Dear Special Agent Lewis,

Please consider the enclosed correspondence to US Attorney Loucks. You once suggested that I “do the greatest good for the greatest number” in regard to materials that I collected in reference to Christopher McCowen. As you are aware, McCowen was a patron of one of the crack houses where I resided in Hyannis. You are also aware that I lived in three narcotics infested buildings in Barnstable while I researched negligent services of Housing Assistance Corporation. The homeless population has been decimated by substandard services and public safety of the surrounding community has been compromised. Unfortunately, public safety has also been jeopardized by mismanagement of the Barnstable Police Department under the tenure of both former Chief John Finnegan and current Chief Paul MacDonald. I have been told that I am a material witness to illegality and impropriety in Barnstable.

I have asked for your assistance in this matter. You may recall that I confided items regarding Mrs. XXXX XXXXXXX, Detective Valerie Hemmila, Patrolman Sean Roycroft and Detective Mark Delaney to you in the past. The narcotics trafficking and associated violence in Hyannis is exacerbated by law enforcement ignoring materials that confirm corruption.
