the memorial for Peter Doiron held on April 5th at the adjacent church. Thoman insisted that her life was in danger and her blogging efforts were to protect her health, welfare and safety as she attempted the recall of President Janet Swain Joakim. She also suggested that my health, welfare and safety were also endangered because of the “hostilities created” by President Joakim.

Ms. Thoman set up my email accounts and retained the passwords. She insisted on asking me each time I changed my password to confide what the new password was so she could work on my site. She was reading my email and posting onto the site with passwords and information she retained in her possession. Last Sunday night, I noticed that the passwords kept changing on my email site. Thoman was reading the email and changing the passwords with the data provided when she set up the account. My sister logged onto my blog and discovered that the blog and moved to a “registered only” viewer site. She changed the information on my email account so that I cannot access my email. Thoman had previously floated disturbing and obscene graphics onto my site and stated that I should post them. She claimed Seth Rolbein of the Cape Cod Voice emailed them to her and that they were being floated around as a joke. Thoman suggested that Rolbein stole her satire ideas for the graphic of Michael O’Keefe used on the cover of his magazine, after the outstanding job she had done on the Osama Bin Laden graphic. As you know, Taryn was one of the bloggers featured in a past issue of the Voice. I contacted the Cybercrimes Unit of the Attorney General’s Office and reported the offensive graphics to Trooper Corey Daelhstadt. I also forwarded them to Chief Paul MacDonald and gave Daelhstadt the contact number for Ruth Weil’s Office.

Arlene Crosby of the Duffy Clinic reviewed the graphics with me and expressed how disturbing they were to her. My younger sister viewed them and stated that Thoman must be sick. She transferred them to my family’s desktop so they could be forwarded to my family’s attorney. President Janet Joakim was forewarned that disturbing graphics were being floated around the Internet. Thoman suggested that I use this to gain support for Joakim’s inability to negotiate and her reneging on her promise to meet and discuss the topics maturely. Much of the scurrilous libel of me was precipitated by Joakim.

Ms. Taryn Thoman had me collect the majority of the signatures for both “Open Meeting” and the Recall effort. At times, she was extremely aggressive and did shove the clipboard in the face of an elderly lady, left, and went to the car. The elderly woman’s daughter had “power of attorney” and happened to call while Thoman and I were at the door. The elderly woman forgot about the clipboard while she was talking to her daughter. She finally signed after stating she was blind. I suggested to Thoman that we remove this signature. She refused.

Ms. Thoman was shaking and intimidated by you at one point, stating that you had accused her of harassing Joakim. I assumed as much fault and blame as possible, as Thoman kept claiming her child was being harmed by these events. I recall writing to you and claiming responsibility for Joakim’s actions.
I told Trooper Daehlstadt of the Attorney General’s Office that I would not turn on Thoman as she is obviously a distressed mother. I reviewed the comments posted on www.sevenvillagesblog.com last February and saved President Joakim’s site on removable hardware before she was told to sanitize it. I saved and printed my own website and have made multiple copies of the site.

Taryn Thoman completely collapsed my website on Monday morning without my permission or knowledge. I have contacted the Cybercrimes Unit of the Attorney General’s Office and the Federal Bureau of Investigation in relation to my concerns regarding Thoman.

Taryn Thoman, 49, of Marstons Mills, is scheduled to be arraigned Nov. 4 at Barnstable First District Court on two charges of criminal harassment against her next-door neighbors, Ronald and Christine Howell.

The charges detailed in the complaint indicated that the harassment occurred “over a period of time between May 2006 and August 2008.”

Attempts to reach Thoman were not successful by press time.

Thoman is the driving force behind the recall effort of Town Council President Joakim, which some say can trace its origins to the neighborhood conflict that spurred the harassment charges. There is no indication in court records that Joakim is involved in the harassment case.

The arraignment had been scheduled for today (Oct. 24) but was rescheduled at the request of Thoman’s attorney, J. Drew Segadelli of Falmouth, because of schedule conflicts.

It is the second time the Barnstable Police Department has brought similar charges against Thoman for involvement with the same neighbors.

The prior complaint for criminal harassment, along with complaints brought directly by the neighbors against Thoman and by Thoman against the neighbors, were part of district court proceedings from 2006 through July 2007. In July 2007, a judge entered “nolle pros” for all of the charges, meaning they would not be prosecuted, “in the interest of justice.”

When Thoman became a candidate for the Barnstable Charter Commission in fall 2007, Christine Howell began posting statements about her experiences with her neighbor to multiple Web sites focusing on the Town of Barnstable, including one operated by Joakim.

It was after these postings on Joakim’s site, sevenvillagesblog.com, that Thoman became active in criticizing Joakim.

Thoman’s attorney characterized the case as a "Hatfield/McCoy neighborhood dispute" with "underpinnings to some political motives.”

"It's frivolous," Segadelli said in a phone interview Oct. 23. "I look forward to going to court and trying it."

The court file for these new charges is scant on details regarding the May 5, 2008 incident that prompted them. It does contain the hand-written notes of Clerk Magistrate Robert Powers, who allowed the BPD’s complaint to be presented in court.

At the Aug. 28 hearing Thoman indicated that her attorney could not be present because of obligations in other courts. According to the magistrate’s hand-written notes, Thoman’s attorney returned a message during the hearing in his office, where he said he was that entire afternoon. The notes also stated that Segadelli had not been retained by Thoman for the hearing.

During the magistrate’s hearing, Thoman called Gary Lopez, operator of the capecog.com blog site, as a witness. According to the magistrate’s notes, “He also didn’t have much to add other than his belief that Ms. Thoman was responsible for putting a video of Ms. Howell on U-Tube (sic).”

Powers also noted that he had a conversation with Thoman during the hearing regarding “immediate medical issues” Thoman claimed in a motion before the hearing.

In a Sept. 3 magistrate’s report, Powers questioned some of the assertions made by Thoman leading into and during the prior hearing.

“It would appear that the ‘immediate’ medical attention that the deft. said she required in her 8/27/08 motion apparently only needed attention at the time of the 8/28/08 hearing,” Powers wrote. “There appears to be some question as to what [the defendant] is attempting to perpetrate on this court.”

Separate charges from a separate incident were brought against Thoman’s husband, Dennis Wilcox. He was arraigned Sept. 4 on assault and battery charges stemming from a May 22 incident with Christine Howell. He pleaded not guilty and a pretrial conference was held last month.

In a phone interview Thursday (Oct. 23), Christine Howell said that she’s just looking to put an end to the situation.

“It’s been a pattern of behavior for three years… and really it affects the entire neighborhood,” Howell said.

This month, Thoman filed papers with the Barnstable Town Clerk’s office forming the “Recall Election of Precinct 6 Councilor Joakim” committee, with herself as president and treasurer. Wilcox is listed as another officer.

He knew enough to Rebuff the advance of Taryn Thoman and Thoman subsequently alienated Schwaab's wife, Ella. Since Taryn made a pitch for him, Taryn and Ella still don't speak.

Senator, I don't know if you remember me from Georgetown University, but I'm the Griffin Granddaughter on the Healy Steps that refused to shake your hand when you decided to run for President in 1979. I was disgusted at your behavior. As you know, some of your family members attended Georgetown University. Close friends of mine had family members that benefited from your cover-up at Chappaquidick. I don't know if you remember this, but Mary Jo Kopechne drowned after your boozing party. You may remember a conspiracy that was even worse that was planned in 1990. I don't know if you are aware of this, but my grandfather wasn't to happy about being blackmailed. You may be aware of my cousin, Lauren Griffin, Esq., who attended College of the Holy Cross and University of Maine's School of Law. Larry Griffin, her father, was blackmailing Eddie Griffin. My inheritance was spent deveeloping the weapons of mass destruction. I'm sure it was difficult for Senator George Mitchell of the State of Maine to be forced to step down over this incident. As you are aware, Lauren was the Chief of Staff to George Mitchell. She's his granddaughter.

Dear Senator Kennedy

Homeless people in Hyannis and greater Barnstable County applaud the relief effort and two million dollars in funding negotiated via Phil Mangano and extend their sincerest gratitude. We are particularly thankful considering the current financial and socio-economic instability we all face in uncertain times. Unfortunately, the generosity of the people of Barnstable was exploited by a number of human service agencies operating at a negligent standard. As you are aware, I have forwarded extensive materials to public officials including Senator Robert O’Leary, Representative Demetrius Atsalis, District Attorney Michael O’Keefe and President Janet Swain Joakim in regard to the compromise of safety of children in Hyannis and Greater Barnstable. I have spoken many times before The Barnstable Town Council in regard to improvement of the standard for safety for all, especially children. Please note the compromise to safety of children living in the Marstons Mills Village of Barnstable. I have enclosed the court documentation and correspondence forwarded to the town attorney’s office in regard to the actions of sitting town council President Janet Swain Joakim.

President Joakim provoked and antagonized a tenuous situation involving families and children in a neighborhood of an adjacent precinct. Janet Joakim engaged in malicious and malevolent “blogging wars” by posting libelous materials on her personal website. Much of the postings and comments inflicted substantial emotional distress on many residents of Barnstable. Victims of President Janet Swain Joakim’s reckless behavior remain greatly concerned of the impact of this behavior on children. Not only did President Joakim endanger the health, welfare, and safety of innocent children by maligning adversaries via the Internet, President Joakim advertises her website from the town council bench. Joakim directed me to be forcibly removed from the town council podium for ardent criticism of outrageous behavior and impropriety. Please consider the enclosed computer disc with vitriolic and malicious notation posted and a video produced from town meetings.

Demetrius Atsalis and Janet Joakim leaned on local law enforcement to charge the individuals that she intentionally provoked. The charge was deliberately timed to coincide with a special recall election as provided by the town charter to remove Janet Joakim from office. Please note the photographs provided of Chief Paul MacDonald assisting Janet Joakim as she campaigned to keep her council seat.

Lastly, I have included a number of photographs of conditions in downtown Hyannis in campsites. Some of these photographs have been taken in front of the Kennedy Museum and behind the National Armory where your brother John first announced his intent to run for President. President Janet Swain Joakim is not only a municipal leader; she is also your sitting town council president. President Joakim ignored the conditions of this substandard and negligent agency. Complaints regarding the compromise in safety to all members of the community were brought before the town council on a number of occasions. The policies of President Joakim continue to jeopardize the health, welfare and safety of children in the Town of Barnstable. I am asking for your assistance to insure the immediate removal and dismissal of President Janet Swain Joakim from elected office. Her actions are not consistent with the spirit of the Democratic Party and the principles that you have fought for and in which we all believe.
