Another intoxicated party was indentified at the corner of Pearl Street and South Street, in Hyannis. This emergency call was made in early May of 2009. Taryn Thoman is responsible for removing a blogsite that was dedicated to improving conditions for all constituents and residents of Hyannis in 2008. Although the website was intended to improve the quality of conditions for youth and children, resolution on the homeless issue was paramount.

Unfortunately, Taryn Thoman began to show signs of narcotics addiction late in the recall effort of President Janet Swain Joakim. Thoman threatened and attempted to intimadate a recall organizer, resulting in the immediate departure of the driving force behind the recall effort.

Thoman continues to suggest that the homeless cause is integral to the political platform of municipal candidates. Taryn also "believes" she has connections at The Barnstable Police Department and Barnstable Housing Authority. It is true that Joe Chilli, and Tom Lynch signed charter commission paperwork for Thoman. Unfortunately, Taryn Thoman was hardly capable of managing her responsibilities as a mother, her obligations as a homeowner and taxpayer.

Thank you for your patience in regard to the eviction proceeding brought against me by my landlords, Tom Noonan and Dan Levesque. As you know I was involved in the effort to recall President Janet Swain Joakim from office last November. You may be aware that there were a number of scurrilous comments placed about me on the Internet by President Joakim and related parties. I saved these items for review by attorneys and law enforcement agents that investigate the convolution of political matters and associated agencies.

A number of compromised tenants were removed from 75Pearl Street after it was determined that residents were at risk of being taped by Taryn Thoman of Marstons Mills for political purposes. Taryn Thoman’s intent to videotape Pam Parisi to extort Councilor James Munafo out of office was reported to Arlene Crosby of The Duffy Clinic, the Barnstable Police Department and ultimately to the Barnstable Housing Authority and Parisi was immediately relocated to Cromwell Court.

Judge Riley commented this morning that he believed that I was “running one of his colleagues, Judge H. Gregory Williams, into the ground” by suggesting that the judge presiding in this matter misunderstood an item pertaining to a security deposit in this matter.

Clearly, there are a number of political commentators that have many kind things to say about your rulings in regard to the matter before the courts last week. Please consider the documentation enclosed that mentions your name in reference to Internet communications and connections to you and the case brought before the Barnstable District Court. Clearly, Mrs. Taryn Thoman of Marstons Mills holds you in high regard.

As it turned out, Taryn Anne Thoman of Marstons Mills had no concept of right from wrong whatsoever. Thoman demonstrates no concern whatsoever for the health, welfare, and safety of anybody, not even her own child. How Typical of the "Pro-Choice" contingent! The mantra for the National Organization for Women has become "Me First", and their bible is their new sequel sequel "My Body, Myself"!

Thoman has attempted to drag a number of innocent children and others into a Machiavellian game of "survival of the fittest". No doubt this Ohio State drop-out and sham of a woman expects deference to her own filthy tactics. I am attempting to secure the audiotape of the court hearings involving Thoman and her antics for presentation on this website. Clearly, not a well woman!

Still Paying Homage...?

For eight years, I lived in the Town of Barnstable researching a number of items that compromised the health, welfare, and safety of children. I devoted all of my personal time, effort and money to improving conditions of all of Barnstable's residents, including the homeless. The majority of the problems centered around problems known to Housing Assistance Corporation and suborganizations established and operated by this negligent agency. Substantial correspondence was forwarded to a number of public officials, law enforcement agents and political figures.

Unfortunately, items that compromised a number of high level government figures impeded any type of legitimate investigation into the operations of this negligent organization. In my possession are a number of tapes and documents that confirm a government conspiracy that involved the Bush Administration, Former Senate Majority Leader, George Mitchell, Senator Edward M. Kennedy, and Senator John Kerry. Global corruption is not imaginary. You heard it here first!

To date, a number of local political figures have continue to use the classified information to advance their own political agendas, deny due process, and stymie any effort into an investigation of the organization that exploited criminal offenders and ultimately jeopardized the health, welfare and safety of all of the citizens of Barnstable.

Barnstable, you have been less than grateful!

Once Again, Taryn Thoman Insists on a Tribute for All You Have Done, Teddy!

Feelings of emotional pain and anguish have overcome the quiet village of HyannisPort. The Kennedy gawkers, Eric Schwaab, Taryn Thoman, Janet Joakim, Roy Richardson, Rick Presbrey and the remainder of this ilk have joined hands in unison to pretend they are up close and personal with the Kennedy clan. Obviously, Taryn Thoman was separated from Karla Faye Tucker, at birth!

Expecting deference upon his final passing, Thoman is willing to overlook a number of outrageous actions and conspiracies that were indeed covered up by Teddy. Taryn Thoman, in her infinite state of ignorance, still expects me to be deferential to her hero. Thoman is unaware that Ted Kennedy was aware of a plot to sell weapons to terrorists in 1990, and expects compassion and kindness extended to the corrupt. This is merely a reflection of Taryn's own chaotic psyche.

As usual, Taryn doesn't know what she's talking about, and I would make my opinions known anywhere on the planet. You wouldn't have one to stand on if it weren't for the sacrifices I made. Teddy and Caroline hardly told the truth. For the record, neither did the Bush Administration. I left the Catholic Church and have since left them, too, out of a substantial will. Contrary to what Taryn Thoman and her ilk would like to believe, there is no forgiveness for corruption that offends God in this manner.

Nevertheless, only the likes of Thoman can possibly believe there is forgiveness for corruption of this magnitude. Good luck on Judgement Day, Taryn! If you believe in luck on Judgement Day. Clearly, I don't!

JFK Hyannis Museum offers free admission for the next two days

Museum is open to the public to allow people to pay their respects to Senator Kennedy

For the next two days, admission to the JFK Hyannis Museum will be free. The museum will be open to the public to allow people the opportunity to pay their respects to the Kennedy Family. The Museum issued the following statment on the Senator's death:

“Over the last 17 years those of us at the John F. Kennedy Hyannis Museum have had the great privilege of getting to know Senator Kennedy, who was an ardent supporter of our museum.

Senator Kennedy supported the John F. Kennedy Hyannis Museum from the very beginning and was a frequent visitor. His help and belief in the museum contributed greatly to the success it is today.

All of us at the John F. Kennedy Hyannis Museum express our deep sadness on the passing of Senator Edward M. Kennedy. Our hearts go out to Mrs. Kennedy, the Senator’s children and all members of the Kennedy family.

We will miss him greatly. He was much more than our esteemed Senator; he was our neighbor and friend.”

According to The Times, while official denials of the happy event are strenuous, locals are insisting that the wedding will bring together a mix of celebrities and power brokers -- including the Obama, Clinton and Kennedy families -- in a major gathering of the Democratic Party establishment.

Then there was a chance that Mr. Hotshot Obama might not swing with superstar, Tiger Woods...


EDGARTOWN - Now don’t breathe a word of this. Because nobody’s supposed to know. But word here on the Vineyard is that the Secret Service has scoped out the oh-so-exclusive Vineyard Golf Club to prepare for a possible golf outing between President Obama and golf great Tiger Woods!

Now, THAT is a photo op for the ages.

Needless to say, no one is talking. But the buzz on the links is that Woods - who is coming off an upset loss to Y.E. Yang in the PGA Championship - will hop over to the island for a round of golf with the Duffer-In-Chief sometime next week during the prez’s summer hols.

The presidential golf outing would fit rather nicely into Tiger’s schedule, as the World’s Greatest Golfer is expected to tee off in the Deutsche Bank Championship at TPC Norton on Sept. 4.

Sen. Edward Kennedy, the indefatigable liberal icon whose 47 years in the Senate were often overshadowed by his twin roles as keeper and casualty of the Camelot myth, died late Tuesday night after a long battle with brain cancer.

He was 77, and passed away at the famed Kennedy family compound in Hyannis Port, Mass.



The populace is now asking themselves...did we elect a socialist? The health care bill, Kennedy's final legacy is a disaster, Obama's poll numbers are plummeting, and yes we elected worse than a socialist, we elected a terrorist. Good-by and good riddance, Ted, and take the Osama bin Biden Administration with you!

All Aboard the Train to Hell! It's the Barnstable Transportation Center!

From 2001-2004, overflow of unrecovered homeless clients of Housing Assistance Corporation's NOAH Shelter routinely camped in abandoned trains at the Hyannis Transportation Center. Shelter staff occasionally sent the Outreach Team to monitor intoxicated, pregnant teens living in these abandoned trains insisting that one would not place a "value judgement" on young, impressionable youth living on the streets. Homeless outreach workers have been dismissed after failing to provide adequate services to this population. Martha MacKeon was abruptly fired after impropriety and influence peddling was first observed in 2003.

The executives continued to promote lavish and extravagant expansion projects at taxpayer expense. Cynthia Cole was summoned to urge Chief Finnegan to remove intoxicated homeless teens from the trains. Finnegan spent five months of the year in Florida. The Town of Barnstable had to pay him $315,000 severance to leave under the tenure of President Janet Swain Joakim.

Dear Ms. Cole,

There are a number of photographs enclosed demonstrating conditions at or around the transportation center. As you know there has been an increased effort to provide funding and support services to Housing Assistance Corporation and Community Action Committee of Cape Cod and Islands. Despite the increased support of community leaders such as you, the homeless population continues to present a public health and safety hazard.

I have enclosed some documents that I have previously forwarded to attorneys and public officials involved with NOAH and the Dana’s Field Project. I might add that Alan Burt suggested that clients refuse to cooperate with local authorities and law enforcement during the dismantling of the makeshift camps and specifically in regard to the “trains”. He became perturbed at Susan Durham for speaking candidly and demonstrating concern for teenagers living in the trains. He criticized me at a client advocacy meeting for demonstrating concern for pregnant teenagers intoxicated and using narcotics in said trains. He implied that we were not very bright for speaking openly about camp areas in front of public officials and insinuated that “Roy” meaning Councilor Royden Richardson believed that we should resist the police action and refuse to cooperate with local authorities.

Please note that the camps appear to be reemerging despite the valiant efforts of the Barnstable Human Service Needs Committee. I have enclosed a newsletter established by an eloquent and well-educated former client. His experiences confirm difficulties documented by previous clients. It appears to be the general consensus among clients that the efforts of substandard shelter and clinic are indeed futile. It seems that the mission of NOAH is to insure reimbursement to service providers rather than to insure services to needy clients. Pleas review the tax forms and architectural plans designed for the 11.5 million dollar farm project to which the majority of NOAH clients are ineligible.

I have included photographs featuring clients described and documented previously. For instance, rapist Perry Bell is the narcotics addict freebasing in the backyard of 72 North Street. This particular crack house is located directly behind the Puritan’s Building. The Hyannis Transportation Center is responsible for the trains where homeless squatters have staked their ground. Unfortunately, Billy Bishop and Tim Griffin have been seen at the front of the transportation center intoxicated. Although Mr. Bishop has been known to make some rather suggestive comments, he is basically harmless even when intoxicated. This is not always true of Mr. Griffin. As I proceeded up to the main building to buy my ticket, unfortunately Jose Correira was lurking in front of the station. He has been described in previous documents and has a criminal history of child rape. His stalking, leering and criminal history was reported to the attendant.

Leon Quick not only worked as a handy man for NOAH/Duffy before he molested a child from the Sturgis Charter School, but has since been spotted and photographed leering at women in front of The Hooter’s Restaurant. He has sufficient time on his hands after he was fired from The Day’s Inn where “Kid’s Stay for Free”. The NOAH Employment Specialist and Rehabilitation Team placed him there. As you are well aware Mr. Rick Presbrey has referred to me publicly as irresponsible for suggesting that there is a concentration of criminal offenders at NOAH.

I have enclosed a series that several clients are working on titled “The Crack Houses of Hyannis”. The crack house to which I was banished after drinking soda that I donated is across from Maggie’s Ice Cream and adjacent to the children’s amusement rides on Main Street. I must state that I was warned and disciplined that I should be forced to attend “anger management” for speaking with law enforcement in regard to my experience in this drug den.

Lastly, I have also enclosed photographs of the physical plant at NOAH describing the proximity of the clinic to the room in the sober house where two decomposing dead bodies were consecutively found.

Homeless in Hyannis? Show me the Money!

Consider Question One proposed on the ballot in the November of 2008 in regard to a decrease in the State Personal Income Tax. Voters in Towns and Cities across Massachusetts were given and opportunity to reduce taxes by reducing the State Personal Income Tax to 2.65% initially, and eventually complete removal the state income tax. Human Services were up in arms over the proposed cuts, suggesting that the initiative was reckless and dangerous. One of the Human Services lobbying vociferously against the cuts was Baybridge Clubhouse.

Baybridge is a clubhouse for psychiatric patients under the auspices of the May Institute. The facility provides a fun atmosphere for a number of unrehabilitated clients of the NOAH Center. President Janet Joakim and Councilor Janice Barton alerted a number of mentally ill clients that Open Meeting of the Voters would "increase taxes and put their clubhouse out of business". A number of them were bused to the Open Meeting venue at Barnstable High School to protest the proposed split tax debate.

Baybridge has a number of clients that have serious criminal records. Lisa Wheldon was a client of the clubhouse, and was responsible for the murder of her husband Ricky Wheldon in 1993. Her father, a wealthy restauranteur had connections at the courthouse and the Barnstable Town Hall was able to use influence to divert Lisa into a long term psychiatric facility, and bury the death certificate of her husband. Wheldon was stabbed in the night after a drug induced argument, stepped out into a snow bank, and was found two days later. The incident was covered up, and Wheldon was sentenced to spend the rest of her life at Taunton State Hospital. Lisa Wheldon has since been released, and was charged with check kiting in 2004.

David Gorman, a former neighbor at 75 Pearl Street, is also a client. He is responsible for providing me with the photograph posted below. Gorman has a criminal record for possession of firearms and threatening neighbors. The former director of the clubhouse, Heather Lowe, was dismissed after Michael O'Keefe began to cover-up impropriety associated with an allegation of influence peddling subsequent to the Worthington homicide.

David Gorman, Pam Parisi, David Brown, and other neighbors of this building were questioned by executives at the Baybridge Clubhouse, Barnstable Housing Authority, and Department of Mental Health in regard to my activities after reports of criminal behavior escalated and municipal political careers were challenged. In September of 2004, Barnstable Town Manager John Klimm suggested that I would "not be allowed to live" in the Town of Barnstable unless I became a member of the clubhouse. Employed, and researching Housing Assistance Corporation, I threatened to consult an attorney. Klimm was upset about having to fire a number of town employees after the Mildred's Chowder House fiasco. Some have referred to Manager Klimm as "politically paranoid". What do you think?

There is not double that the problems created by a negligent and substandard human service industry have become a substantial problem, not only for elected officials entrusted with the development of policy and the allocation of resources. Homeless individuals are often exploited and are considered to have no credibility. Many clients are compromised due to mismanagement of public funds.

Please continue to monitor www.welcometobarnstable.com . It is unfortunate that public officials and law enforcement agents have been unable to understand the convolution of factors that have caused this issue by now. I am grateful for the efforts of some members of the Barnstable Police Department to resolve these matters, in particular, Sergeant Sean Sweeney.

Baybridge Clubhouse Director Heather Lowe, dancing with a client at a social function. Heather Lowe sat on the Barnstable Human Service Needs Committee with Michael O'Keefe and Royden Richardson. Heather Lowe was abruptly fired and replaced with executives from the May Institute with no notice. Impropriety in regard to influence peddling and a number of homicides were immediately covered-up.

Who's Running Barnstable Law Enforcement? A Witch or a Puppet?

Former President Janet Swain Joakim of Centerville has strongarmed voters and constituents by hiring an incompetent and inept Chief of Police. Lieutenant Paul MacDonald, formerly from her own backyard, was promoted to Chief from inside the Barnstable Police Department. Town Manager John Klimm challenged the rules and stipulations on the Civil Service Protocol. MacDonald immediately moved up the professional and social ladder by buying an expansive home off Lake Wequaquet.

Garnering favors for the police department via her relative, Demetrius Atsalis, Joakim not only leans on the police for favors, but has covered up substantial impropriety. Threats and intimidation have become the hallmark of the Joakim era. Not only has she obstructed justice in the investigation of Housing Assistance Corporation, she promoted a detective that threatened to "rape" a subject under investigation to secure job promotion and stature in the Barnstable Police Department. The items have been saved to tape. Joakim's hand sees no limit to nepotism. The sky is the limit on narcissism.

Janet Joakim commanded the Barnstable Police to remove the subject under investigation and confirmed material witness in an ongoing corruption scandal without due cause. The Office of the Barnstable Town Attorney has offered settlements in regard to two separate incidents involving the Barnstable Police under Joakim's command.

You may want to review the enclosed correspondence and materials enclosed that were forwarded to the Office of the Barnstable Town Attorney this morning. You may be aware that President Janet S. Joakim is threatening to post sensitive materials that may include court documents compromising to member of the Barnstable Police Department including, Valerie Hemmila. Although there is some suggestion that she is considering such and threatening to do so publicly, much of what President Joakim intends to do is being interpreted and reported from people with whom she has confided.

Please consider and discuss what you want to do about this with Ruth Weil, Esq. and President Janet S. Joakim. As you may know there is an ongoing federal investigation into the actions of a number of public officials and under most circumstances, I have been asked to refrain from contact with the local police department for a number of reasons. Once again, Joakim’s actions, as with yours not only constitute impropriety but may also indicate and be evidence of gross illegality.

Hey, who's attacking who folks? Not only were the First Amendment Rights of this speaker denied, Joakim deliberately demands Detective Valerie Hemmila to remove the speaker along with newly elected Chief Paul MacDonald. The incident involving this speaker and Detective Hemmila includes an attempt to "cut off the victim's hair and rape the defendant" to secure a job promotion and professional advancement. The incident is under investigation. Detective David Cameron was immediately demoted, and a settlement was offered to the victim from Bob Smith, Esq. Attorney for the Town of Barnstable at the time and on his tenure.

Janet Joakim and Taryn Thoman. Two Peas in a Pod! Now, Can We Jettison Them Both into Outer Space?

Taryn Thoman of Marstons Mills and President Janet Swain Joakim entered into a political "war of the wits", with little consideration for collateral damages and casualties. Lou Gonzaga of Spring Street recruited me to collect signatures for "Open Meeting of the Voters" in March of 2008. Neither Joakim, nor Thoman, was qualified for the political positions they assumed. Thoman has little understanding of the political process of The Charter Commission, smarting over he defeat by the manipulative and conniving Joakim. Both women used slander and underhanded tactics to remain in power, demonstrating the lowest standard of ethics. Obviously, not smart!

Neither Thoman, nor Joakim understood that running a smear campaign to advance their personal agendas, and not a political platform was imprudent. Despite Taryn Thoman's inablility to manage finances, or control her outrageous behavior, Councilor Greg Milne considered Thoman an asset to the Charter Commission. Citizens for Open Government thought that the position of "mayor" should be advanced without consequence and at all costs. Janet Joakim had a long standing history of calculating and malicious behavior. Thoman was equally as manipulative. Both brought their personal experiences and vindictive personalities into the political arena.

Thank you for your time and effort in regard to my questions in regard to specific provisions of the existing town charter. Your information was quite helpful and I am expressing my gratitude extended by a number of parties asking for clarification on specific points of the charter. As you know, there were detailed questions in regard to the appropriate formulation of a recall effort in regard to Precinct 6 Councilor, President Janet C. Swain Joakim.

As the formulation of this effort is in the inchoate and rudimentary stages, I would appreciate your continued forbearance in regard to this initiative. It will take some time to define specific parameters in such a petition. Although the items of concern are compelling and tenable, the definition of the issues is extensive and complicated. I have sought the advice of an attorney in regard to the effort. Citizens for Open Government is requesting a copy and computerized disc file of voters currently registered to vote in Precinct 6. Please let us know of any and all fees required to provide such data.

Currently, we are asking for further clarification on the point of tenure in regard to President Joakim. There is concern that after the lines of Precinct 6 changed, Joakim may have run for a term that was not within the purview of the existing charter. My understanding is that Joakim’s initial two years as councilor qualified as a term before the constituents of her precinct initiated a successful gerrymander. There are a number of parties wondering if President Janet Joakim intends to pursue another term and campaign for her current position.

Candidates are for the Birds!

Former Barnstable Town Council President Janet Swain Joakim has been less than sensitive to the interests of women, infants, and children. Joakim has been advised on numerous occasions that Housing Assistance Corporation's NOAH Shelter operated at a dangerous standard. The number of violent, convicted felons was remarkable, and public officials were admonished that firearms and narcotics infestation were prevalent on the streets of Hyannis. Rather than accept responsibility, Joakim attempted to cover up impropriety by inappropriate control of law enforcement.

Taryn Thoman, also a past contender for political positions developed a number of harassing videoclips and campaigned with behaviors that were clearly, below the bar. Clearly you can see that arguments over children's interests now plague Barnstable. Neither Joakim, nor Thoman demonstrated genuine sensitivity to the interests of youth. This website has posted a number of items that demonstrate insufficient concern for public safety. Janice Barton continues to campaign as the incumbent in Precinct Ten. The end result of intensive work on human services is John Norman, formerly of the Zoning Board of Appeals challenging her position.

The check posted above was photographed and posted by Taryn Thoman. Thoman's personal finances are equally as poor, and she is hardly solvent. The quality and standard for services in Barnstable remains less than stellar. The mere mention of improvement of police officers and law enforcement agents results in foul postings and comments on a number of websites. Unfortunately, my association with Citizen's for Open Government only resulted in more grief and discontent.

Dear Mr. Clark

Clearly you have responded to the request of the people to consider change to the current town charter. Your efforts to embrace as many constituents, residents and voters as possible are gratefully acknowledged. We appreciate your comprehensive efforts to research and review the needs of this community before discussion and dialogue begins in regard to your findings. Your forbearance and patience has been outstanding. Much discussion among the body politic is controversial and at times contentious. I have enclosed a “letter to the editor” of the Barnstable Patriot that was printed in 2004. The author, Ken Moulton is commenting on the “smell of town hall corruption. Mr. Moulton writes in support of cronyism in town hall government and questions the qualifications and appointment of Paul Niedzwiecki as Assistant Town Manager.

My personal opinion is that Paul Niedzwiecki was eminently qualified and highly capable of serving in the capacity of Assistant Town Manager as he is with the Cape Cod Commission. Furthermore, he had the political acumen to know when to abruptly resign and run for cover when the smell of town hall corruption became a stench. The point has once again been made that nepotism is in play in regard to the current problems with the Zoning Board of Appeals. As you are aware 80% of the current sitting board of Appeals just resigned. Although I am a great proponent of improving child safety here in Barnstable, it appears that the issue of where liquor stores should be zoned was a matter of family proprietary interest and not one of public safety.

The sitting town council president and her colleagues is calling for more citizen involvement and requests that constituents consider sitting on boards and committees. Unfortunately, when critics disagree with the agenda and policies of the status quo, innocent people are deliberately attacked and maliciously maligned over the Internet. This can include attacks on innocent children. One candidate for the charter commission has a child who was referred to as a “kid of convenience” by the sitting town council president.

There is an even number of charter commissioners at this time. My understanding is that you may also be split on dramatic changes to the structure of city government. It is imperative that you unify and consider what is clearly in the interests of this great town. Citizens for Open Government is asking that you strongly consider more accountability, responsibility, and a unified comprehensive approach to government. We suggest that you strongly look toward approval of a charter providing for an elected mayor.

So, Is Barnstable Really Going Down the Toilet?

The Barnstable Town Council and Barnstable Town Manager John Klimm are airing plans to build a $165,700,000 waste water treatment plant serving Centerville and Marstons Mills. Residents and constituents are expressing concern that this proposal includes a potential of $100,000 - $150,000 in sewer plant betterment fees. 320 Stewart's Creek homeowners are expected to endure $30,000 betterment costs to connect to the 50year old Wastewater Pollution Control Facility. The average home in the Centerville area involved are in the $250,000 price range. Calculations show that these homeowners will pay 40%-50% more for these homes in the near future.

Citizens for Open Government directed by Gary Lopez maintains 1100 - 1200 signatures and anticipate delivering completed petitions by 3:30PM, Monday@ The Clerks Office of the Barnstable Town Hall. John Julius is directing the campaign and can be reached at (508)237-2700.

1. Foreclosures in Your Neighborhood

The quickest way to end up underwater is to live in a neighborhood that's plagued by foreclosures.
When one home on your block goes into foreclosure, your home's value drops by 1%.

But that isn't a one-to-one relationship.

If two homes on a block go into foreclosure, your home's value will drop by more than 2%.
As homes go into foreclosure, they create a domino effect, lowering home values throughout a neighborhood in a cascade beyond homeowners' control.

2. Homes Lingering on the Market

When "For Sale" signs linger in a neighborhood for three or more months, that may mean buyers and sellers can't agree on a price.

What Underwater Borrowers Have in Common
Risky Mortgages

Some 77% of option-ARM borrowers and 50% of subprime mortgage borrowers were estimated to be underwater as of the first quarter of 2009, according to the Deutsche Bank report.

With option-ARMs, borrowers could make minimum monthly payments that didn't even cover the loan's interest. As the market declined, these balances grew over time.

With subprime mortgages, borrowers often had poor credit scores and little documentation of their financial situation. In both cases, borrowers often ended up with a large mortgage relative to the house's price.

Date of Purchase

Individuals who bought their home between 2003 and 2008 are at risk of being underwater because they bought while prices were rising.

The risk is greater for those who bought between 2005 and 2006, as the market approached its peak.

Excessive Borrowing

Many individuals borrowed against their home when it appreciated in value during the bubble by taking out a second mortgage or tapping into a home equity line of credit or home equity loan.

This borrowing left their home with less equity to weather the drop in home values.


If 10% of Barnstable is unemployed, another 26% is retired, and 50% of the homes are underwater on their mortgages, how the hell are we going to finance a $1 billion dollar sewer program with municipal liens? With this program, the town will own half the housing stock in Barnstable in five years. Folks will be mailing their keys to the Assessors Office and leaving town.



Homeowners living off Waquaquet Lake include Chief Paul MacDonald, handpicked by Joakim after the dismissal of Chief of Corruption John Finnegan, Judge Joseph A. Reardon, who placed convicted felons including, Christopher McCowen, in treatment for non-violent offenders, Councilor Tom Rugo, and my all time favorite fool, Alan R. Burt. Burt became the self-proclaimed advocate for the homeless after suggesting in 2002 that he would like to build a campaign platform and become a candidate for the Barnstable Town Council.

Hyannis a virtual ghost town, today! Gee, I thought the metropolis would be booming with business after I left this "God forsaken peninsula"! Well, I never...! Especially since I was told I was the problem! Ah...the perversity of selfishness! If I didn't know any better I'd think we elected some sort of terrorist, last fall, or something! ...or did we?

The loss of that Recall Effort had more of an impact on municipal development, national economic scene, and global structure including imminent terrorism than you may realize. So much for "me first" and "me too"! I hear that the CIA has opted to show no mercy. Although you didn't need my help, I was able to retrieve more evidence of reality, today. I've got more documents, tape, and video from my safety deposit box.

As far as small town stuff, anyone figure out why Laura Schufelt was in the Unemployment Office, Faxing materials, and what's up with the look on Tobey's face when I head up North Street for post office to offer help, today, anyway? Hey All-America, local municipal political figures really are rubbing elbows with the political big time! At least they are now! Evil knows no political party, no race, no religion, no ethnicity. In point of fact, it has been determined to encompass all things offensive to God. Lastly, how's the old, liberal bastion of corruption doing these days?

Dear Mr. Burt,

After reviewing your recent letter to the editor of the Barnstable Patriot, I am objecting to your insistence that “a child’s innocence” should be used in your pawn in your negotiation for funding and attention to the homeless cause. It has been my experience that “homeless” has become a euphemism for narcotics addicts, violent offenders, and convicted felons with sex offense histories. Often vulnerable women and men within the shelter system have been the victims of violent predators and are rarely recognized and heard. It has been clearly established that a substantial number of violent offenders including Level III Sex Offenders have been tied to the NOAH Shelter and have left a population of innocent children at risk.

In 2001, a Level III Sex Offender, Archibald Guillian and Anthony Matienzo, the notorious “Highway Shooter” lured a client into the woods with alcohol. They beat Steve Couture beyond recognition and left him for dead behind the Hyannis East Elementary School. Guillian, known by the alias “Tony” had been recently released from incarceration from Cedar Junction for a seven year prison term for Sexual Assault on a Child under the age of fourteen. Matienzo went on to deal narcotics to the Sea Street Area now known and referred to by the Barnstable Police as “Brockton by the Sea”.

Leon Quick, former client and paid handyman at the shelter, lured unsuspecting women into his car and began to collect women’s underclothing and stashed their undergarments under the front seat of his car. He attempted his routine on three different women before assaulting a thirteen year old child from the Sturgis Charter School in Ways News and Convenience Store on Main Street in 2003. Leon had served prison time for Sexual Assault of Child under the age of fourteen. The child’s mother, Nancy Paccia of Sandwich complained to me that Leon was often seen leering at the Sturgis Charter schoolgirls with binoculars from his rented room at 39 Pearl Street/Asa Bearse Lodging House. Leon was the former paid handyman at the Duffy Clinic. Judy Best, RN., BSN, FNP, CNS, your friend and colleague, denied that Mr. Quick was a client or employee at The Duffy Clinic. She maintained this position up until it was found that Leon was paid with a Duffy payroll check and I cashed it and deposited it in my account rather than drive a sex offender to the bank.

Bank of America was kind enough to provide me with a copy of the cancelled endorsed check. Leon had moved out of the shelter and often imbibed at the Duck Inn Pub on Main Street adjacent to the Sturgis Charter School. This was two years before he took a room at the Asa Bearse House located behind Sturgis Charter and within thirty feet of the school. This is the same boarding house that rented a room to Kenneth Trenholm, a Level III Sex Offender who was also released from incarceration for a child sex offense from The Barnstable County House of Correction. Trenholm claimed he would be staying at the shelter and was denied access. He was later found arrested for sleeping on the porch of a resident living on School Street.

As you know, Judy Best denied that Kendrick’s was indeed a crack house at the Mildred’s Chowder House Initiative and suggested that I was rather just simply a “disgruntled” client of the Duffy Clinic who refused to “live by rules”. As you are aware I was indeed banned from her establishment for donating and drinking soda on the premises. I spent five days in a crack house on Main Street terrified and slept face down as residents of the house used narcotics in the upstairs and known narcotics dealers frequented the house. To this day I am grateful to a known addict and convicted felon for letting me stay at her house. One of the residents was a paid staff member of NOAH who was later terminated for suspicion that he was stealing narcotics from client’s baggage. He is now a resident of the Bridgeport Project and attended your Overnights of Hospitality.

As I began to suggest that the shelter was dangerous, Judy disputed my recollections, publicly humiliated me and challenged my credibility. Not only did Judy Best violate rules on confidentiality and privacy in treatment during a public meeting, but a number of clients observed her making derisive and derogatory comments at me at the televised meeting. She continued to dispute my accounts of public safety problems associated with the shelter. Later that week I photographed former clients, Eddie Reed and Perry Bell freebasing in the backyard of my apartment complex at the Kendrick’s Building. Perry Bell is also a Level III Sex Offender.

The incident at the Airport Commission Meeting was so disturbing to me personally that I was forced to seek intensive therapy and emotional care. I was during that time that I met Shawn Schirmer, and accessory after the fact and a material witness in the homicide of Jonathan Wessner. Paul Nolin, the perpetrator convicted in the case was known to the Salvation Army Complex. Shawn Schirmer confided in me that he had indeed driven Nolin back to Falmouth from Brockton and that Nolin had confessed to the murder of “Jon”. Shirmer also confided to me that Paul Nolin had long been their drug contact. At the time, Judy Best was completing her clinical rotation in nurse psychiatry at Cape Cod Hospital. Judy Best told Shawn Shirmer that evidence material to the investigation of a homicide was a “confidential issue”. She suggested that he should seek shelter at the soon-to-be constructed Pilot House.

Judy Best told Schirmer that she would protect him from scrutiny while he recovered and instructed him to keep what he knew about the murder to himself. As you know, Judy claimed to have “connections” at the court house. Evidently, despite Mrs. Best-Lavigniac’s powerful connections, she knew little about obstruction of justice and was removed from her position of Executive Director of The Duffy Clinic after the conviction of Paul Nolin. The incidents on record are too numerous to describe in one letter.

I have saved documentation of pertinent incidents and have forwarded these accounts to a number of attorneys and individuals with interests pertaining to NOAH and Housing Assistance Corporation. One of these individuals is indeed Christopher Worthington, Esq., the father of the victim in the recently tried rape-homicide at Barnstable Superior Court. Christopher McCowan, the perpetrator convicted in the case was known to the Kendrick’s Building, The Salvation Army, and the properties adjacent to the shelter. As you are aware, the Salvation Army runs the Daystar Program, local soup kitchen and sponsors the “Overnights of Hospitality” of which you are in charge. As you know, Robert Smith of your Department of Probation supervised Christopher McCowan and diverted him into rehabilitation and treatment via Chris Jedson’s Drug Clinic three years after the homicide while the case was still under investigation. The District Attorney made disparaging remarks about the rape victim and was removed from the case.

Michael O'Keefe continued to focus on friends and acquaintances of the victim and made salacious and slanderous remarks about the victim and family. He proceeded with a controversial police dragnet to obtain DNA from as many men as possible living in the Truro Area. Meanwhile, the perpetrator lived at three addresses within two miles of the Barnstable Police Department. He was arrested three times by the Barnstable Police Department. O’Keefe also accepted a $50 campaign contribution from Maria Flook, author of Invisible Eden during the investigation and subsequently libelous remarks were printed about the Worthingtons. As you know, Miss Ava Gloria Worthington was left motherless after the incident.

Lastly, I have included an article where Rick Presbrey of Housing Assistance Corporation referred to Hyannis as performing “miracles”. Livia Davis was recorded in her office criticizing me for being “intolerant”. Her words verbatim included “Who are you to say that ‘predators’ don’t have just as many rights as their victims”. Livia was attempting to develop an 11.5 million dollar farm project at taxpayer expense, complete with a Sport’s Arena, Horse Stables and a four bedroom home for herself complete with a farmer’s style porch, fireplace, cathedral ceilings, and skylights. The price tag for her private home on the premises was $589,000. As you will recall, you called for support for Dana’s Field’s and resisted the dismantling of the makeshift camps. The majority of clients with substantial violent criminal records were to be screened out of the project by an applicant screening committee including Chief Michael Miller of the Sandwich Police Department. This means that most of the clients in those camps, the majority of your probationers, violent felons and illegal soda drinkers were precluded from admission to her expensive program.

Housing Assistance Corporation continued to bill per head for the surplus and abundance of homeless people while money and resources were routed to her “dream farm project”. Although the clients were required to sign a waiver under duress that they would not sue the shelter for claims such as negligence and depraved indifference, Livia herself is now suing Rick Presbrey of Housing Assistance Corporation for wrongful termination.

Please note the recent firing of Chief John Finnegan. As I claimed, Finnegan clearly had questionable financial dealings and negotiated a lucrative pay increase under Roy Richardson. As you know, then Town Council President served on the Board of Trustees of the Salvation Army with Chief John Finnegan. You may review the articles enclosed form the Barnstable Patriot. You claimed “Roy” was instrumental in your life as a probation officer after you had faced 25 to life in a Texas Prison. Your former Probation Officer and Former Town Council President Roy Richardson has a sealed criminal record for Child Molestation and was dismissed as a probation officer subsequent to the charge. Lou Cataldo was the Clerk Magistrate at the time and remembers the incident well. Sheriff Jack DeMello sealed the record to protect his own position and legacy.

I am forwarding a copy of this correspondence to Mr. Paul Niedzwicki, The Barnstable Assistant Town Manager. As an attorney, he should understand the implications of obstruction of justice in regard to Ms. Best, and the negligent homicide and depraved indifference of Livia Davis and Rick Presbrey. Mr. Niedzwicki is certainly skilled in the consequences and repercussions of “influence peddling”. His former boss, Henri Rauschenbach stood trial for influence peddling in 1994 and was acquitted. Obviously a result of competent lawyering.

My insistence that you refrain from referring to the obligations of innocent children is no longer a polite request. It is now a demand.

Dear Councilor Brown,

I have noted the writings of Mr. Alan Burt in reference to your Precinct Report dated June 9, 2006 in The Barnstable Patriot. Mr. Burt insists that we reference scripture and biblical readings to guide our daily actions. He has preached and proselytized continually and has condemned local community leaders and elected officials for “unchristian” behavior.

Psalm 23 promises not only resolve in times of trouble but also compels us to pursue the path of “righteousness” for “His Namesake.” The final lines of the Psalm indicate the importance of fearing “no evil” and protection from “mine enemies”. Psalm 18 has similar tenets “The Lord is my rock and my salvation…I will pray to Him in times of trouble for protection from “mine enemies”. There is no part of the King James Bible that condones uncivil or bad behavior, nor are we expected to accept those who intentionally inflict harm as doing “God’s Will”.

I have forwarded photographs of individuals who have been problematic to me and others in Precinct 9. You have suggested publicly that NOAH/Salvation Army, the human service organizations on Winter Street have lowered property values, impeded commerce on Main Street and presented a public safety hazard for residents and tourist of your precinct. Even when attempting to be sensitive to the efforts of human service workers and their tenacious clientele you have faced undue criticism. The effort to compliment Councilor Barton and Mr. Burt was overlooked and Mr. Burt realized an opportunity to criticize your policies and advance his agenda.

Photographs of Holly Dupre, the new homeless advocate receiving extensive media attention were forwarded to you in the past. As you can see, she is sitting on the town green with known narcotics offenders. The account of the arrest of Arcenio Lopes is once again forwarded to you for your amusement. Wayne Viera, my former neighbor from 72 North Street, a known crack house has been frequenting the premises of my new home at 75 Pearl Street. The police have been summoned three times to the building. I have forwarded a record of his arrest. He physically attacked my neighbor, Joanne Langway in front of me and two other witnesses. Photographs include Mr. Viera and other BUMS sleeping on my front porch.

As you know, the shelter denied that any violent offenders and criminals were associated with their establishment. They referred to me as delusional for suggesting that several Level III sex offenders and others utilized the shelter. It helps to note that even when violent criminal offenders and narcotics offenders are not clients of the shelter, they are certainly attracted to the area. Note the photographs of Kenneth Trenholm riding his bicycle shirtless in the town green and Main Street. Mr. Trenholm attempted to seek shelter at NOAH but was later found sleeping on the porch of a private home on School Street. His latest known address was 39 Pearl Street, a boarding house adjacent to The Sturgis Charter School. As you are aware, Mr. Trenholm served prison time for indecent assault and attempt to rape a child under the age of 14.

Mr. Trenholm rented from the same local boarding house that Leon Quick rented two years ago. Leon was often seen stalking children of The Sturgis Charter School with binoculars from his bedroom and is photographed stalking women in front of the Hooters Restaurant. Leon worked for a while as a handyman at The Duffy Clinic and indeed I cashed a payroll check for him. He spent his earnings imbibing at The Duck Inn Pub adjacent to the Sturgis Charter School. You will note that another homeless sex offender is now working at The Duck Inn Pub and this is noted on his sex offender registry notifications form. Once again, the Duck Inn Pub is adjacent to the Sturgis Charter School. The Employment Service of The NOAH Shelter placed Mr. Quick at the Days Inn after he worked at The Duffy Clinic. As you can see, the Inn clearly advertises that “Kids Stay for Free”. The remainder of articles and photographs are for review as I have forwarded them in the past.

Mr. Burt wants to “remind you” of the insensitivity of the words you choose. I would like to remind you of the persistent public safety problem generated by NOAH clientele and their affiliations. I would like to remind both you and Mr. Burt of the liberal parameters granted by the First Amendment.

Lastly, three years ago, Mr. Burt asked me to play ten to twelve religious songs on my guitar so he could get publicity on cable television. He gave me an hours notice and I had been up the night before supervising the women clients of The Overnights of Hospitality hosted at the Salvation Army. After the taping of “The Jericho Show”, Mr. Burt took me out to dinner as a reward for my “hard work”. I had nothing to eat all day and offered to pay my own way at The Friendly’s Restaurant. He told me he slipped out and bought himself a sandwich earlier in the day, but didn’t want to bother me because I was “being so productive.” We decided on “The Pub 99” and I insisted that I pay my own way. Alan refused to accept my money insisting that the treat was on him. He chose a candlelit booth far at the back of the restaurant. I was so hungry I could have eaten a cow.

I indeed ordered the “steak tips” while he poured over the menu for twenty minutes unable to make up his mind. I finally convinced his to also order the steak tips. I was ready to pass out. He proceeded to tell me over this candlelit dinner that his “wife was dying of a terminal illness” and he was under tremendous strain and stress. I reminded him that I was a nurse and that I would be willing to drive his wife to her appointments and errands. His mouth hung open and he told me it was “a private matter” and that they were “not telling anyone of her illness”. He told me that working with the homeless was very stressful and that we as advocates needed time to “bond together”. He told me he had gone sailing with Bob Huff and Martha McKeon and he told me he “kept thinking” of me and that he “wished I were there.” He told me his wife was to sick to attend. Although Mr. Burt had a number of credit cards on him, he hunted through his wallet to find where he had placed his cash. I continued to offer money for the dinner but he refused to accept it.

He called on me on many occasions to accompany him to churches to speak with church members to promote the “Overnights of Hospitality”. Sometimes I played my guitar. He kept telling me he was “going to make a star” out of me. I asked him not to do me any favors. He bought me several lunches and continued to tell me he had a “depressed family”. He stressed the importance of “bonding experiences”. He told me his daughter Shauna had been committed to Taunton State Hospital and that his son Jordan was in DYS Custody soon to be paroled. He didn’t remember telling me that his wife was dying. He instead stated that she collected disability for a physical reason and that she also suffered from manic-depression. He said she worked under the table as a Home Health Aid.

Shortly after, I recognized his son Jordan from camping at Shawme-Crowell shopping with his mother and a friend in The Stop and Shop Supermarket. She was in better shape than I was and driving a nicer car. Clearly Mr. Burt had “The Pub 99” mixed up with “The Pub 69” and they do not have “Thou Shall Not Commit Adultery” in Alan’s bible.

911, Recorded Line, Dispacher Sonnabend, What's the Nature of your Emergency?

During the crescendo of violence plaguing Captain's Quarters in 2005, Precinct Councilor Rick Barry (R-Cotuit), urged residents and contituents of problem locales to become actively involved in "community neighborhood watch" intiatives. Barry suggested that residents in neighborhoods under seige become proactive with public safety efforts and to develop solid relationships with law enforcement. Councilor Barry insisted that communication of neighborhood needs to police was paramount to quell ongoing, drug related violence in downtown Hyannis.

Barry, a prominent and reputable defense attorney, formerly associated with the Office of the District Attorney, as an Assistant Prosecutor, has a reputation that exudes fine character and integrity. Although Barry's comments were reasonable and well intentioned, the Town of Barnstable had a longstanding practice of covering up corruption by "Shooting the Messenger". If the District Attorney, Michael O'Keefe, or Chief John Finnegan, had been anything other than the gang that simply can't shoot straight, this would have been a serious problem.

A number of complaints were forwarded to both the Office of the District Attorney, and Chief of Police in Barnstable describing dangerous conditions and violent behavior of convicted felons associated with the local homeless shelter and adjacent properties. Clinicians, practioners, and social workers were replaced after blatant illegality was established, but no resolution was ever achieved on public safety issues. To date, there had been no sincere justice for victims. Public officials, law enforcement officers, elected officials and the district attorney accepted campaign contributions, inordinate pay raises, and extended work contracts to cover-up impropriety. When the complainant mentioned "influence peddling", the person reporting was charged with criminal harassment for excessive letter writing, and threatened with jail time.

Please review the conditions of apartments receiving Section8 Reimbursement Funds. Compromised clients with criminal histories, narcotics addictions, and records of violence were clustered among vulnerable populations. After gunfire erupted and a fire nearly destroyed one of the properties in proximity to the shelter, the establishment was closed for renovation. Crime still plagues the downtown Hyannis area, but the landlord now owns and operates a lovely steakhouse.

Here is a slideshow of conditions at 72 North Street taken when I first moved onto the scene in 2001. The residence was known for clustering clients of Housing Assistance Corporation' NOAH Shelter and The O'Neill/Duffy Clinic. 72 North Street had been rumored to be a crack house, but the building was situated behind Main Street Shops including Puritan's Clothing.

The photograph presented below portrays Anthony Matienzo and Morgan Parent in the very alcove where homeless congregate and started fires. (See previous post, August 10, 2009, describing accounts of fire at 72 North Street.) Matienzo, known to the NOAH Shelter, was the infamous "Route 3 Highway Shooter" charged with firing a projectile weapon at passing school busses on Route 3. Morgan Parent is the niece of Cybill Shephard. Taken away from her mother in childhood, Morgan committed arson at the age of fifteen. Dear Mr. Talerman,

For the past several months I have observed the proceedings involving Sandwich Family Association represented by Mr. William Henchy, Esq. at the Zoning Board of Appeals at the Oak Ridge School in Sandwich in regard to Dana’s Fields. I am greatly concerned about the construction of this project abutting a residential and business community comprised of unsuspecting and vulnerable residents of Sandwich. As a former client of NOAH/HAC, I have witnessed the inability of the staff, management, and administration to gain control over the criminal element in downtown Hyannis. Much of this difficulty appears to revolve around the philosophy and political structure of the organization.

As Mr. Henchy has stated, NOAH indeed serves mainly the criminal element and caters to this population. Mrs. Davis words verbatim have included “Who are you to push your value system on our clients? Predators have just as much right to be cared for as you do!” This particular declaration occurred after an altercation with an individual suffering narcotics and substance abuse and behaviors related to such use. Society maintains a compelling interest in the rehabilitation of criminal offenders. Unfortunately the statistics of success with offender clients at NOAH demonstrate that that the organization cannot meet the needs of the population most in need. The demographics at NOAH reflect a percentage of criminal offenders much greater than vulnerable clients suffering situational homelessness, emotional/mental illness, Alzheimer’s disease and issues related to aging and elder care.

The population of criminal offenders includes convictions as serious as pedophilia, pyromania, narcotics possession including manufacture and distribution grand theft larceny, rape, and assault and battery on a police officer. I attempted to befriend many of these individuals and to establish a positive bond at the encouragement of staff. I have assisted with the relief effort established by the Salvation Army Overnight’s of Hospitality Program. I met a young man named Anthony Matienzo. Anthony began drinking and smoking marijuana with his mother at the age of nine. He was apprehended, charged and convicted as the “highway shooter” for discharging his .22 caliber rifle at buses full of school children. He was later an accomplice to assault and battery on another client with Mr. Archibald Gillian, alias Tony. They lured an older man suffering from alcoholism into the woods behind the East Hyannis Elementary School, beat him and left him for dead. They were trying to impress their friend Naomi who was present during the assault and testified to this event. Mr. Gillian, originally from Dorchester was sent back to prison for violating parole. He was a 42-year-old convicted pedophile.

Anthony is only a nineteen-year-old young man. Most of the criminal offenders are much older, seasoned and well progressed into sociopathy. I am extremely concerned that the inability of the organization to provide direct and necessary services to the target population of offenders leaves all vulnerable residents of Sandwich their children at risk. In the absence of demonstrated effectiveness, a loosely supervised criminal population with unresolved behavioral issues would not only be detrimental to the small town colonial atmosphere of Sandwich; more importantly it would leave an unsuspecting, quiet community in peril. I have enclosed documentation from NOAH including a form that “requires” the NOAH client to contract out of negligence. In addition you may review an intake form that presents a line for the listing an alias and a checklist regarding criminal past. You might surmise that the organization is accustomed to providing temporary housing for the criminal population for quite some time. Not only are they currently serving offenders being recently paroled, they are crowded with recidivist offenders that have yet to be rehabilitated of years past.

Lastly, I have enclosed the complaint letters I wrote in a successful attempt to have a staff member removed. There may be information that provides you with insight into the internal workings of the organization and the substandard services it provides that could affect peace and prosperity in your community. You might review the letters I have had to write to HUD to request overrides in an effort to move out of a drug infested area. My current residence is a crack house on North Street. The building is around the corner from NOAH and adjacent to a crack house directly across the street from NOAH. Housing Assistance Corporation has provided a number of Section 8 Certificates circumventing the CORI Check at 72 North Street. Two of my neighbors have done prison time for Class A felonies at Cedar Junction and Framingham respectively. It appears that Sandwich Family Association’s concern that HAC could place offenders within a radius dangerous to unsuspecting children and others is not only valid, but also justified.

Dear Chief Finnegan,

I had an opportunity to attend the Barnstable Human Service Needs Committee Meetings and in particular the meetings at Barnstable Airport when the Assistant Town Manager Joellen Daly accompanied by Cheryl Bartlett of Community Action of Cape Cod and Islands, Judy Best, RN, FNP and Rick Presbrey of Housing Assistance Corporation proceeded to secure the Mildred’s Chowder House for renovation of a new and improved shelter with expanded facilites based on success with the PILOT House Project. Ms. Best challenged my insistance that the original six clients had not yet been rehabilitated and that there were extreme difficulties with the clientele and unreasonable burdens placed on local law enforcement and residents. Expansion of the current industry appears to be an unwise and foolhardy endeavor considering the challenges already faced by the afflicted clients, quality of providers, and the economic base related to the tourist climate of Cape Cod. Ms. Best tried to have me excluded from speaking at the meeting and when I was allowed to voice my concern, she disputed that 72 North Street was indeed a crack house.

Please note the photographs I have included of Mr. Edward Reed of Hyannis a known drug dealer and outspoken vocal advocate of the “wet shelter” freebasing cocaine in my back yard. I apologize that the pictures are dark however I was using a long rang focal length lens that would not allow me the benefit of a larger aperture permitting more exposure nor considering the circumstances would I have been able to use a flash. The blonde woman is named Barbie and is a resident of the shelter. There is a spoon in her hand and the other gentleman Perry that deals drugs in my building with Mr. Reed lit something on fire. They used the narcotics for approximately 3-5 minutes, drank the alcohol in the brown paper bag, smoked cigarettes and then ducked out very quickly as you will see in the photographs. I overheard “Perry” ask “Barbie” if she “felt better now?” Barbie was in the clinic the following day to see Mary Hettich, RN, FNP. I would suggest once again that the clients of the Duffy Clinic are not rehabilitated and present a general menace to the community. The local NOAH shelter and its associated Duffy Clinic have imposed on so many vulnerable and unsuspecting residents and members of the community. The adamant refusal of the local human service provider to accept responsibility for its clients will transfer to the opposite site of town and remain a threat to the soon to be renovated downtown area. The narcotics industry thrives in settings of active commerce and access to transportation and will compound Hyannis tourist industry by now involving an airport and a major hotel.

I initially made a police call in regard to Mr. Reed et al. that went unattended. I made the call on the non-emergency line and there was no response to my request to have an officer respond to trespassers in the back yard of 72 North Street. When your department declined to respond to the call I photographed the individuals in question using narcotics. This was in the window between the time the airport commission delayed the decision to give the Mildred’s Chowder House to HAC/DUFFY/CACCI for an expansion project. Please refer to the minutes of the Barnstable Human Service Needs Task Force where Ms. Best voices concern over peace and justice issues. Please note she disputed my perceptions at the meeting that the drug problem in Hyannis is really this bad. Ms. Best states publicly that she had no idea that 72 North Street where she maintains several clients really is a crack house. The photographs were taken in this interval between the delay of the approval and the final airport meeting on the issue on September 17. Please note Alan Burt’s Letter to the Editor in the Barnstable Patriot that I have enclosed for your perusal. Several reformed narcotics offenders that have never been patients of Judy Best analyzed the enlarged photograph and explained freebasing to me. They pointed out the drugs and associated paraphernalia as indicated in the photograph. I was willing to believe the folks in question were just “sitting at the round table of Camelot doing justice for justice sake”. It must have been an “amazing experience”.

I finished up the roll by photographing some lovely sunset scenes around the crack house where I make my home. The two recreational vehicles in the back of my building have housed summer residents on the property. As you can see, there is a DO NOT DISTURB sign in the window of the maroon van and drug dealers frequent this particular area. Sometimes it frightening to go out to the parking lot or to the garbage dumpsters to throw away trash, but other than fearing for my life, I’m accustomed to living in danger. It’s not that I don’t appreciate the many times the police department had responded to constant calls, I just live with the constant uncertainty of not knowing whether any particular crack offender is going to be annoyed because I dare to breath his air space. It makes it difficult to make future plans. Last week my neighbor Glenda McMullen, a convicted felon, friend and client of Mr. Edward Reed and a current crack cocaine offender thought I was “talking to myself”. She was hostile and knocked on my door. She refused to believe that I was talking on the telephone, but “ if I was, that was no excuse for my ‘talking about her.” I was talking about how negligent the organization was on a cellular phone with a friend. I hadn’t even mentioned Glenda’s name. Shortly after I went shopping for groceries and she stole my groceries as I carried them from my car to the door.

My immediate plans if I make it are to move to a town where I’m less likely to get killed. In closing, I have included some extra photographs I took around the back of the building. You will see the spot where clients sleep with blankets in an alcove. I used to ask the police department to remove the folks. Sometimes they were drunk and high, and smoking cigarettes and had candles. I used to be afraid of fire. Now I don’t care anymore. My drop from my bedroom window is quite high. I would not survive the fall in a fire. But it’s not worth a nightly call to the police department to come help the imaginary people the really aren’t rehabilitated. There are times when I can’t even remember the quality of life I had before I came here to Hyannis. The residents and business owners have voiced their concerns about offenders being relocated to their neck of the woods. Wisely, some public officials and potential candidates are questioning the prudence of an expansion of the industry to this area. I’m supposed to look the other way and hope nobody gets burnt, raped, molested and killed over near the airport. After all, Livia Davis and Judy Best have both told me this is “None of your business!” “Just stay out of it! You’ve got your own issues!” After living for two years in Hyannis, she can sure say that again.

Looking out into the backyard at 72 North Street, visions of narcotics addicts freebasing comes to mind. This was a typical imaginary scenario that played out in my delusional mind, if I declined to let the addicts into the building. Clinicians and practioners were angry at this photograph, claiming that the clients had a "right to privacy". They are freebasing in broad daylight.



BARNSTBALE, MA Joshua Debonise was ready today to admit his role in the firebombing of a Hyannis home. But the 21-year-old was not ready to be labeled a snitch, his lawyer, Richard Barry, said during a plea hearing in Barnstable Superior Court. So the plea deal fell apart.

Shortly before 3 a.m. on April 3, 2008, a Molotov cocktail crashed through the window of a home on Hiramar Road starting a fire in a bedroom where children were sleeping. A total of seven people were inside the house at the time. They all managed to escape the blaze unharmed. In addition to Debonise, a Mashpee resident, four other people Jose Reyes, Andrew Nickerson, Victor Mason and Tiffany Mason are charged in the incident, according to court records. Before signing away his rights, Debonise waited for the courts assurance that a statement he gave to police about the events of that morning would be thrown out.

He wanted to make sure that when and if he did go to jail, he would not be construed as a snitch, Barry told Judge Gary Nickerson, who agreed to suppress the statement if Debonise pleaded guilty. But the deal was never carried out.
